Death Certificate in Tamil Nadu
Tamil Nadu state government scheme
Death Certificate in Tamil Nadu is registered and issued by the Registrar of Births and Deaths of the local body where the death occurred, and Tamil Nadu runs its own civil registration portal, crstn.org, under the Chief Registrar of Births and Deaths. Certificates for deaths registered from 1 January 2018 onwards can be downloaded from that portal free of cost. Every death must be reported within 21 days under the Registration of Births and Deaths Act 1969.
What is a death certificate in Tamil Nadu?
A death certificate in Tamil Nadu is the certified extract of the death register kept by the Registrar of Births and Deaths of the local body in whose area the death occurred. Tamil Nadu issues it under the Registration of Births and Deaths Act 1969, and the Chief Registrar of Births and Deaths, Tamil Nadu, supervises the state's civil registration system.
Tamil Nadu is one of the few states that runs its own civil registration portal rather than depending only on the national one. The state portal is crstn.org, operated by the Chief Registrar of Births and Deaths, Tamil Nadu, in association with the Greater Chennai Corporation's EDP cell. The portal carries death certificate download, the death reporting form, the institutional and non-institutional Medical Certificate of Cause of Death forms, and a public dashboard of reported and registered events. The national Civil Registration System at dc.crsorgi.gov.in works alongside it.
The registers themselves are local. In rural Tamil Nadu the registrar is the Village Panchayat or the Town Panchayat, under the Rural Development and Panchayat Raj Department. In towns and cities the registrar is the Municipality or the zonal office of a Municipal Corporation; Greater Chennai, Coimbatore, Madurai, Tiruchirappalli, Salem, Tirunelveli, Erode, Vellore, Thoothukudi, Thanjavur, Dindigul, Hosur, Nagercoil, Avadi, Tambaram, Kancheepuram and Karur; under the Municipal Administration and Water Supply Department.
The registrar for a death is the one whose area the death fell in, not the one where the family lives. A death at Rajiv Gandhi Government General Hospital in Chennai is registered by the Greater Chennai Corporation zone covering that hospital, even if the family's home is in Thanjavur district. This territorial rule is the single point Tamil Nadu families get wrong most often, because the state's large government medical college hospitals draw patients from several districts.
The Tahsildar and the Revenue Department do not sign death certificates in Tamil Nadu. Revenue handles income, community, nativity and legal heir certificates through the e-Sevai and Tamil Nadu e-District system. The death register belongs to the panchayat, town panchayat, municipality or corporation.
Since 1 October 2023, the Registration of Births and Deaths (Amendment) Act 2023 has applied in Tamil Nadu. It makes the Medical Certificate of Cause of Death compulsory from every medical institution, with a copy to the nearest relative, and it allows a death to be reported through the Civil Registration System with the certificate delivered electronically to the informant's registered email and mobile number.
Who can and who cannot apply?
You can apply for a Tamil Nadu death certificate if the death occurred inside Tamil Nadu and you are one of the persons the Registration of Births and Deaths Act 1969 recognises as an informant or an interested party:
- The nearest relative, spouse, son, daughter, father, mother, brother or sister of the deceased.
- The head of the household in which the death occurred.
- The medical officer in charge of the hospital or nursing home where the death took place, who reports it to the registrar directly and issues the MCCD.
- The jail superintendent for a death in prison, and the officer in charge for a death in a hostel, lodge, hotel or public institution.
- The village headman or the police officer in charge, for an unclaimed or abandoned body.
- Any person who later needs a certified copy for a bank, insurer, pension office, property or succession matter.
You cannot apply in Tamil Nadu for a death that occurred outside Tamil Nadu. A Tamil family whose relative died in Bengaluru, Mumbai, Kerala or the Gulf must obtain the certificate from the authority there; for a death abroad, the Indian mission in that country handles the registration route, not a Tamil Nadu panchayat or corporation.
