Free Education Scholarship for Three-Year Diploma (Polytechnic Courses) (Tamil Nadu)
Tamil Nadu state government scheme
Free Education Scholarship for Three-Year Diploma is a Tamil Nadu scheme that waives tuition, special, examination and compulsory fees for BC, MBC and Denotified Community students in three-year polytechnic diploma courses, and adds Rs 400 a month for hostellers. Parental income must not exceed Rs 2.50 lakh. Apply on the Unified State Scholarship Portal at umis.tn.gov.in.
What is the Free Education Scholarship for Three-Year Diploma?
Free Education Scholarship for Three-Year Diploma (Polytechnic Courses) is a scholarship of the Backward Classes, Most Backward Classes and Minorities Welfare Department, Government of Tamil Nadu. The scheme removes the fee barrier for a Backward Class, Most Backward Class or Denotified Community student enrolled in a three-year diploma course at a government or government-aided polytechnic.
According to the Backward Classes Welfare Department's own scheme sheet, the scholarship covers tuition fee, special fee, examination fee, compulsory fees and book money, and pays Rs 400 per month additionally to students living in hostels. The eligibility conditions the department records for this particular scholarship are a parental income not exceeding Rs 2.50 lakh and a First Graduate or first diploma in the family requirement.
The scheme sits alongside the department's parallel Free Education Scheme for three-year undergraduate degree courses. The two look similar but differ in two ways that matter: the degree scheme carries no parental income ceiling, while the diploma scheme carries the Rs 2.50 lakh ceiling and the First Graduate condition. Families sometimes assume the rules are identical and are caught out.
Applications for both are processed on the Unified State Scholarship Portal (USSP) at umis.tn.gov.in, using the student's UMIS ID and an Aadhaar-linked bank account. Tamil Nadu consolidated its scholarship processing on this platform, replacing the older bcmbcscholarship route.

Who is eligible for the polytechnic free education scholarship?
You can apply if:
- You belong to a Backward Class, Most Backward Class or a Denotified Community recognised in Tamil Nadu, evidenced by a community certificate.
- You are studying a three-year diploma course at a government or government-aided polytechnic in Tamil Nadu.
- Your parental income does not exceed Rs 2.50 lakh a year, certified by the Tahsildar or through e-Sevai.
- You are the first graduate or first diploma holder in your family, as the department's scheme sheet records for this scholarship.
- You hold a UMIS ID issued through your institution and an Aadhaar-linked bank account in your own name.
- You are a resident of Tamil Nadu.
You cannot apply, or are not eligible, if:
- You belong to a Scheduled Caste or Scheduled Tribe. Those students are covered by the Adi Dravidar and Tribal Welfare Department's own fee concession and scholarship schemes, which are more generous in some respects, the fee concessions there carry no income ceiling at all.
- You are in the general category and not in a BC, MBC or DNC community.
- Your parental income exceeds Rs 2.50 lakh a year.
- You are not the first graduate or diploma holder in the family, where the district applies that condition.
- You are studying in an unaided self-financing polytechnic outside the government quota. The scheme attaches to government and government-aided institutions; students in self-financing institutions should check the separate provision the department makes for professional courses admitted under the government quota.
- You are enrolled in a course other than a three-year diploma, for example a one-year certificate course or a lateral-entry degree.
- Your bank account is not Aadhaar-linked, since the portal will not accept the claim.
What is the scholarship worth?
| Component | Position for an eligible student |
|---|---|
| Tuition fee (TF) | Covered |
| Special fee (SF) | Covered |
| Examination fee (EF) | Covered |
| Compulsory fees (CF) | Covered |
| Book money (BM) | Covered |
| Hostel students | Rs 400 per month additionally |
The fee components are settled against the institution rather than paid to the student, so the practical experience for most students is that the fee simply is not collected, or is collected and refunded. The Rs 400 monthly hostel allowance is the cash element, and it is credited to the student's Aadhaar-linked account, which is why an account in the student's own name is a hard requirement.
Because the benefit is course-length, a student who qualifies in the first year and continues to meet the conditions receives it for all three years of the diploma, subject to renewal each academic year.

