What is the Indira Gandhi National Old Age Pension Scheme in Tamil Nadu?

Indira Gandhi National Old Age Pension Scheme, known in Tamil Nadu as the Muthiyor Oyvoothiyam or old age pension, is the state's core income support for destitute elderly people. The scheme originates in the central National Social Assistance Programme run by the Ministry of Rural Development, but in Tamil Nadu it is implemented by the Revenue and Disaster Management Department through the Commissionerate of Revenue Administration, and the sanctioning officer is the Tahsildar of the taluk.

The central National Social Assistance Programme contributes a fixed share per beneficiary. Tamil Nadu tops that up so that the beneficiary in hand receives Rs 1,000 a month. The common rate across the state's social security pensions. Payment is monthly and continues for life so long as the beneficiary remains eligible.

Why the scheme is structured this way

  • The pension targets people who have no son or other family member able to support them, which is why the enquiry looks at family circumstances and not only at age.
  • Sanction sits with the revenue machinery; Village Administrative Officer, Revenue Inspector, Tahsildar, because that machinery already holds the local knowledge of who is genuinely destitute.
  • Applications are routed through e-Sevai so that an elderly applicant does not have to make repeated trips to the taluk headquarters.

Who is eligible for the old age pension in Tamil Nadu?

You can apply if:

  • You are 60 years of age or above on the date of application.
  • You are destitute — you have no regular means of subsistence from your own earnings, from property, or from support by family members.
  • Your household is below the poverty line as established from the ration card and the field enquiry.
  • You are a resident of Tamil Nadu.

You cannot apply if:

  • You have a son aged 20 years or above who is in a position to support you. This is the single most common ground of rejection in practice, and it is applied on the facts found in the field enquiry rather than on assertion.
  • You are already drawing another social security pension from the state; widow pension, disability pension, destitute deserted wife pension or the pension under the Chief Minister's Uzhavar Padhukappu Thittam. Only one pension is allowed per person.
  • You are drawing a service pension or family pension from a government, public sector or provident fund source.
  • Your household is above the poverty line or owns property that yields a regular income.
  • You are below 60 years of age.

What documents are required for the old age pension?

Aadhaar card Yes Identity and age; used for account seeding
Aadhaar consent form Yes Prescribed format, downloadable from the e-Sevai portal
Ration card or smart card Yes Address and household position
Self declaration Yes Prescribed format declaring destitution
Age proof Yes Birth certificate, school record or voter ID
Bank passbook Yes For the monthly credit

How to apply for the Indira Gandhi National Old Age Pension in Tamil Nadu

  1. Collect the documents listed above, downloading the Aadhaar consent form and the self declaration from the e-Sevai portal in advance.
  2. Visit any e-Sevai centre or Common Service Centre and ask for Revenue Department service REV-201, Indira Gandhi National Old Age Pension Scheme. The notified service charge is Rs 10.
  3. Give your personal details, age, address, family details and bank account number, and have the operator scan and upload the supporting documents.
  4. Collect the acknowledgement receipt with the application reference number. Keep it; every follow-up needs it.
  5. Wait for the field enquiry. The Village Administrative Officer visits, records whether you are destitute and whether a supporting son or other earning family member exists, and forwards a report through the Revenue Inspector.
  6. The Tahsildar or Revenue Divisional Officer sanctions the pension. Once sanctioned, the monthly credit begins in the bank or post office account given in the application.

How to apply offline at the taluk office

  1. Obtain the pension application form at the Taluk Office counter or from the Village Administrative Officer.
  2. Fill it with your age, address, family details and bank account, attach the documents, and submit it at the taluk office receiving counter.
  3. Take a dated acknowledgement from the counter.
  4. Cooperate with the Village Administrative Officer's field enquiry when he calls.

The offline route matters for applicants who have no smartphone and no relative able to help with an online application, and taluk offices are required to accept these applications.

How much is the pension and how is it paid?

The pension is Rs 1,000 a month, credited to the beneficiary's own bank or post office account. It is not a lump sum and it is not linked to the number of years contributed, because it is a social assistance payment and not a contributory pension.

The credit continues for life while eligibility lasts. Where a beneficiary is bedridden or cannot reach a bank branch, disbursement arrangements are made locally through the Village Administrative Officer so that the money reaches the person rather than lapsing.

Beneficiaries may be asked to complete periodic life certificate or verification formalities. Failure to complete these is a common reason a running pension stops suddenly, and it is usually cured at the taluk office within a visit.

How to check the status of your pension application

  1. Return to the e-Sevai centre with the acknowledgement receipt and ask the operator to check the application status on the portal.
  2. Visit the Taluk Office and ask the pension section for the file position, quoting the reference number.
  3. Ask your Village Administrative Officer whether the field enquiry report has been sent up. A file most often sits at this stage.
  4. Check the bank passbook once sanction is communicated, since the first credit may include arrears from the month of sanction.

Why old age pension applications are rejected, and how to fix them

  • A son aged 20 or above who can support the applicant, the ground most often recorded. Where the son is himself destitute, disabled, missing or has abandoned the parent, place that evidence on record with the Village Administrative Officer.
  • Age below 60, or age proof that the enquiry does not accept. Produce the strongest document available; where none exists, ask for a medical age certification.
  • Already drawing another pension. Choose one; the state does not allow two.
  • Household assessed as above the poverty line on the strength of the ration card or visible assets.
  • Bank account not in the applicant's own name, or dormant, which blocks the credit even after sanction.
  • Name mismatch between Aadhaar, ration card and bank record.

The remedy in almost every case is to correct the defect and reapply rather than to appeal, because the enquiry is factual. Where the applicant believes the finding is wrong, the appeal route is the Revenue Divisional Officer and then the District Collector's weekly grievance day.

Help and grievance redressal

  • Taluk Office pension section, the first point of contact for status and defects.
  • Village Administrative Officer, for the field enquiry and for local disbursement arrangements.
  • Revenue Divisional Officer and District Collector's grievance day, for appeals.
  • Tamil Nadu government helpline 1100, for general grievance registration.
  • tnesevai.tn.gov.in, for the service list, forms and e-Sevai centre locations.

The only money payable in this process is the Rs 10 e-Sevai service charge. No agent or official may take a payment to sanction a pension.

Who cannot get the Indira Gandhi National Old Age Pension in Tamil Nadu?

A person with a son aged 20 years or above who is able to support them, a person already drawing another government pension, and a person whose household is above the poverty line are not eligible. Only one social security pension may be drawn at a time.

How do I apply for the old age pension in Tamil Nadu?

Apply at any e-Sevai centre under service code REV-201 for a service charge of Rs 10, or submit the application at your Taluk Office. The Tahsildar verifies the case through the Village Administrative Officer before sanction.

How long does sanction take?

Sanction follows a field enquiry by the Village Administrative Officer and the Revenue Inspector, and is issued by the Tahsildar or the Revenue Divisional Officer. Applicants should follow up at the taluk office if there is no decision after a few weeks.

How is the pension paid?

The pension is credited monthly to the beneficiary's bank or post office account. Where a beneficiary is bedridden or cannot travel, disbursement arrangements are made locally through the Village Administrative Officer.
