Construction of Free Houses for Tribals (Tamil Nadu)
Tamil Nadu state government scheme
Construction of Free Houses for Tribals is a Tamil Nadu scheme under which the government builds houses free of cost for Scheduled Tribe families who already hold a free house site patta. Under the Tholkudi scheme, 1,874 houses were built for houseless tribal families in 2024-25 at a cost of Rs 58.99 crore.
What is the Construction of Free Houses for Tribals scheme?
Construction of Free Houses for Tribals is a housing scheme of the Adi Dravidar and Tribal Welfare Department, Government of Tamil Nadu. Under it, the government builds a house free of cost for a houseless Scheduled Tribe family that already holds a free house site patta. The family does not construct the house and does not pay for it; government agencies execute the work and hand over the completed dwelling.
The Tamil Nadu tribal welfare programme published by district administrations states the condition plainly: houses are provided to tribals who are having free house site patta. That single sentence carries the whole logic of the scheme, land first, then the structure.
Why the two-step design. Landlessness and houselessness are separate problems and Tamil Nadu addresses them in sequence. The department first runs the Issuance of Free House Site Patta to Adi Dravidar and Scheduled Tribes scheme, acquiring land through negotiation or under land acquisition law and issuing pattas. Only once a family holds title to a plot can a house be built on it legally and durably. Building on unpattaed or forest land would leave the family with an asset they could never regularise, which is why the patta is a hard prerequisite rather than a formality.
The house site itself, from the department's 2025-26 policy note:
| Area | Extent of land provided |
|---|---|
| Rural | 3 cent |
| Municipality | 1½ cent |
| Corporation | 1 cent |
The annual income ceiling of beneficiaries under the patta scheme is fixed at Rs 1,00,000. In 2024-25 a fund of Rs 6.00 crore was allocated and 1,478 beneficiaries were given free house site pattas; for 2025-26 an amount of Rs 26.00 crore has been allocated to the patta scheme.
The construction itself. The department's current vehicle is the Tholkudi scheme, implemented over four years at Rs 1,000 crore, at Rs 250 crore a year split as Rs 225 crore capital and Rs 25 crore revenue expenditure, to improve basic amenities: houses, roads, drinking water and street lights: in tribal habitations. Under Tholkudi in 2024-25, the policy note records that 1,874 houses are being constructed for economically backward houseless Scheduled Tribes at a cost of Rs 58.99 crore, which works out to roughly Rs 3.15 lakh per house.
In parallel, the Tamil Nadu Adi Dravidar Housing and Development Corporation (TAHDCO) reports construction of 2,356 houses for tribal welfare at a cost of Rs 135.65 crore underway under state government works, alongside 132 tribal welfare works for hostels, schools, community halls and basic infrastructure worth Rs 136.31 crore.
Who is eligible, and who cannot apply?
You are eligible if:
- You belong to a Scheduled Tribe in Tamil Nadu and hold a valid community certificate.
- You already hold a free house site patta issued by the Adi Dravidar and Tribal Welfare Department. This is the defining condition of the scheme.
- You are houseless. The department's own wording for the current round is "economically backward houseless Scheduled Tribes".
- Your annual family income is within Rs 1,00,000, the ceiling fixed for the linked patta scheme.
- Your habitation falls within a district or Integrated Tribal Development Project area with a sanctioned target for the year.
You cannot apply, or are not eligible, if:
- You do not hold a free house site patta. Apply for the patta first; the district office handles both, and the two are sanctioned in sequence, not together. The department's condition for the patta scheme is that the petitioner should not possess any land or house of their own and should not hold a government job.
- You already own a house, anywhere. Houselessness is verified before sanction.
- Your income exceeds Rs 1,00,000 a year.
- You are not a Scheduled Tribe member. Adi Dravidar families are covered by the parallel components for Scheduled Castes, and other poor households by rural and urban housing programmes; this specific component is for tribal families.
- You want a cash grant to build the house yourself. Under this scheme the construction is carried out by government authorities. Self-build cash-instalment housing runs through different programmes.
- The district target is exhausted for the year, in which case the case is carried forward rather than refused.
How to apply for a free house
- Obtain your community certificate from the Tahsildar, an e-Sevai centre or the Tamil Nadu e-District portal, if you do not hold one.
- Apply for a free house site patta at the District Adi Dravidar and Tribal Welfare Officer's office at the district collectorate, if you do not already have one. Attach the community certificate, income certificate showing income within Rs 1,00,000, ration card, Aadhaar and a declaration that you own no land or house and hold no government job.
- Once the patta is issued, apply in the same office for construction of a free house, quoting the patta number, survey number and extent.
- Register with the Integrated Tribal Development Project office for your hill area or habitation, which maintains the habitation-wise list used for Tholkudi works.
