What is the PEACE detailed energy audit subsidy?

Promotion of Energy Audit and Conservation of Energy (PEACE) is a scheme of the Micro, Small and Medium Enterprises Department, Government of Tamil Nadu, to promote energy efficiency in MSME units. The Detailed Energy Audit component pays for most of the cost of having a professional energy audit done.

Under the MSME Policy 2021 guidelines approved in G.O. (Ms) No. 37, MSME Department, dated 6 July 2021, the subsidy is 75 per cent of the cost of the audit, subject to a maximum of Rs 1.00 lakh per energy audit. An older guidance page still hosted on the MSME portal describes the earlier rate to 50 per cent of the energy audit cost up to a maximum of Rs 0.75 lakh per audit per unit. The 2021 order states that all earlier orders on subsidies are superseded, so an applicant should work with the 2021 figures and have the District Industries Centre confirm the rate applicable to the audit period.

The objective, in the guidelines' own words, is to identify the major sources of energy in use, identify the lapses in energy usage, identify areas to improve energy usage, determine the level of consumption of the energy sources, and recommend measures that will enhance energy savings in the industry.

PEACE has four components, and readers frequently mix them up:

  1. Awareness programme: at least one in each district, at a cost not exceeding Rs 1.00 lakh per programme, for batches of 40 to 50 participants.
  2. Training programme; at least one in each district, at a cost not exceeding Rs 75,000 per programme, for batches of 20 to 25.
  3. Detailed energy audit, the component on this page.
  4. Implementation of energy audit recommendations. A separate subsidy on the cost of equipment and technology adopted after the audit.

Who is eligible for the detailed energy audit subsidy?

Your enterprise can apply if:

  • It is an existing manufacturing MSME in Tamil Nadu undertaking an energy audit for the first time, or
  • It is an MSME taking up a subsequent energy audit after three years from the previous one.
  • The audit was conducted by a BEE empanelled energy auditing firm with an audit team led by a BEE-accredited energy auditor, or by a BEE-accredited individual energy auditor.
  • The claim is filed within one year of completion of the audit.
  • The unit holds Udyam registration.

Your enterprise is not eligible if:

  • It is a micro, small or medium service enterprise. The PEACE guidelines list service enterprises as ineligible.
  • The audit was done by someone not accredited or empanelled by the Bureau of Energy Efficiency.
  • Less than three years have passed since the previous audit for which subsidy was drawn.
  • The unit has availed a similar subsidy for the same purpose from any other State or Central Government department or agency.
  • The claim is filed more than one year after the audit was completed.

What does the audit have to contain?

The guidelines are unusually specific about the deliverable, because the audit report is what the subsidy is paid against.

The methodology suggested for adoption is: plant survey, discussion with plant personnel, analysis of past performance data, measurement of the required electrical parameters, energy performance assessment for significant electrical and thermal equipment, comparison with available performance guarantees or manufacturer design data, identification of energy conservation measures, discussion of findings with plant personnel, detailed techno-economic analysis, and report submission.

The final report must contain specific recommendations with quantitative and qualitative details, outlay, projections of energy and cost savings and payback period on implementation, along with an executive summary, the period during which the audit was conducted, and specific conclusions and measures.

That last requirement is worth passing on to your auditor before the engagement starts. A report without projected savings and payback periods is not just weak for the subsidy claim, it also cannot support the second PEACE component, which requires demonstrated energy savings.

How much subsidy do you get?

Element Rule
Subsidy rate (2021 guidelines) 75 per cent of the audit cost
Ceiling (2021 guidelines) Rs 1.00 lakh per energy audit
Rate on older portal guidance 50 per cent, up to Rs 0.75 lakh
Eligible expenditure Professional charges of conducting the energy audit only
Multiple units The concession can be availed separately for each unit
Repeat audits Ceiling applied separately to the original and the subsequent audit; minimum three-year gap

Only the professional charges of conducting the audit are eligible. Instrument hire, travel billed separately or internal staff time do not enter the computation.

How to apply for the PEACE energy audit subsidy

  1. Choose a BEE-accredited energy auditor or a BEE-empanelled energy audit firm whose team is led by an accredited auditor, and take their acceptance letter or engagement document in writing.
  2. Have the detailed energy audit conducted following the prescribed methodology, and record the date of completion. The one-year clock runs from it.
  3. Collect the audit report with the executive summary, audit period, conclusions, recommendations, projected savings and payback period.
  4. Prepare a self-certified statement of the expenditure incurred on the audit, with copies of bills, vouchers and receipts.
  5. Log in to msmeonline.tn.gov.in, open the Incentives section and select the PEACE; Energy audit component. Apply in the prescribed format-I to the District Industries Centre of your district, or to the Regional Joint Director, Chennai.
  6. Upload the documents as PDFs of not more than 200 KB each — Udyam certificate, constitution documents, TANGEDCO meter card or online statement, auditor engagement letter, BEE accreditation copy, expenditure statement with bills, the audit report and, where applicable, the loan sanction letter.
  7. Submit within one year of completing the audit and note the reference number.
  8. Produce originals at inspection. Where originals are with the bank, the copies must be attested by the branch manager of the financing bank.

