Destitute Widow Pension Scheme
Tamil Nadu state government scheme
Destitute Widow Pension Scheme pays a monthly pension of Rs 1,200 to destitute widows aged 18 years and above in Tamil Nadu whose fixed assets do not exceed Rs 1,00,000. Pensioners also get a free saree at Pongal and Deepavali and free rice. Apply at any e-Sevai centre under service code REV-202.
What is the Destitute Widow Pension Scheme?
Destitute Widow Pension Scheme (DWPS) is Tamil Nadu's own, fully state-funded pension for widows without means of support. It is administered by the Revenue and Disaster Management Department, Government of Tamil Nadu, through the Commissionerate of Revenue Administration, and sanctioned at taluk level by the Special Tahsildar (Social Security Scheme).
The Revenue Department's Policy Note for 2025-26 describes Tamil Nadu as a pioneering state in implementing social security schemes, and lists DWPS among six state-funded pensions alongside the Differently Abled Pension Scheme, the Chief Minister's Uzhavar Padhukaapu Thittam old age pension, the Destitute/Deserted Wives Pension Scheme, the pension to poor unmarried women of age 50 and above, and pensions to Sri Lankan refugees.
The amount. The Policy Note records that the monthly pension of Rs 1,000 was increased to Rs 1,500 for differently abled persons with effect from 1 January 2023, and that the pension to beneficiaries under all other schemes, excluding disability pension schemes, was enhanced to Rs 1,200 from August 2023. The rate table for 2025-26 shows Rs 1,200 per month against the Destitute Widow Pension Scheme. The widely circulated figure of Rs 1,000 is the pre-August-2023 rate.
The scale. As on 20 March 2025, 6,14,564 widows were drawing DWPS. A separate 5,37,502 drew the centrally sponsored Indira Gandhi National Widow Pension Scheme. Across all nine pension heads, 34,36,074 persons were on the rolls, and Rs 5,421.11 crore was allocated in 2024-25 for all pension schemes.
The scheme is often searched for in Tamil as ஆதரவற்ற விதவை உதவித்தொகை. The destitute widow's maintenance pension.
Who is eligible for the Destitute Widow Pension, and who is not eligible?
The eligibility table in the Revenue and Disaster Management Department's Policy Note for 2025-26 sets three conditions for DWPS.
You can claim the pension if:
- You are a destitute widow, that is, a widow without adequate means of livelihood.
- You are 18 years of age and above. There is no upper age limit, and no requirement to wait until 40 or 60.
- Your fixed assets do not exceed Rs 1,00,000.
Pudukkottai district's social security page states the working conditions applied at the field enquiry: the applicant must be destitute, aged 18 years and above, a widow, without income or source of income, owning fixed assets valued at less than Rs 50,000, and without a relative aged 18 years and above, a son, grandson or comparable relation; living with her who can maintain her. The state Policy Note carries the higher asset ceiling of Rs 1,00,000, so expect the two figures to be quoted differently at district and state level.
You cannot apply if:
- You are not a widow. A deserted or divorced woman is not eligible here and should apply instead under the Destitute/Deserted Wives Pension Scheme, service code REV-203, which requires age 30 and above and five years of desertion.
- You are below 18 years of age.
- You already draw another social security pension, including the Indira Gandhi National Widow Pension Scheme, the old age pension or the differently abled pension. The pensions are not cumulative.
- Your fixed assets exceed the ceiling, or you are an income tax assessee.
- You have a grown-up supporting relative in the household who is in a position to maintain you, which defeats the destitution test.
- You are living by begging, which district guidance lists as a disqualifier.
How to apply for the Destitute Widow Pension Scheme
- Get the death certificate and the Widow Certificate. The husband's death certificate is the base document. The Revenue Department issues a Widow Certificate as one of its online e-certificates through e-Sevai, and it is the supporting document that carries most weight at verification.
- Create or quote your CAN. The Tamil Nadu e-Sevai portal at tnesevai.tn.gov.in runs applications on a Citizen Access Number.
- Open service code REV-202, the Destitute Widow Pension Scheme service, either yourself on the portal or through an operator at any e-Sevai centre, who will collect the notified service charge.
- Fill in the application — your details, age, date of the husband's death, assets held, family composition, and bank or post office account particulars.
- Upload the documents, Widow Certificate, death certificate, age proof, Aadhaar, ration card, bank passbook, photographs and the assets declaration.
- Submit and save the acknowledgement carrying the application number, then track it under the status option on the portal.
- Attend the field enquiry. The Village Administrative Officer and Revenue Inspector verify the claim, and the Special Tahsildar (Social Security Scheme) sanctions the pension. Applications must be verified and disposed within 30 days.
An offline application to the Tahsildar at the Taluk Office is equally valid, and applications are also received at the Ungalai Thedi Ungal Ooril camps launched in January 2024, where 44 services from 15 departments are delivered locally.

How is the pension paid?
Pension disbursement was centralised by G.O. (Ms) No. 333, Revenue and Disaster Management Department, dated 31 August 2024. Since September 2024, bills are prepared by the Commissionerate of Treasuries and Accounts after validation through the Global Beneficiary Master (GBM), and disbursed statewide by the Commissionerate of Revenue Administration through banks and e-money orders.
The practical effect is that the name on your bank passbook must match the name in the beneficiary master. A mismatch holds the credit even after the pension is sanctioned, and is corrected at the Taluk Office rather than at the bank.
Why applications get rejected, and how to fix them
- Widow Certificate not obtained. Applying with only a death certificate is the commonest cause of delay; get the certificate through e-Sevai first.
- A supporting relative aged 18 or above in the household, which fails the destitution test at the enquiry.
- Fixed assets above the ceiling, usually land or a house in the applicant's name.
- Another pension already drawn by the same person under a different scheme.
- Address or ration card mismatch between the application and the taluk record.
- Bank account not seeded with Aadhaar, which stalls the credit after sanction.
If rejected, ask the Special Tahsildar (Social Security Scheme) for the reason in writing, cure that specific defect, and re-apply. Most rejections turn on a missing certificate rather than on the merits.
What else does a widow pensioner receive?
Beneficiaries under the Social Security Schemes are provided with a saree (for women) or a dhoti (for men) twice a year during the Pongal and Deepavali festivals, the "free saree" component described alongside the pension.
Pensioners may also draw fine variety rice free of cost: 4 kg per month for those who do not take meals at Anganwadi centres, 2 kg per month for those who do, and 5 kg to all social security beneficiaries under the National Food Security Act, 2013. The Anganwadi link in the scheme description comes from this rice norm.
Separately, under G.O. (Ms) No. 23, Revenue Department, dated 20 January 2004, Tamil Nadu distributes sarees and dhotis at Pongal to all economically disadvantaged people who buy rice through the public distribution system. For Pongal 2025, 1.77 crore sarees and 1.77 crore dhotis were produced through the Directorate of Handlooms, with an advance of Rs 100 crore sanctioned for production through handloom cooperative societies.
Where to ask and where to complain
- Taluk level: the Special Tahsildar (Social Security Scheme) and the Tahsildar, who sanction and maintain the pension roll.
- District level: the Revenue Divisional Officer and the District Collector's weekly grievance day.
- State level: the Commissionerate of Revenue Administration, Chennai.
- Chief Minister's Special Cell helpline: 1100.
- e-Sevai portal: tnesevai.tn.gov.in for status of an application.
The pension costs nothing to apply for beyond the notified e-Sevai service charge, and no agent can secure a sanction.
