What is the free iron box distribution scheme?

Distribution of Iron Boxes at Free of Cost is a livelihood-support scheme of the Backward Classes, Most Backward Classes and Minorities Welfare Department, Government of Tamil Nadu. The scheme supplies an iron box free of charge to a person of the Backward Classes (BC), Most Backward Classes (MBC) or Denotified Communities (DNC) who earns a living by washing and ironing clothes.

The scheme belongs to a family of small in-kind and self-employment supports the department runs alongside its much larger education programmes. Where the department's scholarships, hostels and coaching schemes are about long-term mobility, these livelihood items are about the immediate working capital of a traditional occupation, the tool that lets a person earn a little more from the work they already do. An iron box is precisely that: for a household that washes clothes for a living, the ability to press and finish garments raises the rate per piece and widens the customer base.

The occupational focus is the defining feature of the scheme, and it is where most misunderstanding arises. Belonging to a Backward Class, Most Backward Class or Denotified Community does not by itself qualify anyone. The scheme is aimed at people actually engaged in washing work, the traditional washing communities and those doing the work today, which is why a certificate from the Village Administrative Officer confirming the occupation sits at the centre of the application rather than at its margins.

The department implements its livelihood support partly through the Tamil Nadu Backward Classes Economic Development Corporation and the Tamil Nadu Minorities Economic Development Corporation, which run loan and subsidy schemes for self-employment in the same communities. A beneficiary receiving an iron box should ask at the same district office about those corporations, since a person whose washing work is a viable business may qualify for a self-employment loan that does considerably more than a single appliance can.

Who is eligible for a free iron box?

You can apply if:

  • You belong to a Backward Class, Most Backward Class or Denotified Community recognised in Tamil Nadu, evidenced by a community certificate from the Tahsildar.
  • You are engaged in washing work, washing, and ironing clothes for others as a livelihood, and the Village Administrative Officer will certify it.
  • Your annual family income does not exceed Rs 72,000, as recorded in scheme material for this benefit.
  • You are a resident of Tamil Nadu.
  • You have not previously received an iron box under this scheme.

You cannot apply, or will not be selected, if:

  • You belong to a Scheduled Caste or Scheduled Tribe. Those communities are served by the Adi Dravidar and Tribal Welfare Department's own livelihood schemes, not by this department.
  • You belong to a Forward Community.
  • You are not doing washing work. The occupational certificate is a substantive requirement, and an application without it will not be processed.
  • Your family income exceeds Rs 72,000 a year. Note that this ceiling is much lower than the Rs 2 lakh limit the same department applies to its education scholarships, so an income certificate obtained for a child's scholarship will usually be above the limit for this scheme.
  • Someone in your household has already received the article. Distribution is one per eligible beneficiary and de-duplication is done on Aadhaar.
  • You are resident outside Tamil Nadu.

What is actually given?

One iron box, supplied in kind. There is no cash component, no reimbursement of a purchase made privately, and no choice of model — the article is procured by the department and distributed.

That plainness is worth stating because it sets realistic expectations. The scheme is a one-time asset transfer of modest value. What makes it worth applying for is the combination: the article costs the beneficiary nothing, and it is often distributed alongside other departmental supports at the same camp.

The department's related supports that a washing-work household should ask about in the same visit include:

  • Self-employment loans and subsidy through the Tamil Nadu Backward Classes Economic Development Corporation, for those wanting to expand into a small laundry.
  • Education scholarships for children of BC, MBC and DNC families, with a parental income ceiling of Rs 2 lakh and a requirement of not less than 50 per cent marks in the previous year's final examination, sanctioned for up to two children in a family and applied for through the school or college.
  • Hostel accommodation in the department's boys' and girls' hostels.
  • Free supply of stationery and welfare articles distributed by the District Backward Classes and Minorities Welfare Office.

What documents are required?

Document Mandatory Notes
Community certificate Yes BC, MBC or DNC, from the Tahsildar or e-Sevai
Income certificate Yes Annual family income up to Rs 72,000
VAO certificate of washing occupation Yes The core document of the claim
Aadhaar card Yes Identity and de-duplication
Ration card Yes Residence and family composition
Photographs Yes Usually two
Bank passbook No Not needed for an in-kind benefit

Both the community certificate and the income certificate are obtained from the Tahsildar, and can be applied for at any e-Sevai centre. An income certificate carries a validity period, so check that yours is current before attaching it. A lapsed certificate is a common cause of a file being returned.