- Attend the beneficiary verification. Officers confirm houselessness, income, the patta and that the site is fit to build on — access, drainage and soil all matter, and a site that cannot be reached by a vehicle can delay a sanction.
- Allow the executing agency to build. TAHDCO, and in some works the DRDA or the Forest Department under Tholkudi, carry out construction. The family does not tender or contract for the work.
- Take handover and keep the documents. Retain the patta, the sanction order and the handover record; they are what establish your title later.

What comes with the house
Tholkudi is a habitation-development scheme, not only a housing scheme, so the house arrives inside a wider package. In 2024-25 the department records, under the same scheme:
- Basic infrastructure works in tribal areas at Rs 84.57 crore.
- Link roads laid in forest villages at Rs 51.47 crore, for the benefit of the tribal community.
- Ten Point of Care Testing machines, cell counter machines for anaemia testing and 20 new mobile medical units at Rs 7.00 crore.
The Comprehensive Tribal Development Programme, implemented through TAHDCO, adds land development and house improvement, construction of toilets, bathrooms and kitchens, borewells and water supply, and electrical maintenance work. The items that turn a shell into a habitable home.
How to check the status of your application
Tamil Nadu does not publish an online tracker for tribal housing sanctions. In practice:
- Ask the District Adi Dravidar and Tribal Welfare Officer whether your name appears in the approved list for the year and against which scheme head.
- Ask the Project Officer, Integrated Tribal Development Project, for the habitation-wise position under Tholkudi.
- Ask the TAHDCO district office for the construction stage once a house has been sanctioned, since TAHDCO is the executing agency for most of these works.
- Call the Directorate of Tribal Welfare, Chennai on 044-28516689 or email dir.dtw@tn.gov.in if the district office does not respond.
Why applications fail
- No free house site patta, which is a bar rather than a delay. Apply for the patta first.
- Already owning a house or land, which disqualifies the applicant under the linked patta conditions.
- Income above Rs 1,00,000 a year.
- A government job in the family, which the patta scheme conditions exclude.
- Site unfit or inaccessible for construction, which stalls an otherwise valid sanction until the site issue is resolved.
- Annual district target exhausted, a deferral rather than a rejection.
Where to raise a grievance
- District Adi Dravidar and Tribal Welfare Officer, at the district collectorate, the first and most important contact.
- Project Officer, Integrated Tribal Development Project, for hill-area habitations.
- TAHDCO district office, for construction quality and delay.
- Directorate of Tribal Welfare, Chennai to 044-28516689, dir.dtw@tn.gov.in.
- Tamil Nadu e-Sevai grievance portal, for a written, trackable petition.
A free house site patta and a free house are both issued without charge. No agent can arrange either, and no payment should be made to anyone to be included in a beneficiary list.

Frequently asked questions
Who builds the house under this scheme?
The government builds it. Construction is carried out by government agencies — principally the Tamil Nadu Adi Dravidar Housing and Development Corporation (TAHDCO), and in some works the District Rural Development Agency — rather than by the family, which is what distinguishes this from a cash housing grant.
Do I need a house site patta first?
Yes. The scheme provides free houses to tribals who already possess free house site pattas. If you do not hold one, the first step is to apply for a free house site patta from the same department.
How many houses has Tamil Nadu built for tribal families recently?
Under the Tholkudi scheme in 2024-25, 1,874 houses were being constructed for economically backward houseless Scheduled Tribes at a cost of Rs 58.99 crore. Separately, TAHDCO reports construction of 2,356 houses for tribal welfare at a cost of Rs 135.65 crore underway.
How large is a free house site patta?
Three cents in rural areas, one and a half cents in a municipality and one cent in a corporation area, according to the department's 2025-26 policy note.
What is the income limit?
The annual income ceiling of beneficiaries under the free house site patta scheme has been fixed at Rs 1,00,000. The same ceiling governs entry into the linked house construction benefit in practice.
What is the Tholkudi scheme?
Tholkudi is Tamil Nadu's tribal habitation development scheme, implemented over four years at Rs 1,000 crore — Rs 250 crore a year, split as Rs 225 crore capital and Rs 25 crore revenue expenditure — to improve houses, roads, drinking water and street lights in tribal habitations and support livelihoods.
Can I sell the house after it is built?
Free house site pattas and government-built houses carry restrictions on alienation for a prescribed period. Check the conditions endorsed on your patta before entering into any transaction, and ask the District Adi Dravidar and Tribal Welfare Officer in writing.
Where do I apply?
Apply to the District Adi Dravidar and Tribal Welfare Officer at the district collectorate, or to the Project Officer of the Integrated Tribal Development Project covering your habitation.
