What is the Plus One at Reputed Schools scheme?

Admission of Adi Dravidar/Tribal Students in Plus One at Reputed Schools is a merit-based placement scheme of the Adi Dravidar and Tribal Welfare Department, Government of Tamil Nadu, introduced on 7 May 2012. The scheme identifies the best-performing class 10 students from the state's own school system who belong to the Adi Dravidar and Tribal communities, and moves them into reputed private schools for classes 11 and 12 at government cost.

The design is narrow and deliberate. In each district, the top 10 scorers in class 10 among Adi Dravidar and Tribal students in government, municipal or welfare schools are selected, giving roughly 320 students a year across the state. Each selected student receives free admission to the reputed private school and financial assistance of Rs 28,000 per year.

The purpose is to remove the ceiling that a weak higher secondary school can put on a strong student. A child who tops a government school in a small taluk and then completes classes 11 and 12 in the same school often loses the competitive edge that the class 10 result suggested. Placing that student in a school with better science laboratories, a stronger higher secondary faculty and a peer group aiming at professional courses is intended to convert the class 10 performance into a professional course seat two years later.

District administrations describe the same benefit as the XI standard placement, and run a parallel VI standard placement in which merit-selected students from class 5 in Adi Dravidar Welfare and government schools are admitted to reputed schools through a block-level competitive examination.

Key facts

  • Selection: top 10 class 10 scorers per district.
  • Annual coverage: about 320 students.
  • Assistance: Rs 28,000 per year per student.
  • Duration: classes 11 and 12, that is two years.
  • Selecting authority: the District Collector's office.
  • Launched: 7 May 2012.

Who is eligible for the Plus One reputed schools placement?

A student can be considered if:

  • The student belongs to the Adi Dravidar, Christian Adi Dravidar or a recognised Scheduled Tribe community in Tamil Nadu, evidenced by a community certificate.
  • The student has completed class 10 in a government, municipal or welfare school in Tamil Nadu. The school type is itself an eligibility condition, not merely a description.
  • The student is among the highest scorers in class 10 in that district among eligible candidates. There is no fixed cut-off mark; the cut-off is whatever the tenth-ranked eligible student scored in that district that year.
  • The student's family income is within the ceiling the district applies. Scheme descriptions state Rs 1,00,000 a year; Tirunelveli district's welfare page records a parental income cap of Rs 1 lakh for the XI standard entry, while Dharmapuri district's page records no income limit for the same placement. The practical course is to submit an income certificate and let the district apply its current rule.
  • The student is willing to move to the reputed school named by the district, which may be in a different town.

A student is not eligible, and cannot apply, if:

  • The student completed class 10 in a private school, aided or unaided. The scheme exists to move students out of the government system, so a student already in a private school is outside it.
  • The student does not belong to the Adi Dravidar, Christian Adi Dravidar or Scheduled Tribe communities.
  • The student's rank in the district falls outside the top 10 among eligible candidates. This is the binding constraint in practice, and it is a hard one: a very good student in a district with several very good students may miss out.
  • The student has already joined class 11 elsewhere and completed the academic year. Selection has to happen in the window between the class 10 results and the start of class 11.
  • The family income exceeds the ceiling applied by the district.

What does a selected student receive?

Component Detail
School admission Free admission into a reputed private school for classes 11 and 12
Financial assistance Rs 28,000 per year
Duration Two academic years, classes 11 and 12
Other departmental benefits The student continues to be eligible for the department's textbook, uniform, bicycle and scholarship schemes as applicable

The Rs 28,000 covers the costs that free admission does not; books, uniform, transport or boarding, and incidental school charges. Families should ask the District Adi Dravidar and Tribal Welfare Officer precisely how the amount is disbursed in their district, because practice differs: some districts pay part directly to the school and part to the student's account.

What documents are required?

Document Mandatory Notes
Class 10 mark sheet Yes The whole selection turns on this
Community certificate Yes Adi Dravidar, Christian Adi Dravidar or ST
Income certificate Yes Produce it; districts differ on whether the ceiling is applied
School transfer certificate Yes Proves the class 10 school was government, municipal or welfare
Aadhaar card of the student Yes Identity and beneficiary record
Student bank passbook Yes For disbursement of the assistance
Nativity or residence proof No Confirms the district of selection

How to apply for admission in Plus One at a reputed school

  1. Wait for the class 10 results to be published, usually in May, and obtain the provisional mark sheet from the school.
  2. Collect the application form from the District Adi Dravidar and Tribal Welfare Officer or from the District Collector's office. There is no fee for the form.
  3. Fill in the form with the student's marks subject by subject, community, the school where class 10 was completed, family income and contact details.
  4. Attach the documents; class 10 mark sheet, community certificate, income certificate, transfer certificate, Aadhaar and the student's bank passbook copy.
  5. Submit the application to the District Collector's office through the District Adi Dravidar and Tribal Welfare Officer, and obtain an acknowledgement. Do this immediately after the results, because the selection list has to be finalised before class 11 admissions close.
  6. Await the merit list. The district ranks all eligible applicants by class 10 marks and selects the top 10.
  7. Complete admission at the allotted school once the selection is communicated, carrying the district's allotment order, the transfer certificate and the mark sheet.
  8. Give bank details to the district office so that the Rs 28,000 annual assistance can be disbursed.

Speed matters more here than in most welfare schemes. A student who waits for a public announcement before applying often finds the district list already closed. The safe course is to approach the District Adi Dravidar and Tribal Welfare Officer in the same week that the class 10 results are declared.

How to check the status of your application

  1. Ask the District Adi Dravidar and Tribal Welfare Officer whether your application has been placed on the district merit list, and what the current cut-off looks like.
  2. Ask the District Collector's office when the selection list will be published and where it will be displayed.
  3. Once selected, confirm the allotted school and the admission date in writing, not by telephone.
  4. After joining, follow up on the disbursement of the Rs 28,000 with the district welfare office and check the student's bank account.

Common reasons an application fails

  • Applied too late. The single largest cause. The window between results and class 11 admission is short.
  • Class 10 completed in a private school. Not curable; the student is outside the scheme's design.
  • Marks below the district cut-off. With only 10 places per district, strong students are turned away every year. Such students should still claim the department's ordinary post-matric scholarship, hostel and bicycle benefits, which have no such cap.
  • Community certificate not ready. Obtain it well before class 10, not after the results.
  • Income certificate stale or missing. Get a fresh certificate from the Tahsildar or through e-Sevai as soon as the results are out.
  • Student unwilling to relocate. The allotted reputed school may not be in the student's own town. Discuss travel or boarding with the district office before accepting the place.

Key dates in the cycle

  • April to May; class 10 board examinations and results.
  • May to June: applications received and the district merit list prepared.
  • June — selection announced and admissions completed at the reputed schools.
  • June onwards, class 11 academic year begins and the assistance is disbursed.

Help and grievance redressal

  • District Adi Dravidar and Tribal Welfare Officer: forms, submission, selection status and disbursement.
  • District Collector's office, the selecting authority.
  • Directorate of Adi Dravidar Welfare: tnadw.tn.gov.in
  • e-Sevai helpline for community and income certificates: 1800 425 6000
  • Chief Minister's Special Cell: cmhelpline.tn.gov.in

The application is free of charge, and so is the admission for a selected student. No school or intermediary may collect a fee for placing a student under this scheme, and any such demand should be reported to the District Collector.