You are also not eligible for a fresh registration where the death is already entered, the correct request there is a certified copy or a correction to the existing entry. A registrar will hold the file where the death is under police investigation and the post-mortem cause of death has not been released, and where the applicant can show no relationship to or interest in the deceased.
Tamil Nadu applies no income limit, no community condition and no nativity test to a death certificate. Residence only decides which registrar holds the register.
What documents are required?
- Report of Death in Form 2, signed by the informant.
- Medical Certificate of Cause of Death, on the institutional or non-institutional MCCD form carried on crstn.org.
- Cremation, burning ghat or burial ground receipt where the death happened at home.
- Identity proof of the deceased — Aadhaar, PAN, voter ID, smart ration card or passport.
- Identity proof of the applicant, with proof of relationship where the applicant is not the household head.
- Proof of the deceased's residence in the panchayat or ward: property tax receipt, electricity bill or family card.
- Affidavit stating the date, time and place of death, for a home death with no doctor and for delayed registration.
- Order under Section 13(3), only where the death is more than one year old.
How to get a death certificate in Tamil Nadu: step by step
- Collect the Medical Certificate of Cause of Death from the hospital, or the burning ghat or burial ground receipt for a death at home. A hospital in Tamil Nadu also reports the death through crstn.org directly.
- Identify the correct registrar, the Village Panchayat, Town Panchayat, Municipality or Municipal Corporation zonal office for the place where the death occurred, not where the family lives.
- File the Report of Death in Form 2 within 21 days, with the medical certificate or cremation receipt, the identity proof of the deceased and your own identity proof, and keep the acknowledgement.
- Wait for the registrar to make the entry and note the registration number. A report inside 21 days carries no penalty; beyond that the registrar quotes the late fee under the state rules before accepting the file.
- Download the certificate from crstn.org, which provides birth and death certificates for registrations from 1 January 2018 onwards free of cost. Inside Greater Chennai, the Corporation's own death certificate download on chennaicorporation.gov.in serves the same purpose.
- For a pre-2018 death, apply at the local body that holds the register, or through an e-Sevai centre, and pay the published per-copy fee at that counter.
How do you check the application status?
Follow up with the panchayat, municipality or corporation zonal office that received the Form 2 report, quoting the acknowledgement number. Once the entry is made, crstn.org shows the record and allows the download for registrations from 1 January 2018 onwards, so a successful search on the portal is itself confirmation that the registration is complete. Where the report went through dc.crsorgi.gov.in, the national portal tracks the registration number and emails the certificate to the informant.
For an assisted follow-up, the Tamil Nadu e-Governance Agency's e-Sevai helpline is 1100, and Greater Chennai Corporation's citizen assistance line is 1913. For an escalation on a stalled file, the Block Development Officer supervises panchayat registrars, the Commissioner supervises municipal and corporation registrars, and the Chief Registrar of Births and Deaths, Tamil Nadu, is the state authority above them.
Why are death certificate applications rejected in Tamil Nadu?
- The death was never reported in Form 2, so no register entry exists to certify.
- The application went to the local body of the family's residence rather than of the place of death. The commonest error where a patient was moved to a government medical college hospital in another district.
- The name or age does not match between the hospital record, the Aadhaar and the family card, or the Tamil and English spellings of the name differ across documents.
- No MCCD and no burial or cremation receipt was attached for a death at home.
- The death is more than one year old and no order under Section 13(3) accompanies the file.
- The death is under police investigation and the cause of death is not yet finalised.
- The search on crstn.org returns nothing because the death was registered before 1 January 2018, which the portal does not cover. This is not a rejection, and the local body still holds the record.
What does it cost, and what about agents?
Tamil Nadu charges nothing to download a death certificate from crstn.org for a death registered from 1 January 2018 onwards. For older records and for counter copies, the fee is the amount published at the panchayat, municipality or corporation counter or at the e-Sevai centre, and reporting the death inside the 21-day window carries no penalty at all.
