Annal Gandhi Memorial Award (Tamil Nadu)
Tamil Nadu state government scheme
Annal Gandhi Memorial Award is a Tamil Nadu Adi Dravidar and Tribal Welfare Department award for one boy and one girl of the Hindu Adi Dravidar community in each district who top the class 12 public examination. The award runs for six years of continued study, with no income limit, and is claimed through the district welfare office.
What is the Annal Gandhi Memorial Award?
Annal Gandhi Memorial Award is a merit incentive of the Adi Dravidar and Tribal Welfare Department, Government of Tamil Nadu, introduced in 2012. The award goes to one boy and one girl of the Hindu Adi Dravidar community in each district who secure the first rank in the class 12 public examination conducted by the Directorate of Government Examinations, and it continues for six years while the student remains in higher education.
The award sits in the department's cluster of academic incentives, which is deliberately layered. The department's education spending is the bulk of its work: of a total 2025-26 allocation of Rs 3,231.92 crore, Rs 2,439.48 crore, or 75.48 per cent, goes to educational welfare schemes. Within that, most of the money is in broad entitlements, fee concessions, hostels, uniforms, textbooks, and only a small share is in narrow merit awards like this one. Two students per district in 38 districts is a cohort of a few dozen students a year.
Three district-level awards run in parallel after the class 12 results, and it is worth knowing all three because a student may qualify for more than one route:
- Annal Gandhi Memorial Award, the district first-rank boy and girl of the Hindu Adi Dravidar community.
- Merit-cum-Means award, the same conditions and the same amounts for Scheduled Tribe students and Adi Dravidar Christian students, so that the two communities excluded from the Annal Gandhi award are not left out.
- Chief Minister's Award, a much larger cohort of the first 1,000 boys and 1,000 girls among eligible students who pass class 12 and continue studying, recorded on district welfare pages at Rs 15,000 spread over five years.
A student who tops their district on Hindu Adi Dravidar rankings will normally also be inside the first 1,000, so the practical advice is to file for both.
Who is eligible for the Annal Gandhi Memorial Award?
A student is eligible if:
- The student belongs to the Hindu Adi Dravidar community, evidenced by a community certificate issued by the Tahsildar.
- The student has secured the first rank in the class 12 public examination among eligible candidates in their district, as a boy or as a girl, the two awards are separate, so a district produces one of each.
- The student is a resident of Tamil Nadu and studied in a Tamil Nadu school.
- The student continues in higher education after class 12. The award is conditional on continued study, not merely on the result.
- The student holds a bank account in their own name for the credit.
There is no income limit. District Adi Dravidar and Tribal Welfare pages record the eligibility for this award as a student who secured first rank in the class 12 examination in the district and continues their studies, with "no income limit". This is unusual — the department's cash post-matric scholarships carry a parental income ceiling of Rs 2.50 lakh a year, and the exemption here is deliberate, because a merit award should not turn on parental income.
A student is not eligible if:
- The student is a Scheduled Tribe student or an Adi Dravidar converted to Christianity. Those students are covered by the Merit-cum-Means award on the same terms, not by this award.
- The student belongs to a Backward Class, Most Backward Class, Denotified Community or minority community. Those students come under the Backward Classes, Most Backward Classes and Minorities Welfare Department.
- The student did not secure the district first rank. A high score alone is not enough; the award is rank-based, and only two students per district qualify.
- The student has not continued in higher education. Stopping study ends the award, and the annual instalments after the first year are released only against a fresh bonafide certificate.
- The student studied outside Tamil Nadu or is not a resident of the state.
How much does the Annal Gandhi Memorial Award pay?
Two sets of figures are in circulation and it is more useful to state both than to pick one:
| Source | First year | Each of the next five years | Total |
|---|---|---|---|
| District Adi Dravidar and Tribal Welfare pages | Rs 1,500 | Rs 1,000 | Rs 6,500 |
| State scheme directory listing | Rs 2,000 | Rs 1,500 | Rs 9,500 |
The structure is identical in both. A slightly larger first-year award followed by five equal annual payments, and only the level differs, which is consistent with the award having been revised at some point since its introduction in 2012. Confirm the current rate with your District Adi Dravidar and Tribal Welfare Officer before assuming either figure.
What is not in dispute is the shape of the benefit: the award runs for six years, it is credited to the student's own bank account, and each year after the first depends on the student still being in higher education.
The amounts are modest, and it is worth being plain about that. The Annal Gandhi Memorial Award is not a scholarship that funds a degree. Its value is partly recognition and partly the fact that it sits on top of the department's larger supports; fee concessions with no income limit, hostel accommodation, the post-matric scholarship, and the additional hostel-expenses scholarship of Rs 7,500 for undergraduate arts, science and polytechnic courses and Rs 8,000 for postgraduate and professional courses.
What documents are required?

