Annal Ambedkar Business Champions Scheme (AABCS), Tamil Nadu
Tamil Nadu state government scheme
Annal Ambedkar Business Champions Scheme gives Scheduled Caste and Scheduled Tribe entrepreneurs in Tamil Nadu a 35 per cent capital subsidy of up to Rs 1.5 crore on eligible project cost, plus 6 per cent interest subvention on machinery loans for up to 10 years. Applicants must be up to 55 years old and apply online at msmeonline.tn.gov.in/aabcs.
What is the Annal Ambedkar Business Champions Scheme?
The Annal Ambedkar Business Champions Scheme (AABCS) is the flagship entrepreneurship scheme of the Micro, Small and Medium Enterprises Department, Government of Tamil Nadu, for entrepreneurs from Scheduled Caste and Scheduled Tribe communities. It exists because access to capital, not ambition, is what has historically kept SC and ST entrepreneurs out of manufacturing at any meaningful scale.
AABCS provides two things at once:
- A 35 per cent capital subsidy on eligible project cost, not exceeding Rs 1.5 crore.
- A 6 per cent interest subvention on loans, for plant, machinery and equipment for up to 10 years, and on working capital for up to 2 years.
That combination is unusual. Most subsidy schemes give either a capital grant or an interest concession. AABCS gives both, which changes the arithmetic on a project of any size: the subsidy reduces the amount that has to be borrowed at all, and the subvention reduces the cost of what is still borrowed.
What counts as project cost. The eligible project cost includes land, building, plant and machinery, testing equipment, computing devices and vehicles integral to the operation, with land counted only up to 20 per cent of the project cost. That cap is deliberate, the scheme is meant to fund productive capacity, not land acquisition dressed up as a factory.
What kinds of enterprise are covered. New ventures and expansions of existing businesses, in manufacturing, services and eligible trading activities. Notably, the scheme also covers projects taken up without bank financing, which matters for an entrepreneur who can fund the investment from own resources or family capital but still wants the capital subsidy.
Scale of the programme. A sum of Rs 100 crore was allocated for the scheme in the Budget Estimates for 2023-24. The AABCS portal itself publishes live numbers: for 2026-27 it records 3,207 applications received seeking subsidy of Rs 21,949.01 lakh, of which 765 applications have been finally sanctioned for Rs 4,745.34 lakh and 712 disbursed for Rs 4,710.07 lakh. The portal also reports an average of 135 days for subsidy approval, which is the single most useful planning number in this guide.
Who is eligible for AABCS, and who is not eligible?
You can apply if:
- You belong to a Scheduled Caste or Scheduled Tribe community and hold a community certificate from the Tahsildar.
- Your enterprise is 100 per cent owned by persons belonging to SC or ST communities. Partial ownership does not qualify. This is a hard condition, and a partnership with even one non-SC/ST partner is outside the scheme.
- You are up to 55 years of age at the time of application.
- You are a resident of Tamil Nadu and the enterprise is located in the state.
- You are setting up a new enterprise or expanding an existing one in manufacturing, services or eligible trading.
- You hold or will obtain Udyam Registration for the enterprise.
No minimum education qualification is required.
You cannot apply, or are not eligible, if:
- You are over 55 years of age at the time of application.
- The enterprise is not wholly owned by SC or ST persons. Ownership is checked against the constitution documents, and a nominee arrangement is not a workaround.
- You cannot produce a community certificate issued by the competent authority.
- The enterprise is outside Tamil Nadu.
- The activity is outside the eligible list. Trading is covered only where the scheme's guidelines permit it, so check the eligibility PDF on the portal for your specific activity before investing.
- You are seeking subsidy on land beyond 20 per cent of the project cost, or on items outside the eligible cost heads.
- You have already availed the same subsidy for the same investment under another scheme. Double-dipping on the same machinery is not allowed.
How to apply for the Annal Ambedkar Business Champions Scheme
Applications are filed online only. There is no offline route, and no paper application will be entertained at the District Industries Centre in place of the portal submission.
- Open the AABCS portal at msmeonline.tn.gov.in/aabcs and read the eligibility document, the guidelines, the Government Order and the documents checklist that the portal publishes as PDFs. Doing this first saves the most time.
- Register as a new applicant with your Aadhaar number, mobile number and email, and verify with the OTP sent to your mobile.
- Obtain Udyam Registration for the enterprise if you do not already hold it. It is free on the Government of India portal.
- Prepare the detailed project report — the activity, the machinery with quotations, the building or shed, the land where applicable, working capital needs, projected turnover and the means of finance.
