Destitute Differently Abled Pension Scheme
Tamil Nadu state government scheme
Destitute Differently Abled Pension Scheme pays Rs 1,000 a month to destitute differently abled persons in Tamil Nadu with a certified disability of 40 per cent and above, along with free dhoti and saree at Pongal and Deepavali. Apply at the Taluk office or a Tamil Nadu e-Sevai centre with the disability certificate and a destitution certificate.
What is the Destitute Differently Abled Pension Scheme?
Destitute Differently Abled Pension Scheme is one of Tamil Nadu's social security pensions, administered by the Revenue and Disaster Management Department through the Special Deputy Collector or Special Tahsildar for Social Security Schemes in every district, under the policy of the Social Welfare and Nutritious Meal Programme Department. The scheme pays Rs 1,000 a month to a destitute differently abled person with a certified disability of 40 per cent and above.
The scheme exists because disability and destitution compound each other. A person with a significant disability in a poor Tamil Nadu household often cannot earn, cannot travel to work, and needs money spent on them for medicines, transport and aids. Where there is also no family able to support them, the position is not merely poor but destitute in the technical sense the state uses; no income, negligible assets, and nobody legally or practically maintaining the person. That is the case this pension is written for.
Two figures are commonly confused and it is worth separating them clearly:
- Rs 1,000 per month is the Destitute Differently Abled Pension, paid by the Revenue Department on the social security pension track, requiring destitution and 40 per cent disability.
- Rs 1,500 per month is the maintenance allowance for severely differently abled persons, paid by the Department for the Welfare of Differently Abled Persons to persons with 75 per cent and above disability. Tamil Nadu increased this allowance to Rs 1,500.
These are different schemes with different offices, different conditions and different forms. A person with 80 per cent disability should be checking the maintenance allowance, not only the destitute pension. A person with 45 per cent disability and no family support belongs on the destitute pension track.
Both are separate again from the Indira Gandhi National Disability Pension Scheme, the centrally sponsored pension for below poverty line persons with severe disability. No person draws two of these at once.
Who is eligible, and who is not eligible?
You can apply if:
- You have a certified disability of 40 per cent or above, from a government medical board.
- You meet the age condition: district listings state 18 years and above, and Pudukkottai district records that applicants aged below 18 may receive an age relaxation from the District Collector.
- You are destitute: you have no income from any source.
- Your fixed assets are below the ceiling the district applies. Pudukkottai publishes fixed assets valued below Rs 50,000.
- You have no adult supporting relative, no son, son's son or equivalent relative aged 18 and above normally residing with you and able to maintain you.
- You are a resident of Tamil Nadu.
You are not eligible if:
- Your certified disability is below 40 per cent.
- Your disability certificate is from a private hospital or clinic. Only a government medical board certificate is accepted, and this is not negotiable.
- You have income from any source: employment, a shop, rent or a regular recorded remittance.
- You have an adult supporting relative in the household able to maintain you. This is the condition most applications fail on.
- Your fixed assets exceed the district's ceiling.
- You already draw another government pension โ old age, widow, deserted wife, agricultural labourer, family pension, service pension, or the Indira Gandhi National Disability Pension. Two pensions are not paid to one person.
- You are not resident in Tamil Nadu.

| Disability certificate | Yes | Government medical board, 40 per cent and above |
| Aadhaar card | Yes | Identity and payment seeding |