| Class 12 mark sheet | Yes | Original public examination mark sheet |
| District first-rank confirmation | Yes | From the school or the Chief Educational Officer |

How to apply for the Annal Gandhi Memorial Award
- Collect the class 12 mark sheet as soon as the public examination results are declared, and ask the school to confirm in writing that the student stands first in the district among Hindu Adi Dravidar candidates.
- Obtain or update the community certificate from the Tahsildar or through an e-Sevai centre, if the family does not already hold a valid one showing Hindu Adi Dravidar status.
- Secure admission to a higher education course and obtain a bonafide certificate from the college, since the award is payable only to a student who continues studying.
- Open a savings account in the student's own name and link it to Aadhaar, because the award is credited to the student rather than to a parent.
- Apply at the District Adi Dravidar and Tribal Welfare Office with the mark sheet, the rank confirmation, the community certificate, the bonafide certificate, Aadhaar, the bank passbook and residence proof. The school or college can forward the application on the student's behalf.
- Collect the acknowledgement and note the reference number, which is what you will quote each year.
- Renew every year by submitting a fresh bonafide certificate to the same office before the start of the academic year, for each of the five following years.
Students who also want to be considered for the Chief Minister's Award should say so in the same visit, since the eligibility windows and the documentation overlap almost entirely.
How to check the status of the award
- Quote the acknowledgement reference number at the District Adi Dravidar and Tribal Welfare Office.
- Check the student's own bank account, since the credit arrives by direct transfer and no separate intimation is always sent.
- Ask the college scholarship in-charge, who normally handles a batch of such claims and will know whether the district office has sanctioned that year's list.
- Escalate in writing to the Director of Adi Dravidar Welfare if a sanctioned award has not been credited within a reasonable period.
Common reasons a claim fails, and how to fix it
- Community certificate shows Adi Dravidar Christian instead of Hindu Adi Dravidar. The award is restricted to Hindu Adi Dravidar students; apply instead under the Merit-cum-Means award, which carries the same amounts.
- No written district-rank confirmation. A mark sheet on its own does not prove a district rank. Get the school or the Chief Educational Officer to certify it.
- Bonafide certificate missing in a renewal year. This is the commonest cause of the award stopping after the first year. Submit it before the academic year starts.
- Bank account in a parent's name. The credit is to the student's own account; open a minor or regular account in the student's name with the college as introducer if needed.
- Name mismatch between the mark sheet, Aadhaar and the community certificate. Correct the spelling at source before applying.
- Applying a year late. The claim belongs to the results year. A student who files two years after class 12 will find the district list already sanctioned.

Frequently asked questions
How many students get the Annal Gandhi Memorial Award each year?
Two students per district — one boy and one girl of the Hindu Adi Dravidar community who secure the first rank in the class 12 public examination in that district. Across Tamil Nadu's 38 districts that is a small annual cohort, which is why the award is prestigious rather than broad-based.
How much money does the award carry?
District Adi Dravidar and Tribal Welfare pages record Rs 1,500 in the first year and Rs 1,000 a year for the next five years. The state scheme directory records the figures as Rs 2,000 in the first year and Rs 1,500 a year thereafter. Confirm the current rate with your District Adi Dravidar and Tribal Welfare Officer, since the award has been revised over time.
Is there an income limit?
No. District welfare pages list the eligibility for the Annal Gandhi Memorial Award as a student who secured first rank in the class 12 examination in the district and continues studies, with "no income limit".
How long does the award continue?
Six years in total — the year of the award plus five more — and only while the student continues in higher education. A bonafide certificate is needed each year, and the award stops if the student discontinues.
Can a Scheduled Tribe or Christian Adi Dravidar student get this award?
Not this one. The Annal Gandhi Memorial Award is restricted to Hindu Adi Dravidar students. The department runs a parallel Merit-cum-Means award on the same conditions and the same amounts for Scheduled Tribe and Adi Dravidar Christian students.
Do students apply, or is the award given automatically?
Students should apply. The district ranks come from the public examination results, but the welfare office needs the community certificate, the bonafide certificate and the bank details before it can sanction, so the student or the school must file the claim at the District Adi Dravidar and Tribal Welfare Office.
Can this award be held along with a post-matric scholarship?
Yes. The Annal Gandhi Memorial Award is an incentive for academic merit and is distinct from the post-matric scholarship, which carries a parental income ceiling of Rs 2.50 lakh. A first-rank student from a low-income family can hold both.
