What is the Issuance of Free House Sites scheme?

Issuance of Free House Sites is a land distribution scheme of the Backward Classes, Most Backward Classes and Minorities Welfare Department, Government of Tamil Nadu. It gives a free residential house site, with patta, to a family from the Backward Classes (BC), Most Backward Classes (MBC) or Denotified Communities (DNC) that owns neither a house nor a house site.

According to the department's citizen charter, house site pattas are issued to people who do not have their own house or house site and belong to BC, MBC and DNC, and the individual's annual income limit was increased to Rs 1,00,000 per annum with effect from 2021-22. District material describes the land as being acquired through direct negotiation and then distributed to eligible families.

The scheme sits in the department's Economic Development group of schemes, alongside the distribution of free iron boxes, modern laundry units, free motorised sewing machines and readymade garment units, a set of interventions aimed at the material base of a household rather than at education.

Why a house site and not a house. A patta is the document that converts an occupation into ownership. Without one, a family living in a hut on someone else's land or on porambokke cannot be enumerated as a housing beneficiary, cannot get a formal electricity or water connection in its own name, cannot borrow against the property, and can be evicted. Once a house site patta exists, a family becomes eligible to be taken up under housing construction schemes and can access utilities and credit. The site is therefore the first step, not the whole answer, and families should plan for construction as a separate exercise.

Note the income limit carefully. Several district pages still publish the older ceiling of Rs 72,000 a year. The department's own citizen charter records the limit as raised to Rs 1,00,000 from 2021-22. If a lower figure is applied to your case at the taluk level, the citizen charter is the document to point to.

Who is eligible, and who is not eligible?

You are eligible if:

  • You belong to a Backward Class, Most Backward Class or Denotified Community listed by the Government of Tamil Nadu, and hold a community certificate from the Tahsildar.
  • Your family owns neither a house nor a house site: anywhere, not just in your present village.
  • Your annual income is within the department's ceiling, recorded in the citizen charter as Rs 1,00,000 per annum with effect from 2021-22.
  • You are a resident of Tamil Nadu and of the revenue village or town where the site is being sought.
  • You can produce a certificate from the Village Administrative Officer confirming that you own no house or house site.

You cannot apply, or are not eligible, if:

  • You already own a house or a house site, however small, or your spouse does. The benefit is one per family and the family is assessed as a unit.
  • You do not hold a BC, MBC or DNC community certificate. Scheduled Caste and Scheduled Tribe families are covered by the parallel scheme of the Adi Dravidar and Tribal Welfare Department, and should apply there instead.
  • Your income exceeds the ceiling as certified by the Tahsildar.
  • Your family has already received a free house site under this or another government scheme.
  • You are not resident in Tamil Nadu.
  • You are seeking a commercial or agricultural plot. The scheme is specifically for a residential house site.

How to apply for a free house site

  1. Get your community certificate and income certificate from the Taluk Office or through an e-Sevai centre. These two documents decide eligibility and take the longest to obtain, so start here.
  2. Obtain a certificate from your Village Administrative Officer stating that you do not own a house or a house site, countersigned by the Revenue Inspector where the office requires it.
  3. Approach the District Backward Classes and Minorities Welfare Officer at your district Collectorate and ask for the application form and whether house sites are currently being distributed in your taluk. Distribution depends on land having been acquired, so the answer varies by place and year.
  4. Submit the completed application with your community certificate, income certificate, VAO certificate, nativity or residence proof, ration card and Aadhaar, and take an acknowledgement with a date and reference number.
  5. Let the revenue verification run. The Village Administrative Officer and the Tahsildar verify the family's landlessness, income and residence. Be available for the field visit; an absent applicant is a common cause of a file being returned.
  6. Attend the selection and allotment. Eligible families are listed and sites are allotted from the land acquired for the purpose, usually in batches at a distribution event.
  7. Collect the patta and check that the name, extent, survey number and sub-division on it match the site actually shown to you on the ground. Raise any discrepancy immediately at the Taluk Office, not months later.

What documents are required?

