Adi Dravidar and Tribal Welfare Department: Scholarship-Free Education upto 12th Std. to All (Tamil Nadu)
Tamil Nadu state government scheme
Scholarship-Free Education upto 12th Std. is a Tamil Nadu Adi Dravidar and Tribal Welfare Department scheme that waives tuition, special and examination fees for Adi Dravidar, Christian Adi Dravidar and Tribal students up to class 12, regardless of parental income. Tamil Nadu allocated Rs 21.26 crore for education fee concessions in 2025-26.
What is the Scholarship-Free Education upto 12th Std. scheme?
Scholarship-Free Education upto 12th Std. to All is the fee-concession programme of the Adi Dravidar and Tribal Welfare Department, Government of Tamil Nadu. The scheme ensures that an Adi Dravidar, Christian Adi Dravidar or Tribal student completes school without the family paying tuition, special or public examination fees, and it extends the tuition concession into college.
The department's 2025-26 policy note is explicit that these concessions are given "regardless of income", which sets this scheme apart from most other Tamil Nadu student benefits, where a parental income ceiling of Rs 2.50 lakh applies. It lists six components under the head Education Fee Concessions:
- (a) Tuition fee concession for college students
- (b) Special and examination fee concession for undergraduate degree students
- (c) Special and examination fee concession for girls pursuing postgraduate studies
- (d) Application fee for college students
- (e) Special fee concession for Adi Dravidar Welfare school students
- (f) Exemption of public examination fees for class 10, 11 and 12 students
The scale is substantial. Tamil Nadu records 28,85,168 Adi Dravidar students studying in government, government-aided and private schools, drawn from the Integrated District Information System. Of the department's total 2025-26 allocation of Rs 3,231.92 crore, Rs 2,439.48 crore, or 75.48 per cent, goes to educational welfare schemes. Within that, Rs 26.47 crore was provided as scholarship under the fee-concession head in 2024-25 and Rs 21.26 crore is allocated for 2025-26.
Who is eligible for free education up to class 12?
A student is covered if:
- The student belongs to the Adi Dravidar community, is a Christian Adi Dravidar (Adi Dravidar converted to Christianity), or belongs to a Scheduled Tribe recognised in Tamil Nadu.
- The student is studying in Tamil Nadu, in a government school, a government-aided school, or an Adi Dravidar and Tribal Welfare Department school.
- The student's details are recorded in the Education Management Information System (EMIS) maintained by the School Education Department, since the department identifies beneficiaries from that database.
- The student is in any class up to class 12 for the school-stage concessions; the tuition concession continues into college separately.
There is no parental income ceiling for the fee concessions. That is the department's own stated position and it is the single most useful thing for a parent to know, because families are frequently told, wrongly, that they must produce an income certificate first.
A student is not eligible, or cannot claim, if:
- The student does not hold a community certificate establishing Adi Dravidar, Christian Adi Dravidar or Scheduled Tribe status. Without it the claim has no basis.
- The student is studying outside Tamil Nadu.
- The student is in a self-financing private school for the fee-waiver components. The concessions attach to government and government-aided institutions; students in unaided private schools are covered by other routes such as the Right to Education admission quota, not by this fee waiver.
- The claim is for a cash scholarship rather than a fee waiver and the family income exceeds Rs 2.50 lakh a year. The cash components: post-matric scholarship, the additional hostel-expenses scholarship of Rs 7,500 for undergraduate arts, science and polytechnic courses and Rs 8,000 for postgraduate and professional courses: do carry that income ceiling, even though the fee waiver does not.
- The student has left school. The benefit follows enrolment.
What exactly does a family save?
The concession is a waiver rather than a payment, so nothing arrives in a bank account. What the family avoids paying, at the school stage, is:
| Item | Position for an eligible student |
|---|---|
| Tuition fee in government and aided schools | Waived |
| Special fee in Adi Dravidar Welfare schools | Waived |
| Public examination fee, classes 10, 11 and 12 | Exempt |
| Tuition fee in college | Concession continues |
| Application fee for college | Covered |
| Special and examination fee, UG degree | Waived |
| Special and examination fee, PG for girls | Waived |
Around this core, the department runs a set of allied benefits that a family should claim in the same conversation with the school:
- Free textbooks for classes 1 to 12 and free notebooks for classes 1 to 10 in departmental schools, supplied through the School Education Department.
- Special guides and question bank booklets for board classes; 17,037 class 10 students and 14,497 class 12 students received these in 2024-25 at a cost of Rs 3.60 crore.
- Four sets of uniforms for classes 9 to 12 from this department, and uniforms for classes 1 to 8 through the School Education Department. In 2024-25 uniforms went to 28,655 boys and 21,029 girls at a cost of Rs 22.29 crore.
- Special Incentive Scheme for Girl Children: Rs 500 a year in classes 3 to 5, Rs 1,000 in class 6, Rs 1,500 in classes 7 and 8, paid directly to the student's bank account. It reached 4,77,624 students in 2024-25 at a cost of Rs 47.42 crore, with Rs 52.00 crore allocated for 2025-26.
- Free bicycles for class 11 students in government, aided and partially aided higher secondary schools.
