Animal Husbandry Scheme for Adi Dravidar and Tribal Families (Tamil Nadu)
Tamil Nadu state government scheme
The Animal Husbandry scheme for Tamil Nadu's tribal families supports the purchase and rearing of goats, sheep, milch animals and calves, with health cover and artificial insemination for the animals. Under the linked PM-AJAY route the department pays 50 per cent of the project cost or a maximum of Rs 50,000, whichever is less, as subsidy with a bank loan.
What is the Animal Husbandry scheme for tribal families in Tamil Nadu?
Animal Husbandry is one of the livelihood components of the Adi Dravidar and Tribal Welfare Department, Government of Tamil Nadu, delivered through the Tribal Sub-Plan, the Integrated Tribal Development Projects (ITDP) and the Tamil Nadu Adi Dravidar Housing and Development Corporation (TAHDCO).
The Tamil Nadu tribal welfare programme, as published by district administrations including Tenkasi, describes the component as offering full subsidy to tribal people for the purchase and rearing of goats and milch animals, health cover to the animals and artificial insemination. Sheep units, milch animals and calves are the assets typically financed.
Why livestock rather than land. Tribal families in Tamil Nadu's hill tracts, the Kalvarayan, Sitheri, Kolli, Yercaud, Jawadhu and Nilgiri ranges among them; frequently have little or no cultivable land, and what they do hold is rainfed and marginal. Small ruminants convert scrub grazing that has no alternative use into cash, need very little capital, and can be sold in units of one animal when a family needs money. That flexibility is why goat and sheep units, rather than crop support, are the standard livelihood intervention for landless tribal households across India.
Where the money now sits. The department's 2025-26 policy note does not carry "Animal Husbandry" as a standalone line item. Instead the same activity is delivered through two named channels:
- The Tholkudi Agriculture Management Scheme – Ainthinai, launched to create self-employment and cooperative employment across agriculture and allied activities, non-farming enterprises, livestock development, fish farming, traditional industries and minor forest produce. The policy note records Rs 32.29 crore spent in 2024-25 and Rs 30.00 crore allocated for 2025-26 under this scheme, which expressly includes providing animal husbandry projects among its livelihood measures.
- The Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY), under which 50 per cent of the project cost per individual or a maximum of Rs 50,000, whichever is less, is released as subsidy with bank loan assistance. The income-generating activities named include setting up animal husbandry, dairy and poultry and goat units. Financial assistance of Rs 52.62 crore was provided to 10,740 beneficiaries in 2024-25 under this scheme.
A tribal family seeking a livestock unit today should therefore ask about both by name at the district office, rather than about "the animal husbandry scheme".
Who is eligible, and who cannot apply?
You are eligible if:
- You belong to a Scheduled Tribe or Adi Dravidar community in Tamil Nadu and hold a valid community certificate.
- You are resident in Tamil Nadu, ideally within an ITDP area or a tribal habitation covered by the Tribal Sub-Plan.
- You are a poor or landless family for whom livestock is a realistic livelihood. District officers prioritise on this basis.
- You can house and feed the unit: grazing access, a shed or covered space, and someone in the household able to tend the animals daily.
- For the PM-AJAY route, you are able to take a bank loan for the balance of the project cost and hold an operative bank account.
You cannot apply, or are not eligible, if:
- You do not hold a community certificate establishing SC or ST status. This is the gateway document for every scheme of this department and there is no way around it.
- You are a non-tribal, non-SC applicant looking for livestock support. The Tamil Nadu Animal Husbandry, Dairying, Fisheries and Fishermen Welfare Department runs its own schemes open more widely, including free distribution of goats and sheep and free distribution of milch cows, and that is the correct door.
- You want a cash grant with no asset. The support finances a specific livestock unit and officers verify the animals.
- You already received a unit under the same head and the district has a bar on repeat sanction within a fixed period.
- Your district has no target for the year. Sanction is against an annual physical and financial target, so a valid applicant may simply be waiting.
How to apply for a livestock unit
- Obtain your community certificate from the Tahsildar, an e-Sevai centre or the Tamil Nadu e-District portal, if you do not already hold one.
- Meet the District Adi Dravidar and Tribal Welfare Officer at the district collectorate, or the Integrated Tribal Development Project office for your hill area, and ask specifically about livestock units under the Tholkudi Ainthinai scheme and under PM-AJAY.
- Submit the application with your community certificate, Aadhaar, ration card, income certificate and bank passbook copy.
- Attend the beneficiary selection. Selection is normally done in a gram sabha or by a district-level committee against the year's target, with preference to the poorest and to women.
- Complete the bank formalities where the sanction is under PM-AJAY. TAHDCO ties the subsidy; up to 50 per cent or Rs 50,000 to to a bank loan, so the branch appraisal has to be cleared before the unit is released.
- Take delivery of the animals and register the unit with your local Veterinary Dispensary so that vaccination, health cover and artificial insemination services are available from the outset.
- Keep the unit intact for the prescribed period. Officers verify asset creation; selling the animals immediately after receipt is treated as misuse and the assistance is recoverable.