How to apply for a free iron box

  1. Obtain a community certificate showing Backward Class, Most Backward Class or Denotified Community status, from the Tahsildar or through an e-Sevai centre, if you do not already hold one.
  2. Obtain a current income certificate showing annual family income within Rs 72,000, from the same office. Do not reuse an old certificate that has expired.
  3. Get the Village Administrative Officer's certificate confirming that you are engaged in washing work. In an urban area the equivalent certification is given by the Revenue Inspector or the zonal office; ask the district welfare office which authority applies to your area.
  4. Collect the application form from the District Backward Classes and Minorities Welfare Office (DBCMWO) and complete it, affixing your photograph.
  5. Submit the form with the community certificate, income certificate, VAO certificate, Aadhaar and ration card at the district office, and collect a dated acknowledgement.
  6. Follow up with the district office about the distribution camp for your block. Articles are distributed against an annual physical target at camps rather than on demand, so knowing the camp date matters more than the date you applied.
  7. Attend the camp in person with your acknowledgement and Aadhaar, and sign the distribution register when you receive the article.

How to check the status of your application

  1. Quote the acknowledgement number at the District Backward Classes and Minorities Welfare Office.
  2. Ask whether your name appears on the selected beneficiary list for the current year's target, and if not, whether it is carried forward.
  3. Ask the Village Administrative Officer, who forwards and often tracks the applications from a village.
  4. Escalate in writing to the Commissioner of Backward Classes Welfare through bcmbcmw.tn.gov.in where a file has been pending unreasonably long.

Why applications get rejected

  • No occupational certificate. The single commonest reason. A community certificate alone does not establish that the applicant does washing work.
  • Income certificate above Rs 72,000, or expired. Obtain a fresh certificate reflecting the actual family income before applying.
  • Wrong community. Scheduled Caste and Scheduled Tribe applicants must go to the Adi Dravidar and Tribal Welfare Department instead.
  • Household already covered. One article per beneficiary household; Aadhaar de-duplication catches repeats.
  • Target exhausted for the year. Not a rejection on merit. The district has an annual physical target and applications beyond it wait for the next year. Ask for the file to be carried forward in writing.
  • Name mismatch between Aadhaar, the ration card and the community certificate. Correct it at source before applying.

Help and grievance redressal

  • Village Administrative Officer, for the occupational certificate and for forwarding the application.
  • District Backward Classes and Minorities Welfare Officer (DBCMWO), the office that receives, sanctions and distributes.
  • Backward Classes, Most Backward Classes and Minorities Welfare Department: bcmbcmw.tn.gov.in
  • e-Sevai helpline for community and income certificates: 1800 425 6000
  • Chief Minister's Special Cell: cmhelpline.tn.gov.in

The article is free. No payment of any kind should be made to any official, intermediary or supplier for an iron box distributed under this scheme, and a demand for money should be reported to the District Backward Classes and Minorities Welfare Officer.

Documents required

Community certificate
Establishing that the applicant belongs to a Backward Class, Most Backward Class or Denotified Community. Issued by the Tahsildar or through an e-Sevai centre.
Income certificate
Annual family income must not exceed Rs 72,000 as recorded in scheme material. Issued by the Tahsildar or through an e-Sevai centre.
Certificate from the Village Administrative Officer that the applicant does washing work
The occupational certificate is the heart of the claim. The scheme is for people actually engaged in washing and ironing, not for the community generally.

Ration card
Residence and family composition.
Passport size photograph
Usually two, affixed to the application.
Bank account passbookoptional
Not needed for an in-kind benefit, but district offices often record it for the beneficiary file.

Frequently asked questions

Who gets a free iron box under this scheme?

A person belonging to a Backward Class, Most Backward Class or Denotified Community in Tamil Nadu who is engaged in washing work, with annual family income not exceeding Rs 72,000 as recorded in scheme material. The occupational condition is the one that decides most applications.

Is any money paid to the beneficiary?

No. The benefit is in kind — an iron box is supplied. Nothing is credited to a bank account, and any demand for money in exchange for the article should be reported to the District Backward Classes and Minorities Welfare Officer.

Where do I apply?

At the District Backward Classes and Minorities Welfare Office (DBCMWO) in your district. The Village Administrative Officer certifies the occupation and the application is filed with the district office.

What is the income limit?

Rs 72,000 a year for the family, as recorded in scheme material for this benefit. This is much lower than the Rs 2 lakh ceiling that applies to the department's education scholarships, so an income certificate obtained for a scholarship may not fit this scheme.

Can a family get more than one iron box?

No. The article is distributed once per eligible beneficiary and Aadhaar is used to prevent duplication within a household. A household that has received one in an earlier year is not eligible again.

Do Scheduled Caste or Scheduled Tribe washermen come under this scheme?

Not under this one. The scheme belongs to the Backward Classes, Most Backward Classes and Minorities Welfare Department and covers BC, MBC and Denotified Communities. Scheduled Caste and Scheduled Tribe beneficiaries are served by the Adi Dravidar and Tribal Welfare Department's own livelihood schemes.

When is the distribution held?

Distribution is normally organised at district or block camps against the district's annual physical target, rather than on demand. The District Backward Classes and Minorities Welfare Office announces the camps, so register the application and then follow up with that office.