No clerk, panchayat secretary, ward officer or middleman is entitled to anything beyond the published fee. Anyone offering an "urgent" Tamil Nadu death certificate for a few thousand rupees is filing the same Form 2 you can file yourself, and the file still waits for the same registrar's entry. Keep the counter receipt, take a demand for money to the Commissioner or the Block Development Officer, and use 1100 or 1913 to log a complaint.
What do you need the death certificate for in Tamil Nadu?
A Tamil Nadu death certificate is the document every downstream office starts from: closing bank and post office accounts, claiming life insurance and EPFO or state pension dues, transferring the LPG connection and the TANGEDCO electricity service connection, removing the name from the family card and the electoral roll, and moving an inheritance forward. It is also the base document for the legal heir certificate issued by the Tahsildar and for the transfer of patta in the revenue record, both of which the Revenue Department will not process without it. Because each of those offices keeps a copy permanently, families order five or six certified copies together, or keep the crstn.org download available to print again.

Frequently asked questions
Who issues a death certificate in Tamil Nadu?
The Registrar of Births and Deaths of the local body where the death took place issues the death certificate in Tamil Nadu — the Village Panchayat or Town Panchayat in rural areas, the Municipality in a town, and the zonal registrar of a Municipal Corporation such as Greater Chennai, Coimbatore, Madurai, Tiruchirappalli, Salem or Tirunelveli in the cities. The Chief Registrar of Births and Deaths, Tamil Nadu, supervises the system; the Tahsildar and the Revenue Department do not issue it.
What is the official Tamil Nadu portal for a death certificate?
crstn.org is Tamil Nadu's own civil registration portal for births and deaths, run by the Chief Registrar of Births and Deaths, Tamil Nadu, along with the Greater Chennai Corporation EDP cell. The portal carries death certificate download, the death reporting form and both the institutional and non-institutional MCCD forms, alongside the national CRS portal at dc.crsorgi.gov.in.
Is the Tamil Nadu death certificate download free?
Yes — crstn.org states that birth and death certificates for registrations from 1 January 2018 onwards can be downloaded from the portal free of cost. For a death registered before 1 January 2018, the family has to approach the local body that holds the register, where the counter fee published by that panchayat, municipality or corporation applies per certified copy.
Within how many days must a death be registered in Tamil Nadu?
A death must be reported to the registrar within 21 days of its occurrence in Tamil Nadu, as everywhere in India, under the Registration of Births and Deaths Act 1969. Delayed registration remains possible under Section 13 with a late fee, and a registration more than one year after the death needs an order under Section 13(3).
Where do I download a Chennai death certificate?
Greater Chennai Corporation publishes its death certificate download on its own online services page at chennaicorporation.gov.in, and points hospitals to crstn.org for birth and death registration. The Corporation's citizen complaint and assistance line is 1913. For a death inside the GCC limits, the zonal registrar of the zone where the death occurred holds the register.
Can I get a Tamil Nadu death certificate at an e-Sevai centre?
Yes, the Tamil Nadu e-Governance Agency runs e-Sevai centres across the state as assisted counters for citizen services, with a toll-free helpline on 1100. An operator files the request for you against the local body record; the registrar of the place of death still approves the entry, and the centre charges only the published service charge.
A relative from another state died in Tamil Nadu — who registers it?
The Village Panchayat, Town Panchayat, Municipality or Corporation zone of the place where the death occurred registers it, regardless of where the deceased lived. A visitor from Kerala, Karnataka or Andhra Pradesh who dies in Tamil Nadu is registered by that Tamil Nadu local body, and the family collects the certificate from it. No registrar in the home state can issue or convert that entry.
How many copies of the death certificate should I order in Tamil Nadu?
Order at least five certified copies, because the bank, the insurer, the pension or EPFO office, the electricity and LPG transfer, and the patta transfer or mutation of property each keep a copy permanently. Where the death is registered from 1 January 2018 onwards, crstn.org lets you print further copies free, which removes the need to queue again.