What Tamil Nadu's Animal Husbandry Department offers alongside
A tribal family should not stop at the welfare department. The Animal Husbandry, Dairying, Fisheries and Fishermen Welfare Department runs the state's own livestock programmes through district offices and Veterinary Dispensaries, and several are open on income and landlessness criteria rather than community:
- Free distribution of goats and sheep, under which four goats or sheep — one male and three females, around six to eight months old: are given free of cost to landless women beneficiaries in rural areas.
- Free distribution of milch cows to rural beneficiaries, with additional animals routed through medium and mini dairy schemes to strengthen Aavin milk procurement.
- Artificial insemination services and training, the Foot and Mouth Disease control programme, the cattle insurance scheme, poultry development schemes and the State Fodder Development Scheme.
- Mineral mixture supply and subsidised chaff cutters.
Enrolling the unit at the local Veterinary Dispensary is what connects a family to all of these, and it costs nothing.
How to check the status of your application
Tamil Nadu does not run a public online tracker for tribal livelihood sanctions. The practical route is:
- Ask the District Adi Dravidar and Tribal Welfare Officer whether your name appears in the approved beneficiary list for the year and under which scheme.
- Ask the TAHDCO district office about the subsidy release where a bank loan is involved, and the bank branch about the loan appraisal.
- Call the Directorate of Tribal Welfare, Chennai on 044-28516689, or email dir.dtw@tn.gov.in, if the district office does not respond.
Why applications fail
- No community certificate, or one that has not been renewed or traced in records.
- District target already exhausted for the year, a deferral, not a rejection.
- Bank loan not sanctioned under the PM-AJAY route, which stops the subsidy with it.
- No capacity to maintain the unit, where the officer judges that there is no one in the household to tend animals.
- Previous assistance under the same head, where a repeat bar applies.
A candid note on what is published
The unit costs, animal numbers and per-family subsidy shares for the tribal animal husbandry component are not published in a consolidated official document. District pages describe the benefit in words: purchase and rearing of goats and milch animals, health cover, artificial insemination; without figures, and the department's current policy note folds the activity into the Tholkudi Ainthinai scheme and PM-AJAY. The Rs 50,000 / 50 per cent ceiling under PM-AJAY is the one firm number available, and it is stated in the department's own 2025-26 policy note. Ask your District Adi Dravidar and Tribal Welfare Officer for the current unit cost in writing before committing any money of your own.
Where to raise a grievance
- District Adi Dravidar and Tribal Welfare Officer, at the district collectorate.
- Project Officer, Integrated Tribal Development Project, for hill-area habitations.
- Directorate of Tribal Welfare, Chennai to 044-28516689, dir.dtw@tn.gov.in.
- Tamil Nadu e-Sevai grievance portal, for a written, trackable petition.
Selection for a livestock unit is free. No agent can arrange a sanction, and no payment should be made to anyone to be added to a beneficiary list.

Frequently asked questions
What does the tribal animal husbandry scheme actually give?
The Tamil Nadu tribal welfare programme describes it as full subsidy to tribal people for the purchase and rearing of goats and milch animals, with health cover for the animals and artificial insemination. District implementation varies, so the exact unit and share must be confirmed at the district office.
How much subsidy is available under PM-AJAY for a livestock unit?
Under the Pradhan Mantri Anusuchit Jaati Abhyuday Yojana route described in the department's 2025-26 policy note, 50 per cent of the project cost per individual or a maximum of Rs 50,000, whichever is less, is released as subsidy alongside a bank loan.
Which livestock activities are covered?
The policy note names setting up animal husbandry, dairy, poultry and goat units among the income-generating activities supported, alongside fishing boats and nets and small retail enterprises.
Who is eligible?
Scheduled Tribe and Adi Dravidar families in Tamil Nadu, holding a valid community certificate. Preference goes to landless and poor families for whom small livestock is a realistic livelihood.
Is veterinary care free for the animals?
The tribal welfare programme lists health cover for the animals and artificial insemination as part of the package. Routine veterinary services, vaccination under the Foot and Mouth Disease control programme and artificial insemination are provided through the state's Veterinary Dispensaries.
Is there a separate state scheme for free goats and cows?
Yes. The Tamil Nadu Animal Husbandry Department runs its own free distribution schemes — free distribution of goats and sheep to landless women beneficiaries, and free distribution of milch cows — which are open to eligible families regardless of the tribal welfare route.
Where do I apply?
Apply to the District Adi Dravidar and Tribal Welfare Officer at the district collectorate, or to the Integrated Tribal Development Project office covering your area. TAHDCO handles the subsidy-with-bank-loan route.
Do I have to repay anything?
Under the PM-AJAY route, yes in part — the subsidy covers up to 50 per cent or Rs 50,000 and the balance is a bank loan you repay. Where a unit is given as a full-subsidy distribution under a state tribal welfare component, there is no repayment.
What documents are needed to apply for the livestock scheme?
A community certificate establishing Scheduled Tribe or Adi Dravidar status, an Aadhaar card, ration card, income certificate, and a bank account passbook, since the PM-AJAY route releases subsidy against a bank loan.
