What is the Free Education Scheme?

Free Education Scheme is a scholarship of the Backward Classes, Most Backward Classes and Minorities Welfare Department, Government of Tamil Nadu. It ensures that a student from a Backward Class, Most Backward Class or Denotified Community can complete a three-year undergraduate degree, B.A., B.Sc. or B.Com.; at a government or government-aided arts and science college without the family paying tuition, special, examination or compulsory fees.

The Backward Classes Welfare Department's scheme sheet sets out the components as tuition fee, special fee, examination fee, compulsory fees and book money, with Rs 400 per month in addition for students living in hostels. Crucially, it records no parental income ceiling for this scheme. That is unusual among Tamil Nadu student benefits and it is the single most useful thing for a family to know, because students frequently do not apply on the mistaken assumption that their family earns too much.

Applications are processed on the Unified State Scholarship Portal (USSP) at umis.tn.gov.in, using the student's UMIS ID and an Aadhaar-linked bank account. Tamil Nadu consolidated its student scholarship processing on this platform, replacing the older bcmbcscholarship route that many older guides still name.

The scheme is one arm of a pair. Its sibling, the Free Education Scholarship for Three-Year Diploma (Polytechnic Courses), covers polytechnic students but carries a Rs 2.50 lakh parental income ceiling and a First Graduate condition. The two schemes are administered by the same department through the same portal, but their eligibility rules are not the same.

Key facts

  • Fee components covered: tuition, special, examination, compulsory fees and book money.
  • Hostel allowance: Rs 400 per month.
  • Parental income ceiling: none for the degree scheme.
  • Courses covered: three-year B.A., B.Sc. and B.Com.
  • Institutions covered: government and government-aided arts and science colleges.
  • Application: online at umis.tn.gov.in.

Who is eligible for the Free Education Scheme?

You can apply if:

  • You belong to a Backward Class, Most Backward Class or a Denotified Community recognised in Tamil Nadu, evidenced by a community certificate.
  • You are studying a three-year undergraduate degree course; B.A., B.Sc., B.Com. or an equivalent three-year programme, in Tamil Nadu.
  • Your college is a government or government-aided arts and science college.
  • You hold a UMIS ID issued through your college and an Aadhaar-linked bank account in your own name.
  • You are a resident of Tamil Nadu.

There is no parental income ceiling for this scheme. A student whose family income is above Rs 2.50 lakh is still eligible for the degree free education scheme, even though the same family would be outside the polytechnic diploma scholarship.

You cannot apply, or are not eligible, if:

  • You belong to a Scheduled Caste or Scheduled Tribe. Those students are covered by the Adi Dravidar and Tribal Welfare Department's own fee concessions, which likewise apply regardless of income at the school and college stage.
  • You are in the general category and not in a BC, MBC or DNC community.
  • You are studying in an unaided self-financing arts and science college. The scheme attaches to government and government-aided institutions. Students admitted under the government quota to professional courses in self-financing colleges are covered by a separate provision the department makes, so ask the college which route applies.
  • You are enrolled in a course that is not a three-year undergraduate degree, for example a five-year integrated programme, a postgraduate degree or a certificate course. Postgraduate and professional students are covered by the department's post-matric scholarship, which does carry a Rs 2.50 lakh parental income ceiling.
  • Your bank account is not Aadhaar-linked or is not in your own name, since the portal will not accept the claim.
  • You are studying outside Tamil Nadu.

What is the scholarship worth?

Component Position for an eligible student
Tuition fee (TF) Covered
Special fee (SF) Covered
Examination fee (EF) Covered
Compulsory fees (CF) Covered
Book money (BM) Covered
Hostel students Rs 400 per month additionally

The fee components are settled with the institution, so for most students the fee is simply not collected. The Rs 400 monthly hostel allowance is the cash element and is credited to the student's Aadhaar-linked account. Over a three-year degree with hostel residence, the cash element alone comes to a meaningful sum, and the fee waiver removes the largest single recurring cost of an arts and science degree at a government college.

What documents are required?

