Widow / Destitute Certificate in Tamil Nadu
Tamil Nadu state government scheme
Widow / Destitute Certificate in Tamil Nadu is a named Revenue Department service, unlike in most states. Tamil Nadu e-District lists REV-109 Widow Certificate and REV-105 Deserted Woman Certificate, both applied for on the e-Sevai portal at tnesevai.tn.gov.in using a Citizen Access Number. The Tahsildar issues the certificate after a Village Administrative Officer enquiry, and the e-Sevai helpline is 1800 425 6000.
Widow / Destitute Certificate in Tamil Nadu is genuinely easier to obtain than in most Indian states, for one structural reason: Tamil Nadu actually publishes it as a named service. The Tamil Nadu e-District service catalogue at tnedistrict.tn.gov.in lists REV-109 Widow Certificate and REV-105 Deserted Woman Certificate under the Revenue Department, alongside the community, income and nativity certificates. In states where no such service exists, a widow has to prove her status indirectly with a death certificate and an affidavit. In Tamil Nadu she can ask for the certificate by name and by code.
What is the Tamil Nadu widow certificate and who issues it?
Tamil Nadu's Revenue and Disaster Management Department issues the certificate through the Tahsildar of the applicant's taluk. Delivery runs on the e-Sevai platform operated by the Tamil Nadu e-Governance Agency, which publishes 119 citizen services on tnesevai.tn.gov.in covering certificates and licences across departments.
The certificate records a finding of fact: that the named woman is a widow, or in the REV-105 case that she has been deserted by her husband. That finding is not made by the portal or by the e-Sevai operator. It is made by the Village Administrative Officer, who visits the locality, checks the family card, speaks to neighbours and the panchayat, and reports up to the Revenue Inspector and the Tahsildar. The paperwork you upload is what starts that enquiry; the enquiry is what actually produces the certificate.
The certificate matters most as the gateway to Tamil Nadu's destitute widow pension and to other welfare entitlements that need proof of status, from school fee concessions for children to claims on a deceased husband's dues.
Who can and who cannot apply?
A woman resident in Tamil Nadu whose husband has died can apply under REV-109. Residence is jurisdictional rather than merely nominal: the Tahsildar who signs is the Tahsildar of the taluk where you live, so apply in the taluk of your actual address and be able to show it.
A woman whose husband is alive but who has been abandoned by him applies under REV-105 Deserted Woman Certificate instead. This distinction is the single most important thing to get right before starting, because the two enquiries ask different questions and an application filed under the wrong code will come back.
A woman living outside Tamil Nadu cannot apply, even if her late husband was a Tamil Nadu resident. She must approach the revenue authority of the state where she now lives.
A woman who has remarried cannot apply as a widow, and an application that the field enquiry contradicts. A husband found to be living and residing with the applicant, or a desertion claim the locality does not support: will be rejected rather than merely delayed. A woman whose husband's death was never registered cannot proceed on documents alone; she has to get the death registered first with the local registrar of births and deaths, using the delayed-registration route if the death is old.
How to apply for a widow certificate in Tamil Nadu
Tamil Nadu runs the same application through two doors. The portal and the counter, and both produce an identical certificate. To apply online:
- Obtain a Citizen Access Number if you do not already hold one. Open tnesevai.tn.gov.in, register as a citizen, and complete the CAN registration with your name, address and contact details. This is a one-time step and the CAN is reused for every future e-Sevai service.
- Log in and open the Services section, choose the department-wise view, and select Revenue Department. Pick REV-109 Widow Certificate if your husband has died, or REV-105 Deserted Woman Certificate if you have been abandoned by a living husband.
- Enter your CAN so the portal pulls your existing details, then complete the application form — your name, your husband's name, the village or ward, the taluk and district, and the purpose for which the certificate is needed. Naming the scheme you intend to claim helps the verifying officer.
- Upload scanned copies of the husband's death certificate, your Aadhaar, the family card, residence proof and a passport-size photograph. Scan in clean, fully legible copies; an unreadable upload is treated as a missing document.
- Submit the application, pay whatever amount the portal shows at the payment step, and save the acknowledgement with the application number on it. That number is the only way to track the case afterwards.
- Wait for the Village Administrative Officer's enquiry. Be reachable on the mobile number you gave, and keep the original documents at home, because the VAO may ask to see them.
To apply offline, take the same documents to any e-Sevai centre or to your Taluk office. The e-Sevai operator files the application on the portal on your behalf and gives you a printed acknowledgement carrying the same application number. This is the official assisted channel, not a workaround, and it is the right route for anyone without a smartphone or a scanner.
What does it cost, and who should you pay?