How the subsidy is released

  • The subsidy is released to the MSME after the audit report is completed and duly certified by the energy auditor.
  • If the unit availed a loan to fund the audit, the subsidy is released to the bank to be adjusted in the loan account, if the loan is still current.

Why PEACE audit claims are rejected

  • Auditor not BEE-accredited or the firm not BEE-empanelled, which is the single most common failure and cannot be cured afterwards.
  • Claim filed after one year from the completion date of the audit.
  • Service enterprise applying under a component meant for manufacturing MSMEs.
  • Repeat audit inside three years of the previously subsidised audit.
  • Report missing the required contents, particularly savings projections and the payback period.
  • Costs other than professional charges included in the claimed amount.
  • Same subsidy already drawn from another government agency for the same audit.
  • Uploads exceeding 200 KB or in a format other than PDF.

Key dates

  • Date of completion of the energy audit, the trigger date.
  • One year from that date. The last date to file the claim online.
  • Three years. The minimum gap before a subsequent audit qualifies again.

What to do after the audit

The audit is only worth its fee if the recommendations are implemented, and Tamil Nadu funds that separately. Under the PEACE incentive for implementing energy audit recommendations, the 2021 guidelines provide 50 per cent of the cost of eligible components subject to a maximum of Rs 10,00,000 for manufacturing MSMEs that achieve at least 10 per cent energy savings per unit of product. That claim has its own timing rule. The application goes in three months after implementation, and no later than one year from implementation or two years from the date of the energy audit, whichever is earlier.

Plan both claims together at the start. The audit report is the common document for each.

Help and grievance route

  • General Manager, District Industries Centre of your district. The office the format-I application is addressed to.
  • Regional Joint Director of Industries and Commerce, Chennai, for Chennai district enterprises.
  • msmeonline.tn.gov.in; Know Your Eligibility, List of Documents, Track Your Status and the entrepreneur Grievance login.
  • Bureau of Energy Efficiency, for verifying an auditor's accreditation or an audit firm's empanelment before you engage them.

No fee is charged to file the claim, and no intermediary can obtain a sanction. The department's own dos and don'ts advise reading the guidelines and the model filled-in application before filing.

How to check your application status

  1. Log in to msmeonline.tn.gov.in with the same credentials used to file the format-I claim, since the portal ties status to the applicant's login, not to a separate tracking ID alone.
  2. Open the Track Your Status option on the MSME portal and select the PEACE, energy audit component to view the current stage of your specific claim.
  3. Keep the acknowledgement or reference number generated at the time of submission ready. It is the number the District Industries Centre uses to locate a file if the portal status has not updated.
  4. Watch for an inspection call. Because the guidelines require production of original documents at inspection, a claim sitting in this stage usually means the District Industries Centre is verifying the audit report, bills and vouchers before recommending release.
  5. Follow up offline if the portal status stalls. Contact the General Manager, District Industries Centre of the district where the unit is registered, or the Regional Joint Director of Industries and Commerce for a Chennai-registered unit, quoting the reference number and the date the audit was completed.
  6. Use the entrepreneur Grievance login on msmeonline.tn.gov.in if a claim remains unresolved well beyond a routine processing period, so the delay is logged against your reference number rather than only raised verbally.
  7. Check the loan account, not just the portal, when the audit was financed by a bank loan, since in that case the subsidy is credited to the bank to adjust against the loan rather than paid to the applicant directly, and the bank statement will show the adjustment before the MSME portal status may reflect it.

No dedicated helpline number is published for this component, so the District Industries Centre and the msmeonline.tn.gov.in Grievance login remain the working escalation routes if the online status does not move.

Frequently asked questions

How much does Tamil Nadu pay for a detailed energy audit?

Under the MSME Policy 2021 guidelines, 75 per cent of the cost of the audit is subsidised, subject to a maximum of Rs 1.00 lakh per energy audit. An older page on the MSME portal still quotes the earlier rate of 50 per cent up to Rs 0.75 lakh.

Who can conduct the energy audit?

Only Bureau of Energy Efficiency empanelled energy auditing firms, with audit teams led by BEE-accredited energy auditors, or BEE-accredited individual energy auditors. An audit by anyone else does not qualify for the subsidy.

How soon must the claim be filed?

Eligible MSMEs must file the claim online, complete in all respects, within one year from the date of completion of the energy audit.

Can a unit claim the subsidy for a second audit?

Yes, provided there is a gap of at least three years between the previous energy audit and the present one. The ceiling is applied separately to the original audit and to the subsequent audit, not to both taken together.

Does the subsidy cover equipment bought after the audit?

No. Only the professional charges of conducting the energy audit are eligible under this component. Cost of machinery and technology is covered by the separate PEACE incentive for implementing energy audit recommendations.

Can a service enterprise apply?

No. The component covers existing manufacturing MSMEs in the state. Micro, small and medium service enterprises are listed as ineligible in the PEACE guidelines.

What if my unit has more than one factory?

Enterprises having more than one unit may avail the concession separately for each unit, so a separate audit and a separate claim can be made for each location.