Document Mandatory Notes
Community certificate Yes BC, MBC or DNC status
Aadhaar card Yes Portal authentication
Aadhaar-linked bank passbook Yes In the student's own name
UMIS ID Yes Issued through the college
College bonafide certificate Yes Course, year and fee structure
Class 12 mark sheet Yes Basis of admission
Income certificate No No ceiling applies, but colleges often collect it for the file
Fee receipt No Only for reimbursement claims

The community certificate is the document that decides everything. Obtain it from the Tahsildar or through an e-Sevai centre before the academic year starts, not after the college announces its scholarship cut-off date.

How to apply for the Free Education Scheme

  1. Complete your admission to the three-year degree course at the government or government-aided arts and science college, and obtain your UMIS ID from the college office.
  2. Obtain the community certificate from the Tahsildar or through an e-Sevai centre if you do not already hold one, and keep a scanned copy.
  3. Open or confirm an Aadhaar-linked bank account in your own name, checking that the name spelling matches Aadhaar exactly.
  4. Log in to the Unified State Scholarship Portal at umis.tn.gov.in with your UMIS ID and select the Free Education Scheme for three-year degree courses.
  5. Fill in the application with your personal details, community, course, year of study, college, hostel status and bank account details.
  6. Upload the scanned documents; community certificate, Aadhaar, bank passbook first page, class 12 mark sheet and the college bonafide certificate.
  7. Submit the application and save the reference number and acknowledgement.
  8. Follow up with the college scholarship section, which verifies the application online and forwards it to the District Backward Classes and Minorities Welfare Officer for sanction.

How to check your scholarship status

  1. Log in to umis.tn.gov.in with your UMIS ID and open the status screen, which shows whether the application is pending with the college, forwarded, sanctioned or returned.
  2. Ask the college scholarship section whether institution-level verification is complete. Most applications that appear stuck are waiting there rather than at the district.
  3. Check the college fee register or your fee account to confirm the concession has been applied.
  4. Check the bank account for the Rs 400 monthly hostel allowance, if you are a hosteller.
  5. Escalate in writing to the District Backward Classes and Minorities Welfare Officer where the application has been forwarded but not sanctioned.

Common reasons applications are rejected, and how to fix them

  • Community certificate not produced or expired. The claim has no basis without it. Apply to the Tahsildar with your parents' community certificate, the ration card and the birth certificate.
  • Bank account not Aadhaar-linked or not in the student's name. The commonest technical rejection. Complete Aadhaar seeding at the branch and re-upload the passbook page.
  • UMIS ID not generated. The student cannot log in without it. Ask the college office; it is issued institutionally, not by the student.
  • Name mismatch between Aadhaar, community certificate and the college record. Correct at source; the portal matches on Aadhaar.
  • College has not verified the application. Follow up in person with the scholarship section, taking your acknowledgement reference.
  • Applied after the college's internal cut-off. Ask for the cut-off date at the time of admission.
  • Studying in an unaided self-financing college. Not curable under this scheme. Ask the college whether you were admitted under the government quota to a professional course, which has its own provision.
  • Assumed income disqualification and did not apply. There is no income ceiling for this scheme. Apply.

The academic-year cycle

  • June to August โ€” degree admissions completed and UMIS ID issued.
  • July to September; community certificate obtained and the online application filed.
  • September onwards: college verification and district sanction.
  • Each academic year: renewal on the portal with a fresh bonafide certificate.

Renewal is not automatic. A second-year and third-year student must file again, and students who assume continuity are the largest single group that loses the benefit midway through a degree.

Help and grievance redressal

  • College scholarship section, the first and usually most effective point of contact.
  • District Backward Classes and Minorities Welfare Officer, sanction and escalation.
  • Backward Classes Welfare Department: bcw.tn.gov.in
  • Unified State Scholarship Portal: umis.tn.gov.in
  • e-Sevai helpline for community and income certificates: 1800 425 6000
  • Chief Minister's Special Cell: cmhelpline.tn.gov.in

Applying is free. No college, officer or intermediary may charge a fee for filing, verifying or sanctioning the scholarship, and any such demand should be reported to the District Backward Classes and Minorities Welfare Officer.