- Educational tours to higher education institutions, funded at Rs 25,000 per school across 206 high and higher secondary schools.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Community certificate | Yes | The basis of eligibility; obtain it early |
| Aadhaar card of the student | Yes | Links to the EMIS record |
| EMIS or admission number | Yes | The department identifies beneficiaries from EMIS |
| Nativity or residence proof | Yes | Ration card or nativity certificate |
| Previous year mark sheet | No | Confirms class and continuous study |
| Student bank passbook | No | Only for cash components such as the girl-child incentive |
A community certificate in Tamil Nadu is obtained from the Tahsildar or through an e-Sevai centre. It is the one document worth securing before a child enters class 1, because almost every subsequent departmental benefit, including hostel admission, post-matric scholarship and reserved admissions, turns on it.
How to apply for free education up to class 12
- Obtain the community certificate for the child from the Tahsildar or through an e-Sevai centre, if the family does not already hold one.
- Give the certificate to the school at the time of admission, and ask the headmaster to record the community correctly in the EMIS entry. The department draws its beneficiary list from EMIS, so an error here is the most common cause of a missed benefit.
- Fill in the school's fee-concession claim for the academic year. The headmaster or the class teacher handling scholarships prepares this; the family signs it and attaches the community certificate copy, Aadhaar and residence proof.
- Confirm the public examination fee exemption separately when the school collects examination fees for classes 10, 11 and 12. Ask the headmaster to record the exemption rather than paying and seeking a refund later.
- Open a bank account for the student in the student's own name if the child is a girl in classes 3 to 8, so that the Special Incentive Scheme amount can be credited, and give the account details to the school.
- Follow up with the District Adi Dravidar and Tribal Welfare Officer if the school says the concession has not been sanctioned, taking the acknowledgement and the community certificate.
For college students continuing the tuition concession, applications are made through the institution, and the state's post-matric scholarship components for this community are processed on the state scholarship system with the college as facilitator.
How to check whether the concession has been applied
- Ask the school office for the fee receipt or the fee register entry showing the concession, rather than relying on a verbal assurance.
- Check the EMIS record shown to you by the school, and confirm that the community field reads Adi Dravidar, Christian Adi Dravidar or Scheduled Tribe as the case may be.
- For the girl-child incentive, check the student's bank account, since the amount is credited directly.
- Escalate to the District Adi Dravidar and Tribal Welfare Officer in writing where the school has not applied the concession.
Common reasons a claim fails, and how to fix it
- Community wrongly recorded in EMIS. The most frequent problem, and the easiest to fix. Take the community certificate to the headmaster and have the EMIS entry corrected.
- No community certificate. Apply to the Tahsildar with the parents' own community certificate, the ration card and the birth certificate. This takes time, so do not leave it until examination fee collection.
- Student in an unaided private school. The fee waiver attaches to government and government-aided institutions. Check instead the scholarship and incentive components that follow the student rather than the institution.
- Name mismatch between Aadhaar, community certificate and school register. Correct the spelling at source; the department deduplicates on Aadhaar.
- Bank account not in the student's name. The girl-child incentive is credited to the student's own account, not a parent's. Open a minor account with the school as introducer if needed.
- Fee already paid. Ask for a refund through the school, but the cleaner course is to claim the exemption before payment.
Help and grievance redressal
- Headmaster or school scholarship in-charge — the first and usually the only point of contact needed.
- District Adi Dravidar and Tribal Welfare Officer: escalation for a school that has not applied the concession.
- Directorate of Adi Dravidar Welfare: tnadw.tn.gov.in
- Directorate of Tribal Welfare: tntribalwelfare.tn.gov.in
- e-Sevai helpline for community and nativity certificates: 1800 425 6000

Frequently asked questions
Is there an income limit for free education up to class 12?
No. The Adi Dravidar and Tribal Welfare Department's 2025-26 policy note states that the education fee concessions are offered to Adi Dravidar and Christian Adi Dravidar students in government and government-aided institutions "regardless of income."
Which fees are waived under this scheme?
Tuition fee concession for college students, special and examination fee concession for undergraduate students and for girls in postgraduate study, application fee for college students, special fee concession for Adi Dravidar Welfare school students, and exemption of public examination fees for classes 10, 11 and 12.
Who is covered by the scheme?
Adi Dravidar, Christian Adi Dravidar (Adi Dravidar converted to Christianity) and Tribal students studying in Tamil Nadu are covered. The state records 28,85,168 Adi Dravidar students studying in government, government-aided and private schools.
How much has Tamil Nadu spent on these fee concessions?
Rs 26.47 crore was provided as scholarship under the education fee concessions head in 2024-25, and Rs 21.26 crore is allocated for 2025-26, according to the department's policy note.
Do I have to apply separately, or does the school handle it?
The school handles it. Student details are drawn from the Education Management Information System, so the practical step for a parent is to make sure the community certificate and EMIS record at the school are correct.
Does the waiver continue after class 12?
Yes, in a different form. Tuition fee concession continues for college students, and separate post-matric scholarship and hostel schemes apply after class 10, with a parental income ceiling of Rs 2.50 lakh for the scholarship components.
Are girls given anything extra?
Yes. A Special Incentive Scheme for Girl Children pays Rs 500 a year in classes 3 to 5, Rs 1,000 in class 6 and Rs 1,500 in classes 7 and 8, credited directly to the student's bank account. It reached 4,77,624 students in 2024-25.