How to apply for the polytechnic free education scholarship
- Complete your admission to the three-year diploma course at the government or government-aided polytechnic, and obtain your UMIS ID from the institution.
- Collect the supporting certificates, community certificate, income certificate showing parental income within Rs 2.50 lakh, and First Graduate certificate, from the Tahsildar or through an e-Sevai centre.
- Open or confirm an Aadhaar-linked bank account in your own name, and check that the name spelling matches Aadhaar exactly.
- Log in to the Unified State Scholarship Portal at umis.tn.gov.in using your UMIS ID, and select the Free Education Scholarship for the three-year diploma.
- Fill in the application with your personal details, community, parental income, course, year of study, institution and bank account details.
- Upload the scanned documents: community certificate, income certificate, First Graduate certificate, Aadhaar, bank passbook first page, mark sheets and the polytechnic bonafide certificate.
- Submit the application and note the reference number generated. Print or save the acknowledgement.
- Follow up with the polytechnic's scholarship section, which verifies the application online and forwards it to the District Backward Classes and Minorities Welfare Officer for sanction.
How to check your scholarship status
- Log in to umis.tn.gov.in with your UMIS ID and open the scholarship status screen, which shows whether the application is pending with the institution, forwarded, sanctioned or returned.
- Ask the polytechnic's scholarship section whether the institution-level verification has been completed, since applications most often stall at that step rather than at the district.
- Check the fee register at the polytechnic to confirm that the fee concession has been applied to your account.
- Check the bank account for the Rs 400 monthly hostel allowance, if you are a hosteller.
- Escalate to the District Backward Classes and Minorities Welfare Officer in writing where the application has been forwarded but not sanctioned.
Common reasons applications are rejected, and how to fix them
- Income certificate above Rs 2.50 lakh. The ceiling applies to parental income and is strictly enforced. Ensure the certificate is current and correctly computed.
- First Graduate certificate not produced. This condition is specific to the diploma scholarship and catches students who assume the degree scheme's rules apply. Obtain the certificate from the Tahsildar.
- Bank account not Aadhaar-linked, or not in the student's name. The commonest technical rejection. Visit the bank branch, complete Aadhaar seeding, and re-upload the passbook page.
- Name mismatch across Aadhaar, community certificate and college record. Correct the record at source. The portal matches on Aadhaar.
- UMIS ID not generated. Ask the polytechnic office; the student cannot log in without it.
- Institution has not verified the application. Follow up in person with the scholarship section, taking your acknowledgement reference.
- Applied after the internal cut-off. Polytechnics announce a date by which applications must be submitted for institutional verification. Ask for it at admission rather than waiting for a notice.
- Studying in an unaided self-financing polytechnic. Not curable under this scheme; check the government-quota professional course provision instead.
Key points in the academic-year cycle
- June to August: diploma admissions completed, UMIS ID issued.
- July to September โ supporting certificates obtained and the online application filed.
- September onwards; institutional verification and district sanction.
- Each academic year; renewal, requiring a fresh bonafide certificate and, in most districts, a fresh income certificate.
Do not assume automatic renewal. A student who received the scholarship in the first year still has to renew it on the portal for the second and third years.
Help and grievance redressal
- Polytechnic scholarship section, the first and most effective point of contact for verification and portal problems.
- District Backward Classes and Minorities Welfare Officer: sanction and escalation.
- Backward Classes Welfare Department: bcw.tn.gov.in
- Unified State Scholarship Portal: umis.tn.gov.in
- e-Sevai helpline for community, income and First Graduate certificates: 1800 425 6000

The scholarship application is free. No polytechnic, officer or intermediary may charge for filing, verifying or sanctioning it, and any such demand should be reported to the District Backward Classes and Minorities Welfare Officer.