Carry originals with one self-attested photocopy set. The two documents that decide the case are the disability certificate and the destitution or income certificate.
How to apply for the destitute differently abled pension
- Obtain or renew the disability certificate. Attend the district medical board at the government hospital and get the certificate stating the type and percentage of disability. If you hold a UDID card, carry it. A certificate that has expired or that shows a percentage below 40 will stop the application at the first scrutiny.
- Apply for the income or destitution certificate at the Taluk office or through a Tamil Nadu e-Sevai centre. The Tahsildar issues it after a Village Administrative Officer enquiry into income, assets and household composition.
- Open a bank or post office savings account in the applicant's own name and get it Aadhaar-seeded. The pension is credited to that account.
- Collect the pension application form from the social security section at the Taluk office, or at an e-Sevai centre.
- Fill the form completely: name, age, nature and percentage of disability, village, and a plain statement of having no income, no significant assets and no supporting relative.
- Attach self-attested copies of the disability certificate, Aadhaar, age proof, ration card, income or destitution certificate, bank passbook and photographs.
- Submit the application to the Special Deputy Collector or Special Tahsildar for Social Security Schemes at the Taluk office and take an acknowledgement with a reference number and date.
- Attend the field enquiry. The Revenue Inspector or VAO visits to verify the disability, income, assets and who lives in the household. Be present if you can, since an enquiry conducted in the applicant's absence often records the household as supporting.
- Check the bank account after sanction for the first monthly credit, and obtain the pension payment order.
How do you check the status of an application or payment?
Tamil Nadu processes these pensions on the state Old Age Pension system at oap.tn.gov.in, which is a departmental back office rather than a citizen portal. The practical routes:
- Keep the acknowledgement slip from the Taluk office.
- Follow up at the Taluk office social security section with the reference number, and ask whether the VAO enquiry report has been returned.
- After sanction, check the passbook or account statement for the monthly credit.
- Keep the pension sanction number and payment order, every later query needs them.
- Use the Tamil Nadu government helpline 1100 or the District Collector's weekly grievance day for a file that has stopped moving.
Why do applications get rejected, and how are they fixed?
- Disability below 40 per cent. Where the condition has worsened since assessment, apply to the medical board for reassessment and re-certification before reapplying.
- Private hospital certificate. Attend the government medical board camp; the district publishes the schedule.
- A supporting relative in the household. An adult son or daughter on the same ration card is the commonest ground for rejection. Where the relative genuinely does not maintain the applicant, record that with the VAO, and consider a separate ration card where the household really is separate.
- Assets above the ceiling. Property recorded in the applicant's name, even if not producing income, is counted. Get the revenue records checked first.
- Already drawing another pension. The system matches Aadhaar against existing pension records. Compare the amounts and keep the higher one.
- Bank account not in the applicant's own name. A pension cannot be credited to a parent's or spouse's account. Open an account for the applicant, with a guardian arrangement if necessary.
- Name or date-of-birth mismatch across the Aadhaar, disability certificate and bank account. Correct the records before applying.
- Age below the district's threshold without a Collector's relaxation on file.
What should a pensioner do after sanction?
- Keep the account active and Aadhaar-seeded. Failed credits are almost always a KYC or seeding problem, not a sanction problem.
- Respond to periodic verification. Districts re-verify pensioners; a missed verification suspends the pension until the pensioner attends.
- Renew the disability certificate if it carries a validity period, and lodge the renewed certificate with the Taluk office.
- Collect the free dhoti and saree at Pongal and Deepavali, and the free rice entitlement, through the ration shop or as announced by the Taluk office.
- Report any change of address so that the pension record follows the pensioner.
Where can a pensioner raise a grievance?
- The Special Deputy Collector or Special Tahsildar for Social Security Schemes at the Taluk office or district collectorate.
- The Tahsildar for certificate problems, and the government medical board for certificate percentage disputes.
- The District Differently Abled Welfare Officer at the collectorate, for disability certification and for the department's own schemes.
- The District Collector's weekly grievance day.
- The Tamil Nadu government helpline 1100.
- The Commissionerate of Revenue Administration and Disaster Management, Chennai, through cra.tn.gov.in.
- The State Commissioner for the Differently Abled, for a rights complaint under the Rights of Persons with Disabilities Act, 2016.
No fee is payable for a pension application, and no agent can secure a sanction.
What else should a differently abled applicant check?
| Scheme | What it gives |
|---|---|
| Maintenance allowance, severe disability | Rs 1,500 per month for 75 per cent and above disability |
| Indira Gandhi National Disability Pension | Centrally sponsored pension for BPL persons with severe disability |
| Aids and appliances | Free tricycles, motorised tricycles, wheelchairs, hearing aids, modular limbs |
| Self-employment subsidy | One-third of the loan or Rs 10,000, whichever is less |
| Aavin parlour scheme | Support to run an Aavin milk parlour, published by districts at Rs 50,000 subsidy and deposit |
| Marriage assistance | Rs 25,000 with 8 g gold; Rs 50,000 with 8 g gold for degree and diploma holders |
| Scholarships for differently abled students | Assistance in recognised schools and colleges |
| Travel concession | Bus and rail concessions for the person and an escort |
| Differently Abled Welfare Board | Accident, funeral, delivery, spectacles and children's education benefits for registered members |
An applicant should treat the disability certificate as the master key. Once it exists, the Taluk office handles the pension and the District Differently Abled Welfare Office handles everything else, and registering with the Tamil Nadu Differently Abled Welfare Board during the same round of visits is what makes the board's later accident, funeral and family benefits claimable.

Where does one apply?
