Free Education Scholarship for Professional Courses (Engineering, Medical, Agriculture, Veterinary and Law)
Tamil Nadu state government scheme
Free Education Scholarship for Professional Courses meets the tuition fee, special fee, non-refundable compulsory fees and the full examination fee for Backward Classes, Most Backward Classes and Denotified Communities students of Tamil Nadu studying engineering, medicine, agriculture, veterinary science or law. Applications are filed through the college and the District Backward Classes Welfare Office.
What is the Free Education Scholarship for Professional Courses?
Free Education Scholarship for Professional Courses is run by the Backward Classes, Most Backward Classes and Minorities Welfare Department, Government of Tamil Nadu. The scheme removes the fee barrier for a student from a Backward Class, Most Backward Class or Denotified Community who has earned a seat in a professional course but whose family cannot fund it.
According to district welfare office material published across Tamil Nadu, the scheme covers the tuition fee, the special fee, other non-refundable compulsory fees as fixed by the government, and the full examination fee. It is a fee concession, not a monthly stipend. The value to the student is that the fee demand is met rather than that cash arrives in hand.
Courses covered under this stream
- Engineering
- Medicine and allied medical courses
- Agriculture
- Veterinary science
- Law
The department runs parallel free education streams for three-year degree courses in government and government-aided arts and science colleges and for three-year diploma courses in polytechnics. A student who does not fit the professional-course stream should ask the district office about those instead of assuming there is no help.
Who is eligible for this scholarship?
You can apply if:
- You belong to a Backward Class, Most Backward Class or Denotified Community, with a community certificate issued by the Tahsildar.
- You are a domicile of Tamil Nadu.
- You are studying an eligible professional degree course: engineering, medicine, agriculture, veterinary science or law.
- Your annual family income is within the notified ceiling. District material reports a figure of about Rs 50,000 a year for this stream; ceilings are revised by government order, so confirm the current figure at the district office.
You cannot apply if:
- You belong to a community outside BC, MBC and DNC. Scheduled Caste and Scheduled Tribe students are covered by the Adi Dravidar and Tribal Welfare Department's own scholarship schemes, and minority students by the department's minority welfare schemes.
- You are not a domicile of Tamil Nadu, even if studying in a Tamil Nadu college.
- Your family income exceeds the notified ceiling.
- You are already drawing another government scholarship or fee concession for the same course. Two sources cannot meet the same fee.
- You are studying a course outside the eligible list; look instead at the arts and science or polytechnic streams.
- Your attendance or academic progress has fallen below what the institution certifies as satisfactory, since continuation is certified year by year.

How to apply for the Free Education Scholarship
- Secure admission to an eligible professional course and collect your admission order and the fee receipt or fee demand from the college.
- Obtain a fresh community certificate and income certificate from the Tahsildar of your taluk. These two documents decide the application and should be obtained before the college's internal deadline.
- Collect the free education scholarship application form from your college's scholarship section or from the District Backward Classes and Minority Welfare Office.
- Fill the form with your community, income, course, college and bank account details, and attach the community certificate, income certificate, nativity proof, Class 12 mark sheet, admission order, Aadhaar and bank passbook copy.
- Submit the completed application to the college scholarship section, which verifies your admission and attendance and forwards the consolidated list to the district office.
- Take a dated acknowledgement from the college, and note that the district office scrutinises applications and sanctions the concession.
- Reapply at the start of each academic year of the course. The scholarship is not sanctioned once for the whole degree.
How is selection done when there are more applicants than seats?
The scheme is administered against a district allotment. Where the number of eligible applications exceeds the allotment for the year, selection is by merit on the Class 12 public examination marks. That is why the Class 12 mark sheet is a mandatory document even for a student already in the third year of a degree.
Students who narrowly miss selection in one year should still apply in the next, since the allotment and the applicant pool both change.
How much does the scholarship pay?
The scheme meets the actual fees as fixed by the government for the course rather than paying a flat amount. Its practical value therefore depends on the course and the institution.
Two limits are worth understanding before counting on it. First, the concession is against government-fixed fees; where a self-financing college charges more than the government-fixed component, the balance stays with the student. Second, it covers fees only — hostel charges, mess bills, transport, books and equipment are outside the scheme and must be met from elsewhere, such as the department's hostel facilities or a bank education loan.
How to check your scholarship status
- Ask your college scholarship section first. The application physically rests there until the district list is forwarded, and most delays are at this stage.
- Contact the District Backward Classes and Minority Welfare Office for the sanction position, quoting the college and the academic year.
- Watch the bank account given in the application for the electronic credit, or the college fee ledger where the amount is adjusted against fees.
- Where a certificate is found defective, obtain a corrected one from the Tahsildar and resubmit through the college rather than waiting for the next year.
Why applications are rejected, and how to fix them
- Community certificate not in an eligible category, or issued by an authority other than the Tahsildar.
- Income certificate above the ceiling, or too old to be accepted for the current year.
- No nativity proof, which fails the Tamil Nadu domicile condition.
- Application filed after the college's internal deadline, so it misses the consolidated district list.
- Already drawing another scholarship for the same course.
- Bank account not in the student's own name or not Aadhaar-seeded, which stalls the transfer after sanction.
- Merit cut-off in a year where applications exceeded the district allotment: not a defect, and worth reapplying the following year.
Help and grievance redressal
- College scholarship section, for forms, forwarding and status.
- District Backward Classes and Minority Welfare Office, the sanctioning authority.
- Backward Classes, Most Backward Classes and Minorities Welfare Department, bcmbcmw.tn.gov.in, for scheme notifications and government orders.
- Tahsildar's office, for community, income and nativity certificates.
No fee is payable to apply. A college that asks for money to forward a free education scholarship application should be reported to the District Backward Classes and Minority Welfare Officer.

Frequently asked questions
What does the Free Education Scholarship for Professional Courses cover?
The scheme covers the tuition fee, the special fee, other non-refundable compulsory fees as fixed by the government, and the full examination fee for the professional course. It is a fee concession rather than a fixed cash stipend.
Which courses are covered?
Professional degree courses — engineering, medicine, agriculture, veterinary science and law — are covered under this stream. Three-year arts and science degrees and polytechnic diplomas are covered under the department's parallel free education streams.
Who is eligible for the scholarship?
Students of Tamil Nadu belonging to Backward Classes, Most Backward Classes or Denotified Communities who are studying an eligible professional course and whose family income is within the notified ceiling. Domicile in Tamil Nadu is required.
What is the income limit?
District welfare office material reports an annual family income ceiling of about Rs 50,000 for this free education stream. Ceilings are revised by government order, so confirm the operative figure with your District Backward Classes and Minority Welfare Office before applying.
Can a student in a self-financing college apply?
The concession is paid against fees fixed by the government for the course, so a student in a self-financing institution receives the government-fixed component and remains liable for any excess the college charges above it.
Can I hold this and another scholarship together?
No. A student already receiving a fee concession or scholarship for the same course from another government source is not eligible to draw this one in addition, since both meet the same fees.
How is the amount paid?
The sanctioned amount is disbursed through the department's BC/MBC scholarship system and credited electronically, either to the student's own bank account or adjusted against the institution's fee account, depending on the arrangement for the year.
Where do I apply?
Apply through your college's scholarship section, which forwards the application to the District Backward Classes and Minority Welfare Office. This stream is administered largely offline through the district office rather than by direct online student application.