- Fill the online application form with the enterprise details, whether it is new or an expansion, the project cost head by head, and the bank sanction particulars where the project is bank-financed.
- Upload the documents; community certificate, age proof, Aadhaar, Udyam certificate, constitution documents establishing 100 per cent SC or ST ownership, land or premises papers and the project report.
- Submit the application and note the acknowledgement or reference number.
- Follow the scrutiny. The application is examined at district level and then by the state level committee. The portal reports an average of 135 days to subsidy approval.
- Complete the investment and file the claim with machinery invoices and proof of payment, so that the subsidy can be sanctioned and disbursed.

How to check your AABCS application status
- Log in to msmeonline.tn.gov.in/aabcs with the credentials created at registration. The portal shows the stage your application has reached.
- Check the reference number against the district and state committee scrutiny stages.
- Contact the General Manager of your District Industries Centre, who handles the district-level scrutiny and inspection, if the application sits at one stage for an unusually long time.
- Compare against the published average. With approval averaging 135 days, a file that has moved within four months is running normally, and one that has not moved in six is worth escalating.
Why AABCS applications get rejected
- Ownership not 100 per cent SC or ST, discovered on examining the partnership deed or shareholding.
- Applicant over 55 at the time of application.
- Community certificate not from the competent authority, or in a name that does not match the enterprise records.
- Land component above 20 per cent of the project cost, with subsidy claimed on the excess.
- Ineligible activity, most often a trading proposal that falls outside what the guidelines permit.
- Project report weak or inconsistent, quotations that do not match the cost heads, or projections that cannot service the loan.
- Investment not evidenced at the claim stage: invoices without proof of payment, or machinery not found on inspection.
- Same investment already subsidised under another scheme.
Planning around the subsidy
Two practical points that decide whether AABCS actually helps a business rather than straining it:
- The subsidy arrives after the investment. With approval averaging 135 days and disbursement following sanction, an entrepreneur must be able to fund the machinery first. Build the gap into your working capital plan and discuss it with your bank at the sanction stage.
- The interest subvention runs on different clocks. Machinery and equipment loans are subvented for up to 10 years, working capital for up to 2 years. That asymmetry means the relief on your working capital limit falls away well before the term loan is repaid, and the third-year cash flow should be planned on the unsubvented rate.
Where to raise a grievance
- General Manager, District Industries Centre for your district, who handles district-level scrutiny and inspection.
- District Collector, where the DIC does not act.
- Commissioner of Industries and Commerce, and the Micro, Small and Medium Enterprises Department, Government of Tamil Nadu.
- Tamil Nadu Public Grievance portal, for a written grievance not settled at district level.
Applying is free. No fee, commission or "consultancy charge" is payable to any official or agent to have an AABCS application sanctioned, and a subsidy is credited only to the enterprise's own account.

Frequently asked questions
How much subsidy does the Annal Ambedkar Business Champions Scheme give?
A 35 per cent capital subsidy on eligible project cost, not exceeding Rs 1.5 crore, together with 6 per cent interest subvention on loans for machinery and equipment for up to 10 years and on working capital for up to 2 years.
Who is eligible for AABCS?
Entrepreneurs from Scheduled Caste and Scheduled Tribe communities in Tamil Nadu, whose enterprise is 100 per cent owned by SC or ST persons, and who are up to 55 years of age at the time of application.
Is there an education qualification requirement?
No. District material for the scheme states expressly that no minimum education qualification is needed. The test is community, age, ownership and a viable project.
What costs count towards the project cost?
Land, building, plant and machinery, testing equipment, computing devices and vehicles integral to the operation. Land is capped at 20 per cent of the project cost, so a land-heavy proposal will not carry subsidy on the whole of it.
Can I apply without a bank loan?
Yes. The scheme covers new ventures and expansions, and also projects taken up without bank financing. The interest subvention component naturally applies only where there is a loan to subvent.
How long does approval take?
The AABCS portal reports an average of 135 days for subsidy approval. Applications pass through district and state level scrutiny before sanction, so plan your cash flow on the assumption that the subsidy arrives well after the investment.
How do I apply?
Online only, at msmeonline.tn.gov.in/aabcs. Register as a new applicant with your Aadhaar and mobile number, fill the application with enterprise and project details, upload the community certificate, age proof and project documents, and submit.
Is AABCS the same as a TAHDCO loan?
No. TAHDCO — the Tamil Nadu Adi Dravidar Housing and Development Corporation — runs its own separate subsidy-linked loan schemes for SC and ST beneficiaries at much smaller ticket sizes. AABCS is an MSME Department scheme with a far larger subsidy ceiling, applied for on the MSME online portal.
