Scheme of Conferring 'Kalaimamani' Award
Tamil Nadu state government scheme
Kalaimamani Award is Tamil Nadu's highest state honour for artistes, conferred by the Tamil Nadu Eyal Isai Nataka Manram. Each awardee receives a gold medal and a certificate of appreciation, and 1,924 artistes have been honoured so far across Eyal, Isai, Natakam, Natyam, Cinema, folk arts and television.
What is the Kalaimamani Award?
Kalaimamani Award is the highest honour the Government of Tamil Nadu confers on an artiste. It is implemented by the Tamil Nadu Eyal Isai Nataka Manram, a body under the Department of Art and Culture, Government of Tamil Nadu, and is described by the department as the scheme of conferring State level 'Kalaimamani' awards to the artistes for recognizing their contribution in the field of arts. The department elsewhere puts it as an award for the artiste's yeoman service.
The Manram's own list of functions places the Kalaimamani scheme first, alongside sanctioning financial assistance for professional drama and dance-drama troupes, conducting cultural festivals, promoting traditional Tamil arts abroad, encouraging budding artistes, giving grants for the publication of rare books on arts, and documenting rare art forms.
What the awardee receives. The Department of Art and Culture's Policy Note for 2025-26 records that a gold medal of 5 sovereigns (40 grams) and a certificate of appreciation are given to each Kalaimamani awardee. Media reports of individual conferment ceremonies have described medals of a different weight, so the figure to rely on is the one in the department's own Policy Note.
The scale. 1,924 artistes have been conferred with this award so far. The department's State Awards page splits that total across nine heads:
| Field | Awards conferred |
|---|---|
| Isai (music) | 573 |
| Cinema | 460 |
| Natakam (drama) | 268 |
| Natyam (dance) | 183 |
| Folk arts | 150 |
| Eyal (literature) | 114 |
| Isai Natakam | 91 |
| Other arts | 58 |
| Television | 27 |
| Total | 1,924 |
Alongside Kalaimamani, the Manram confers three All India Level Awards. The Bharathi award for literature, the M.S. Subbulakshmi award for music and the Balasaraswathi award for dance.
Who is eligible for the Kalaimamani award, and who is not eligible?
An artiste is considered if:
- The artiste works in one of the nine fields the award covers — Eyal, Isai, Natakam, Natyam, Cinema, Isai Natakam, folk arts, television or other arts.
- The artiste has given long and distinguished service in that field. The award is for a body of work, not for a single performance or production.
- The artiste belongs to Tamil Nadu or has served the state's arts.
- The artiste's standing is on record with the Manram or the Department of Art and Culture, which is why registration and the artist identification card matter.
There is no income condition, no educational qualification and no fixed minimum age for the honour itself.
An artiste is not eligible if:
- The work falls in painting or sculpture rather than the performing and literary arts. A painter or sculptor is not eligible for Kalaimamani and should look to the Kalaichemmal Awards, the department's honour for traditional and contemporary painters and sculptors, carrying a citation plaque, a cash award of Rs 1,00,000 and a certificate, given to 6 eminent artists every year.
- The artiste is at the beginning of a career. Young artistes are covered instead by the Manram's encouragement grants of Rs 5,000 to Rs 10,000 to budding vocalists, Bharathanatyam dancers and instrumentalists, which have gone to 1,993 beneficiaries, and by the District Art Awards.
- The artiste has already received the Kalaimamani. It is a once-in-a-lifetime honour.
- The applicant is seeking financial relief rather than recognition. That is a different door: the Manram sanctions Rs 3,000 per month to aged indigent artistes, Rs 25,000 as one-time family maintenance to the families of deceased renowned artistes, and Porkizhi of Rs 1,00,000 to senior Kalaimamani awardees living in indigent circumstances.
How to apply for or be nominated for the Kalaimamani award
Kalaimamani is conferred on selection by the Government on the Manram's recommendation. There is no citizen application form open through the year. What an artiste can do is make sure the name, the record and the supporting evidence are before the Manram when the list is drawn up.
- Register as an artiste with the Department of Art and Culture and obtain the artist identification card. 86,050 identification cards have been issued to artistes; the card is the department's own recognition of a practising artiste and carries travel concession and priority in government cultural programmes.
- Build and keep the record; programme notices, recordings, film and television credits, press coverage, institutional letters, and the years of service in the art form. The Manram assesses a career, so the record has to show one.
- Route the nomination through the Manram. Nominations reach the Tamil Nadu Eyal Isai Nataka Manram from arts institutions, sabhas, associations, district art societies and the department's own registers. Submit the biodata and the record of service to the Manram at the Department of Art and Culture with Aadhaar and residence proof.
