What is the Generator Subsidy in Tamil Nadu?

Generator Subsidy is an incentive of the Micro, Small and Medium Enterprises Department, Government of Tamil Nadu. It reimburses part of the cost of a diesel generator set bought by a manufacturing enterprise, so that a unit which has to run through power interruptions is not crippled by the capital cost of standby power.

According to the MSME Department's incentive guidelines under G.O. (Ms) No. 37, MSME Department, dated 6 July 2021, the subsidy is 25 per cent of the cost of the generator set up to a capacity of 320 KVA, subject to a maximum of Rs 5,00,000.

The Tamil Nadu MSME portal states the eligible category plainly: all new and existing micro, small and medium manufacturing enterprises with a generator capacity up to 320 KVA. The 2021 Government Order text describes the scheme in terms of micro manufacturing enterprises falling under the rural feeder, and the operating portal applies it across manufacturing MSMEs. A unit that is close to the boundary should confirm its own case in writing with the General Manager of its District Industries Centre before ordering the machine.

The important practical fact about this scheme is the six-month clock. The application must be filed within six months from the date of purchase of the generator set, or the date of installation, the date on which the Electrical Inspectorate Department issues the safety certificate; whichever is later. The portal lists late applications as an express ground of ineligibility.

Who is eligible for the Generator Subsidy?

Your enterprise can apply if:

  • It is a micro, small or medium manufacturing enterprise in Tamil Nadu, new or existing.
  • It has purchased and installed a generator set of up to 320 KVA capacity.
  • The set is brand new. Subsidy is available only for new equipment.
  • The set was bought directly from the manufacturer or from an authorised dealer, and you can produce the dealership certificate.
  • A safety certificate from the Department of Electrical Inspectorate has been obtained for installation of the set at the factory premises.
  • The unit holds a Udyam Registration Number.

Your enterprise is not eligible if:

  • It is a micro, small or medium service enterprise. Service enterprises are expressly excluded from generator subsidy.
  • The application is filed after six months from the later of purchase and installation. This is a hard bar, not a discretionary one.
  • The generator is second-hand or reconditioned.
  • The set is above 320 KVA capacity. Subsidy is computed only up to that ceiling.
  • The line of activity falls in the ineligible annexure of the MSME Policy 2021 guidelines, which governs every incentive in the package.
  • The same subsidy has already been availed for the same purpose from another State or Central Government department or agency.

How is the subsidy calculated?

Element Treatment
Cost of the generator set 25 per cent subsidy, up to 320 KVA
Overall ceiling Rs 5,00,000
Accessories for erection and functioning Treated as one unit with the set for computing subsidy
Loading, unloading, packaging, erection charges Not considered
Second-hand equipment Not eligible

Two worked cases make the arithmetic clear. A 150 KVA set costing Rs 12,00,000 attracts 25 per cent, that is Rs 3,00,000, which is within the ceiling and is paid in full. A 320 KVA set costing Rs 28,00,000 attracts 25 per cent, that is Rs 7,00,000, but the sanction stops at the ceiling of Rs 5,00,000.

Release of subsidy follows the funding route. Where the enterprise availed a term loan, the General Manager releases the sanctioned subsidy to the financial institution. Where the enterprise is self-financed, the subsidy is released directly to the bank account of the enterprise.

How to apply for the Generator Subsidy

  1. Buy the generator set new, from the manufacturer or an authorised dealer, and keep the invoice and the stamped payment receipt or banker's payment certificate.
  2. Get the safety certificate from the Department of Electrical Inspectorate for installation of the set at the factory premises. Note this date, the six-month clock runs from it or from the purchase date, whichever is later.
  3. Register or log in on msmeonline.tn.gov.in and open the Incentives section.
  4. Select Generator Subsidy and complete the online application with the enterprise details, Udyam number, generator capacity and cost.
  5. Upload the documents as PDFs of not more than 200 KB each: Udyam certificate, invoice, payment receipt or banker's certificate, safety certificate, authorised dealership certificate, TANGEDCO meter card, term loan sanction letter or CA certificate of funds, and the banker's letter with branch code and account number for ECS transfer.
  6. Submit within six months of the later of purchase and installation, and note the application reference number.
  7. The application reaches the General Manager, District Industries Centre of your district, or the Regional Joint Director of Industries and Commerce for Chennai district.
  8. Keep all originals ready for inspection. They are produced for verification and returned. Where originals are with the bank, the copies must be attested by the branch manager of the financing bank.

How to track a generator subsidy application

  1. Use Track Your Status in the incentives section of msmeonline.tn.gov.in with your application reference number.
  2. Follow up with the General Manager, District Industries Centre, who is the sanctioning authority.
  3. Prepare for the field inspection, at which the department verifies that the generator is installed and running at the declared premises and checks the original documents.
  4. After sanction, check the bank account for a self-financed case, or the loan account where the release goes to the financing institution.

Why generator subsidy applications are rejected

  • Filed after six months. The portal names this as an explicit ineligibility ground, and no amount of documentation cures it.
  • Service enterprise applying. Only manufacturing enterprises qualify.
  • No Electrical Inspectorate safety certificate, or a certificate for a different address than the factory.
  • Purchase from an unauthorised seller, so the dealership certificate cannot be produced.
  • Capacity above 320 KVA claimed in full.
  • Erection and transport charges included in the claimed cost.
  • Uploads exceeding 200 KB or in a format other than PDF.
  • Originals not produced at inspection, or bank-held copies not attested by the branch manager.

Key dates to remember

  • Date of purchase of the generator set, the invoice date.
  • Date of installation — the date of issue of the safety certificate by the Electrical Inspectorate Department.
  • Application deadline, six months from whichever of those two is later.

Enterprises frequently lose the subsidy by counting six months from the invoice when the safety certificate came later, or by delaying the safety certificate itself. Apply for the Electrical Inspectorate certificate as soon as the set is installed.

Help and grievance route

  • General Manager, District Industries Centre of your district. The sanctioning authority.
  • Regional Joint Director of Industries and Commerce, Chennai, for enterprises in Chennai district.
  • msmeonline.tn.gov.in, the Grievance menu carries separate entrepreneur and official logins, and the Know Your Eligibility pages set out the guidelines.
  • Industries Commissioner and Director of Industries and Commerce, Government of Tamil Nadu, for scheme interpretation.

The MSME Department's own dos and don'ts for online incentive applications advise enterprises to read the guidelines and the model filled-in application before filing, to keep a PDF copy of the filed application, not to enter false data, and not to be deceived by intermediaries.
