What is the delivery and pregnancy assistance for differently abled women?

Assistance for Delivery, Miscarriage of Pregnancy or Termination of Pregnancy to a Female Differently Abled Person is a benefit of the Welfare Board for Differently Abled Persons, which functions under the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu. A female member of the board receives Rs 6,000 on a delivery, released at the rate of Rs 1,000 a month, and Rs 3,000 where the pregnancy ends in a miscarriage or a termination.

Tamil Nadu district administrations list the delivery expense head at Rs 6,000 in their published welfare board benefit tables; Dharmapuri and Ranipet both carry the figure. The phased release at Rs 1,000 a month is a design choice common to the state's welfare boards: it puts money into the household in the months when a new mother is out of work, rather than as a single lump that is spent on the hospital bill alone.

The reason a separate benefit exists for differently abled women is practical. Pregnancy and childbirth for a woman with a mobility, visual or other impairment usually means more travel to hospital, more attendant help and a longer period away from earning. General maternity benefits do not adjust for that additional cost, so the board adds a member-only benefit on top.

Who is eligible, and who cannot claim?

You can claim if:

  • You are a female differently abled person resident in Tamil Nadu.
  • You hold the National Identity Card for the differently abled issued by the District Differently Abled Welfare Office, which requires an assessed disability of 40 per cent or more.
  • You are a registered member of the Tamil Nadu Welfare Board for Differently Abled Persons, and the membership is current.
  • You have had a delivery, a miscarriage or a medically indicated termination of pregnancy, and can produce the hospital record.
  • The claim is made within the number of occasions the board allows.

You cannot claim if:

  • You are not registered with the Welfare Board. This is the hard bar. Holding a disability identity card alone is not enough; a non-member is not eligible for board benefits and must enrol first at the District Differently Abled Welfare Office.
  • Your membership has lapsed and has not been renewed.
  • You do not hold a disability certificate showing 40 per cent or more, which is the threshold for the identity card that underpins the claim.
  • You are not resident in Tamil Nadu.
  • There is no medical record of the delivery, miscarriage or termination.
  • You have exhausted the permitted number of claims under the board's rules.
  • The claimant is male. This benefit head is confined to female members; a male member's wife is not covered under it.

How to apply for delivery and pregnancy assistance

  1. Confirm your Welfare Board membership. Visit the District Differently Abled Welfare Office in your district collectorate and check that you are on the board's member register. If you are not, complete the board registration first, an identity card alone does not make you a member.
  2. Obtain the hospital record. Collect the discharge summary or delivery record from the hospital where the delivery, miscarriage or termination took place. This is the document the office verifies the claim against.
  3. Collect the application form for the delivery and pregnancy assistance head at the District Differently Abled Welfare Office.
  4. Fill in every field, paste your passport-size photograph and sign where indicated.
  5. Attach self-attested copies of the identity card, disability certificate, hospital record, Aadhaar, ration card and bank passbook.
  6. Submit the application at the District Differently Abled Welfare Office and take an acknowledgement with the reference number and date.
  7. Follow up for the monthly release. Because the delivery assistance is paid at Rs 1,000 a month, check that each month's instalment reaches the account and raise it with the office promptly if one is missed.

How to check the status of a claim

There is no public online tracker for Differently Abled Welfare Board claims. Use this route:

  1. Keep the acknowledgement issued at the office.
  2. Follow up at the District Differently Abled Welfare Office at the collectorate. The office phone numbers are published on the district NIC websites — Dharmapuri lists 04342 230050 and Ranipet 04172 274177, for example.
  3. Watch the bank account for the monthly credits.
  4. Escalate to the State Commissionerate for the Differently Abled, Chennai, through scd.tn.gov.in, if the district office cannot resolve the delay.

Why claims get rejected, and how to avoid it

  • Not a registered board member. The single most common reason. Register with the Welfare Board while you are well and working, not at the time of a claim.
  • Membership lapsed. Renew on schedule; the fee is small relative to the benefits it protects.
  • Disability percentage below 40. The identity card, and therefore the board membership, rests on this threshold.
  • No hospital record, or a record in a different name from the identity card.
  • Bank account not in the member's own name, which blocks the transfer.
  • Name or address mismatch between the identity card, Aadhaar and ration card. Get the records aligned before claiming.
  • Claim beyond the permitted number of occasions.

Other maternity support a differently abled woman in Tamil Nadu can claim

This board benefit is not the only maternity support available, and the two can usually be combined:

  • Dr Muthulakshmi Reddy Maternity Benefit Scheme, run by the Health and Family Welfare Department, is the state's general maternity cash benefit for eligible pregnant women, disbursed in instalments linked to antenatal checkups, institutional delivery and immunisation. Registration is through PICME.
  • Chief Minister's Comprehensive Health Insurance Scheme, which district listings note is available to differently abled identity card holders with no income limit, covering the family.
  • Maintenance allowance heads run by the same department for intellectually disabled persons, severely affected persons, persons with muscular dystrophy and leprosy-cured persons.

Ask the District Differently Abled Welfare Office to check all of these in one visit rather than making separate trips.

Where to raise a grievance

  • The District Differently Abled Welfare Officer, at the district collectorate.
  • The State Commissionerate for the Differently Abled, Chennai: scd.tn.gov.in.
  • The Department for the Welfare of Differently Abled Persons, Secretariat, Chennai.
  • The district collector's grievance day for files pending an unreasonable time.

No fee is payable to anyone for this claim. The application form is free at the District Differently Abled Welfare Office and no agent can obtain a board sanction on your behalf.
