Indira Gandhi National Disability Pension Scheme - Tamil Nadu
Tamil Nadu state government scheme
Indira Gandhi National Disability Pension Scheme in Tamil Nadu pays a monthly pension of Rs 1,000 to persons aged 18 years and above who have a disability of 80 per cent or more, or severe and multiple disabilities, and who belong to below poverty line households. Applications are filed through e-Sevai centres with the national disability certificate and UDID.
What is the Indira Gandhi National Disability Pension Scheme in Tamil Nadu?
Indira Gandhi National Disability Pension Scheme is the disability component of the central National Social Assistance Programme, implemented in Tamil Nadu by the Revenue and Disaster Management Department with the Department for the Welfare of Differently Abled Persons supporting the disability assessment side. The pension answers a specific problem: an adult with a severe disability often cannot earn at all, and the household carries both the loss of income and the cost of care.
Tamil Nadu pays Rs 1,000 a month under the scheme. The central programme meets a share per beneficiary and the state government adds the rest so that the rate matches the state's other social security pensions.
Who the scheme is built for
- Adults aged 18 and above whose assessed disability is 80 per cent or more.
- People with severe and multiple disabilities, where more than one condition compounds the loss of function.
- Households below the poverty line, since the pension is social assistance rather than a contributory entitlement.
Who is eligible for the disability pension in Tamil Nadu?
You can apply if:
- You are 18 years of age or above.
- Your disability is assessed at 80 per cent or above, or you have severe and multiple disabilities, certified by the notified medical authority.
- Your household is below the poverty line.
- You are a resident of Tamil Nadu.
You cannot apply if:
- Your assessed disability is below 80 per cent. This is a hard threshold and no field officer can waive it; the correct step is a fresh assessment by the medical board if the earlier certificate understates the condition.
- You are below 18 years of age. Children are supported through the scholarship, early intervention and special school schemes of the Department for the Welfare of Differently Abled Persons.
- You are already drawing another social security pension from the state. Only one pension per person is allowed.
- You draw a service pension or family pension from a government or public sector source.
- Your household is assessed as above the poverty line.

How to apply for the Indira Gandhi National Disability Pension in Tamil Nadu
- Obtain a disability certificate from the notified medical authority, the medical board at the government headquarters hospital, or an assessment camp organised by the District Differently Abled Welfare Officer. Ensure the certificate states the percentage of disability.
- Register for a UDID card if you do not already hold one. It is not a substitute for the certificate but it makes every later verification easier.
- Visit an e-Sevai centre or Common Service Centre and ask for the Revenue Department's Indira Gandhi National Disability Pension Scheme service, carrying the disability certificate, Aadhaar, ration card, age proof, photograph and bank passbook.
- Have the operator fill the application with your personal details, disability details, household income position and bank account, upload the documents, and collect the acknowledgement with the reference number.
- Cooperate with the field enquiry conducted by the Village Administrative Officer, who verifies the household's circumstances and the applicant's condition.
- Await sanction by the Tahsildar or Revenue Divisional Officer, after which the monthly credit begins in the account given in the application.
How to apply offline
- Collect the pension application form from the Taluk Office or from the Village Administrative Officer.
- Attach the disability certificate, Aadhaar, ration card, age proof, photograph and bank passbook copy.
- Submit it at the taluk office counter and take a dated acknowledgement.
- Ask the District Differently Abled Welfare Officer for help if the disability certificate itself is the missing piece; that office organises assessment camps and guides applicants to the medical board.
How much is paid, and how does payment continue?
The pension is Rs 1,000 a month, credited to the beneficiary's own bank or post office account. Payment continues so long as eligibility lasts, and there is no fixed term.
Two things stop a running pension more often than any change in the beneficiary's condition. The first is a dormant or KYC-incomplete bank account, which bounces the credit. The second is a missed periodic verification or life certificate, which the taluk office can restore in a single visit. Neither cancels the entitlement; both stop the money until fixed.
Where the beneficiary is bedridden or unable to reach a branch, the Village Administrative Officer arranges local disbursement so that the pension actually reaches the person.
How to check your disability pension status
- Take the acknowledgement receipt to the e-Sevai centre and ask for the application status on the portal.