- Use the District Art Society at your district collectorate as the local channel. The society, headed by the District Collector, identifies artistes for district honours and its record is a natural feeder into state-level recognition.
- Wait for the Government's announcement. Awardees are announced by the Government and the medals and certificates are presented at a ceremony conducted by the Manram, generally by the Chief Minister.
- After conferment, claim the travel benefit. Approach the Manram for the arrangements for free travel on Tamil Nadu Government Transport Corporation buses.

What benefits follow the Kalaimamani award?
The honour is not only a medal. Two concrete benefits attach to it.
Free bus travel. As announced on the floor of the Assembly during the Demand for 2024-25, a financial assistance of Rs 1.008 crore has been sanctioned per year for free travel on Tamil Nadu Government Transport Corporation buses to the Kalaimamani awardees, and free travel by one assistant with the awardee if they have completed 60 years of age. For an older artiste who still travels to perform or teach, this is a real and continuing benefit.
Porkizhi. A cash award of Rs 1,00,000 is distributed to senior Kalaimamani artistes living in indigent circumstances. In 2024-25 it was presented to 10 senior Kalaimamani awardees, a total of Rs 10 lakh, by the Chief Minister on 26 February 2025. At the same event the Chief Minister presented Rs 2 lakh each to 5 authors publishing books on rare and valuable arts in Tamil, Rs 1.50 lakh each for producing and staging 5 new dramas and 5 new dance dramas in Tamil, and Rs 25,000 each for family maintenance to the legal heirs of 20 deceased artistes.
Separately, the Manram gives Rs 10,000 each to 500 folk artistes and troupes for purchasing musical instruments and costumes, and recommends the travel fare concession in train and government buses to drama artistes and art troupes for performing in outstations.
Why names do not come through
- No record with the Manram or the department. An artiste who has never registered and holds no identification card is often simply invisible to the selection process.
- Wrong field. Painters and sculptors are routed to Kalaichemmal, not Kalaimamani.
- Too early in a career. The award recognises long service. Young artistes should use the encouragement grants and the District Art Awards first.
- Thin documentation. A biodata without dates, venues and verifiable credits is hard to assess against the record of other nominees.
- Expecting money. The award carries a gold medal and a certificate; the cash support heads are separate and have their own conditions.
Where to ask and where to complain
- State level: the Tamil Nadu Eyal Isai Nataka Manram, which implements the Kalaimamani scheme, at the Department of Art and Culture.
- Department: the Department of Art and Culture at artandculture.tn.gov.in, where the State Awards page carries the lists of awardees.
- District level: the District Art Society at your district collectorate, headed by the District Collector.
- Regional level: the Regional Cultural Centres at Chennai, Kancheepuram, Thanjavur, Madurai, Salem, Tirunelveli, Tiruchirappalli and Coimbatore.
No fee is payable at any stage, and no intermediary can secure a Kalaimamani. The selection is made by the Government on the Manram's recommendation.
How to check the status of a Kalaimamani nomination
Kalaimamani has no online application, so there is no portal login or tracking number to check against. What exists instead is a nomination sitting somewhere in the Manram's records, and an artiste can and should follow up on it rather than simply wait for an announcement.
- Confirm the nomination actually reached the Manram. If a sabha, art society or district body claimed to have forwarded a name, ask that body for the date and reference it was sent on, since a nomination that never left the local office cannot be under consideration at the state level.
- Check registration status first. Before asking about the award itself, an artiste should verify their own artist identification card and registration are active with the Department of Art and Culture, since the Manram works from its own registers and a lapsed or incomplete registration is a common reason a name does not surface.
- Follow up with the District Art Society. For an artiste routed through the district collectorate, the District Art Society (headed by the District Collector) can confirm whether the artiste's name was included in the list it forwarded for that year.
- Write to the Manram directly. A letter or an in-person visit to the Tamil Nadu Eyal Isai Nataka Manram at the Department of Art and Culture, quoting the artiste's registration details and the year of nomination, is the direct way to ask whether a name is in the pool being considered.
- Watch the Government's own announcement. Kalaimamani names are not released through a status page; they are announced by the Government, usually around Tamil New Year or Independence Day, and published on the Department's State Awards page at artandculture.tn.gov.in. An artiste's name appearing there is the only definitive confirmation of selection.
- Use the helpline or contact page for anything unresolved. For queries that a local office cannot answer, artandculture.tn.gov.in/contact-us is the route to the Department of Art and Culture, which can point the enquiry to the Manram.
There being no fixed cycle or published shortlist stage, a "not yet selected" answer in one year does not mean a nomination was rejected. Nominations for long-serving artistes are commonly carried forward and reconsidered in later years, particularly when the record with the Manram keeps being updated with fresh credits and service years.