Document Mandatory Notes
Community certificate Yes BC, MBC or DNC, from the Tahsildar
Income certificate Yes Within the department's ceiling
VAO certificate of not owning a house or site Yes The core eligibility check
Nativity or residence proof Yes Tamil Nadu and local residence
Aadhaar card Yes Identity of applicant and family
Ration card or smart card Yes Establishes family composition
Photograph No Usually attached to the form

How to check the status of your application

There is no online tracker for house site pattas, and the file moves between two offices; welfare and revenue:

  1. Ask the District Backward Classes and Minorities Welfare Officer whether your name is on the eligible list for your taluk.
  2. Ask the Tahsildar whether the verification report from the Village Administrative Officer has been received and what it says.
  3. Ask whether land has been acquired for distribution in your revenue village. A file can be complete and simply be waiting for land.
  4. Where nothing moves, raise it at the District Collector's grievance day, which every district holds, or through the Tamil Nadu Public Grievance portal.

Why applications get rejected

  • Family already owns land or a house, discovered on revenue verification. This is the commonest single ground.
  • Income above the ceiling on the Tahsildar's certificate.
  • Community certificate outside BC, MBC and DNC, where the applicant should have applied to the Adi Dravidar and Tribal Welfare Department instead.
  • VAO certificate not produced, so landlessness cannot be established.
  • Duplicate claim β€” another member of the same family already holds a free house site patta.
  • No land available in the revenue village, which is a pending case rather than a rejection; ask to be carried to the next distribution.

After you get the patta

Three practical things follow, and families lose value by not doing them:

  • Check the conditions on the patta. Pattas issued free under welfare schemes usually carry restrictions on sale or transfer for a period. Ask the Tahsildar what applies to yours before you consider any transaction.
  • Get the site measured and demarcated on the ground, and keep the sketch. Boundary disputes with neighbouring allottees are far easier to settle before anyone builds.
  • Apply under a housing scheme. A house site patta is frequently a precondition for construction assistance under the state's and the centre's rural and urban housing programmes. Ask at the Block Development Office in a panchayat area, or the municipality in a town.

Where to raise a grievance

The department publishes a defined escalation route:

  • District Backward Classes and Minorities Welfare Officer at your Collectorate, first.
  • District Collector, who chairs the revenue machinery that verifies and allots.
  • Director of Backward Classes Welfare, Chepauk, Chennai 600005 to 044-28551442, dir-bcmw@tn.nic.in.
  • Director of Most Backward Classes and Denotified Communities Welfare, Chepauk, Chennai 600005 to 044-28410042, dir-combc@tn.gov.in.
  • Additional Chief Secretary, Backward Classes, Most Backward Classes and Minorities Welfare Department, Secretariat, Chennai.

A free house site is free. No payment should be made to any official, broker or intermediary to be included in a beneficiary list or to have a patta issued, and anyone demanding money to "arrange" a site is committing an offence.

Frequently asked questions

What is the income limit for a free house site?

The Backward Classes, Most Backward Classes and Minorities Welfare Department's citizen charter records that the individual annual income limit for the distribution of house site pattas was increased to Rs 1,00,000 per annum with effect from 2021-22. Some district pages still show the older figure of Rs 72,000, so quote the citizen charter if a lower limit is applied to you.

Who is eligible for a free house site?

A family belonging to the Backward Classes, Most Backward Classes or Denotified Communities that owns neither a house nor a house site, and whose annual income is within the department's ceiling.

How is the land for these sites obtained?

By direct negotiation. The department acquires land through direct negotiation and issues free house site pattas from it to eligible landless families, which is why distribution happens in batches as land becomes available rather than continuously.

Does a free house site come with a house?

No. This scheme gives the land and the patta. Construction assistance is a separate matter, handled through housing schemes such as the state and central rural and urban housing programmes, for which holding a patta is often a precondition.

Can I sell the site after I receive it?

House site pattas issued free under welfare schemes carry conditions on alienation. Ask the Tahsildar for the conditions recorded on your patta before entering into any transaction, because a sale in breach of them can be set aside.

Can I apply online?

No. There is no online application for house site pattas. The application is made to the District Backward Classes and Minorities Welfare Officer and processed through the Taluk Office and the revenue machinery.

What if I already own a small piece of land elsewhere?

Then you are not eligible. The scheme is expressly for people who do not own a house or house site, and the Village Administrative Officer's certificate is the check the department applies.

Is there a similar scheme for Scheduled Caste and Scheduled Tribe families?

Yes, run separately by the Adi Dravidar and Tribal Welfare Department, which distributes free house site pattas to poor houseless Adi Dravidar and Tribal families under its own criteria.