Tamil Nadu's e-District and e-Sevai portals do not publish a rupee fee for the widow certificate on their public service pages, so this guide does not quote a figure. What is fixed is the rule: you pay only the amount the portal displays at the payment step, or the amount printed on the e-Sevai centre receipt, and you get a receipt for it.
Private "consultants" outside taluk offices and e-Sevai centres routinely quote a package price several times higher and present it as unavoidable. It is not. The e-Sevai centre network exists precisely so that a citizen who cannot use the portal is still served by a government-authorised counter at the government rate. Never hand over your CAN credentials to anyone, because a CAN carries your identity and address across every e-Sevai service, not just this one.
How do I check the status of the application?
Log in to tnesevai.tn.gov.in with the account you applied from and use the status option with the application number from your acknowledgement. Applications filed through an e-Sevai centre carry the same number and can be tracked the same way, so ask the operator to write it clearly on your receipt before you leave. Once the Tahsildar approves it, the signed certificate is downloaded from the same portal.
Why do Tamil Nadu applications get rejected?
The commonest failure is the wrong service code. A deserted woman applying under REV-109, or a widow under REV-105 to because the enquiry then cannot confirm what was claimed. The second is a name mismatch across documents, which is very frequent where a woman's name is spelt differently on the family card, the Aadhaar and the husband's death certificate; reconcile these before applying rather than after a rejection. The third is an unregistered death, where the family has a hospital record but never registered the death. The fourth is a failed field enquiry, where the VAO cannot find the applicant at the stated address or the locality does not support the claim. Illegible scans account for a large share of the remainder.
Where do I complain or get help?
For anything to do with the enquiry, a delay after the enquiry, or a rejection you believe is wrong, go to the Taluk office and speak to the Tahsildar's section with your application number, then escalate to the Revenue Divisional Officer and the District Collectorate. For faults with the platform itself, a CAN that will not register, an upload that fails, a payment that debited without acknowledging. The e-Sevai helpline published on tnesevai.tn.gov.in is the toll-free 1800 425 6000, with the email tnesevaihelpdesk@tn.gov.in. Separating the two saves time, because a portal fault cannot be fixed by the Tahsildar and a stalled enquiry cannot be fixed by the helpdesk.

Frequently asked questions
Does Tamil Nadu issue a widow certificate as a separate service?
Yes — Tamil Nadu is one of the few states that publishes it as a named Revenue Department service. The Tamil Nadu e-District service list at tnedistrict.tn.gov.in carries REV-109 Widow Certificate, and separately REV-105 Deserted Woman Certificate for women abandoned by a living husband. Both are applied for through the e-Sevai platform.
Which is the right service, REV-109 or REV-105?
REV-109 Widow Certificate applies when the husband has died, and REV-105 Deserted Woman Certificate applies when the husband is alive but the woman has been abandoned. Choosing the wrong one is the most common reason a Tamil Nadu application is returned, because the enquiry the Village Administrative Officer runs is different in each case.
What does a widow certificate cost in Tamil Nadu?
The Tamil Nadu e-District and e-Sevai portals do not publish a rupee fee on their public service pages, so no amount is asserted here. Pay only the amount the portal displays at the payment step or the amount printed on your e-Sevai centre receipt, and insist on the printed acknowledgement.
Do I need a Citizen Access Number to apply?
Yes — a CAN is compulsory for every e-Sevai service in Tamil Nadu, including this one. The CAN is created once with your identity and address details and then reused, so if you have applied for any other e-Sevai certificate you already have one. If not, register for it on tnesevai.tn.gov.in before starting the certificate application.
Who actually signs the certificate?
The Tahsildar of the taluk signs it, on the Revenue Department's authority, after the Village Administrative Officer of the applicant's village or the Revenue Inspector completes the field enquiry. The e-Sevai centre only files the application; it has no power to issue or refuse the certificate.
How do I check my application status?
Log in to tnesevai.tn.gov.in with the account you applied from and use the status option with the application number printed on your acknowledgement. The same portal is where the signed certificate is downloaded once the Tahsildar approves it.
What is the helpline for Tamil Nadu e-Sevai?
The toll-free e-Sevai helpline published on tnesevai.tn.gov.in is 1800 425 6000, with the email tnesevaihelpdesk@tn.gov.in. Use it for portal faults, CAN problems and payment failures; use the Taluk office for anything to do with the enquiry or a rejection.
Does the certificate expire?
Widow status itself does not lapse, and the certificate does not carry a renewal cycle. What departments ask to be recent is the income proof that accompanies it in a pension claim, so plan on refreshing the income certificate rather than the widow certificate.