- Ask the Taluk Office pension section for the file position, quoting the reference number.
- Confirm with the Village Administrative Officer whether the enquiry report has been forwarded, since this is the most common stalling point.
- Once sanctioned, check the bank passbook for the monthly credit and for any arrears paid from the month of sanction.
Why disability pension applications are rejected, and how to fix them
- Disability certified below 80 per cent. Apply for reassessment by the medical board if the condition has progressed or was under-assessed.
- Certificate issued by an authority that is not notified, or a certificate without a stated percentage. Get a fresh certificate from the government medical board.
- Household assessed above the poverty line in the field enquiry.
- Already drawing another pension, which the system flags on the Aadhaar number.
- Applicant below 18 years โ apply again on turning 18, and use the differently abled welfare department's child schemes in the meantime.
- Bank account problems; account not in the applicant's name, dormant, or not Aadhaar-seeded.
Getting the disability certificate, which is the real hurdle
For most applicants the pension application is easy and the certificate is hard. The percentage of disability is assessed by a medical board at a government hospital, usually the district headquarters hospital, and the assessment must state a percentage rather than merely name a condition.
Three routes exist:
- District headquarters hospital medical board, which sits on notified days. Ask the District Differently Abled Welfare Officer for the schedule rather than turning up blind.
- Assessment camps organised in blocks and taluks by the District Differently Abled Welfare Office, which bring the board to the applicant. These matter most for people who cannot travel.
- UDID registration, the national Unique Disability ID system, which issues a card carrying the assessed percentage and removes the need to carry a paper certificate to every office thereafter.
An applicant whose condition has worsened since an earlier certificate should ask for reassessment rather than assume the old percentage is final. Progressive conditions are frequently under-assessed at first contact, and a reassessment that crosses 80 per cent converts an ineligible file into an eligible one.
Help and grievance redressal
- Taluk Office pension section, for status, defects and reinstatement of a stopped pension.
- District Differently Abled Welfare Officer, for disability certification, UDID and assessment camps.
- Commissionerate for the Welfare of the Differently Abled helpline 1800-425-0111.
- Revenue Divisional Officer and District Collector's grievance day, for appeals against rejection.
- tnesevai.tn.gov.in, for the service list, prescribed forms and centre locations.
Apart from the small notified e-Sevai service charge, no payment is due at any stage. A demand for money to obtain a disability certificate or to sanction a pension should be reported to the District Collector's office.

Frequently asked questions
How much is the disability pension in Tamil Nadu?
Tamil Nadu pays Rs 1,000 a month under the Indira Gandhi National Disability Pension Scheme. The central National Social Assistance Programme meets a share and the state government meets the balance.
What percentage of disability is needed for this pension in Tamil Nadu?
A disability of 80 per cent or above, or severe and multiple disabilities, assessed and certified by the notified medical authority. A certificate below that threshold does not qualify for this particular pension.
What is the minimum age for the disability pension?
The applicant must be 18 years of age or above. Children below 18 with disability are supported through other schemes of the Department for the Welfare of Differently Abled Persons rather than through this pension.
Who is not eligible for the disability pension?
A person whose assessed disability is below 80 per cent, a person below 18 years, a person from a household above the poverty line, and a person already drawing another government pension are not eligible.
How do I apply for the disability pension in Tamil Nadu?
Apply through any e-Sevai centre with the disability certificate, Aadhaar, ration card, age proof and bank passbook, or submit the application at the Taluk Office. The Village Administrative Officer conducts the field enquiry.
Do I need a UDID card?
A valid disability certificate from the notified medical authority is the operative document, and the UDID card is accepted as proof where it has already been issued. Applicants without either should first attend a disability assessment camp or the government hospital medical board.
Can a person get both the disability pension and the maintenance allowance?
Tamil Nadu allows only one social security pension per person, so a beneficiary must choose. The maintenance allowance for intellectually disabled persons is run by the Department for the Welfare of Differently Abled Persons on its own terms.
How is the pension paid each month?
The Rs 1,000 is credited to the beneficiary's own bank or post office account. Where the beneficiary cannot travel to a branch, local disbursement is arranged through the Village Administrative Officer.
