What is the Adi Dravidar and Tribal Welfare hostel and special guides scheme?

Those sitting the Class 10 and Class 12 public examinations.
According to the department's policy note for 2025-26, the purpose of the hostels is to bring students from remote rural areas within reach of an educational institution and so cut dropout rates. The department describes them as modern hostels with essential facilities established near educational institutions, giving a safe and conducive environment so that students can continue their education without interruption.

Who is eligible, and who cannot apply?
You can be admitted if:
- You are a student belonging to the Adi Dravidar (Scheduled Caste), Scheduled Tribe or Christian Adi Dravidar community, holding a community certificate.
- You are enrolled in a school, college, ITI, polytechnic or post-graduate course and can produce a bonafide certificate.
- Your family income is within the ceiling the district applies. Chennai district records an annual family income limit of Rs 2 lakh.
- Your home is far enough from the institution that daily travel is impractical, the reason the hostels exist.
- You are selected by the hostel committee, which compares applicants when seats are contested.
Seats are also kept for students outside the primary communities. Chennai district records the admission pattern in its hostels as 85 per cent SC, 10 per cent BC and 5 per cent OC students. District Collectors may admit students up to 10 per cent above the sanctioned capacity of a hostel. Two special allocations exist: five additional seats in each hostel for the children of Sri Lankan Tamils, and 160 additional seats across 16 hostels in Theni district for children of coffee and tea plantation workers native to Tamil Nadu working in the Kerala border areas.
You are not eligible, or cannot apply, if:
- You cannot produce a community certificate for a reserved seat and no general-category seat is vacant in that hostel.
- Your family income exceeds the district ceiling.
- You are not enrolled in a recognised institution; the bonafide certificate is the gateway document.
- You are seeking a cash scholarship only. Hostel admission and educational scholarships are separate schemes of the same department, applied for separately.
- The hostel serving your institution is full, including the 10 per cent over-admission the Collector may permit. In that case the request is carried to the next vacancy.
How to apply for an Adi Dravidar Welfare hostel seat
- Identify the right hostel. Ask your school or college office, or the District Adi Dravidar Welfare Officer at the district collectorate, which departmental hostel serves your institution and whether it is a school, college, ITI, polytechnic or PG hostel.
- Collect the admission application from the hostel Warden, ideally before the academic year begins.
- Attach the documents — community certificate, bonafide certificate from the institution, income certificate, Aadhaar, ration card and bank passbook copy.
- Submit the form to the Warden. The hostel committee scrutinises applications and selects against the sanctioned strength and the community pattern.
- Complete the joining formalities. Boarders are enrolled on the Hostel Management Information System, which the department has installed in 1,275 hostels, and biometric devices and CCTV linked to a Central Monitoring Dashboard are in use.

How to check the status of a hostel application
Tamil Nadu does not publish a statewide online tracker for hostel admissions. The route is:
- Ask the hostel Warden whether the committee has taken up your application and against which vacancy.
- Ask the District Adi Dravidar Welfare Officer at the district collectorate, who supervises the hostels in the district.
- For tribal hostels, contact the Directorate of Tribal Welfare, Chennai on 044-28516689 or by email at dir.dtw@tn.gov.in.
Why hostel applications are refused
- No community certificate, which is the basis for the reserved seat.
- Income above the district ceiling.
- Institution not within the hostel's catchment. Hostels are attached to specific clusters of institutions.
- Sanctioned strength already exceeded, including the 10 per cent the Collector may permit.
- Incomplete documents, most often a missing bonafide or income certificate, the easiest failure to fix.
Where to raise a grievance
- Hostel Warden, for day-to-day issues of food, facilities and admission.
- District Adi Dravidar Welfare Officer, at the district collectorate.
- Directorate of Tribal Welfare, Chennai to 044-28516689, dir.dtw@tn.gov.in, for tribal welfare hostels.
- Tamil Nadu e-Sevai grievance portal, for a written, trackable petition.
Hostel admission, food, uniforms and special guides are all free. No payment is required for a seat, and no agent can arrange one.
