Financial Assistance to the Legal Heir (Wife or Husband) of a Deceased Indigent Artist Who Was Receiving Financial Assistance (Tamil Nadu)
Tamil Nadu state government scheme
This Tamil Nadu Art and Culture Department scheme continues financial assistance of Rs 3,000 to the surviving wife or husband of a deceased indigent artist who was drawing the state's monthly assistance. The parent scheme pays Rs 3,000 a month to about 1,000 aged indigent artistes. Apply to the Tamil Nadu Eyal Isai Nataka Manram.
What is this scheme?
This scheme continues the state's financial assistance to an indigent artist to the artist's surviving wife or husband after the artist's death. It is administered by the Tamil Nadu Eyal Isai Nataka Manram, the state cultural body under the Department of Art and Culture, Government of Tamil Nadu. The Tamil Nadu government scheme directory records the assistance to the eligible legal heir at Rs 3,000.
The scheme only makes sense alongside its parent, so start there. Tamil Nadu runs a Scheme of Financial Assistance to Indigent Artists under which the Eyal Isai Nataka Manram sanctions Rs 3,000 per month to aged artistes living in indigent circumstances: people who gave their working lives to music, dance, drama or another art form and have reached old age with no savings, no pension and often no family support. About 1,000 artists have been carried on the rolls of that scheme.
When such an artist dies, two things happen at the Manram. The monthly assistance to the artist stops. And, under this scheme, the assistance can be continued to the surviving spouse, who has usually shared the same indigent circumstances for decades and is left with nothing at all.
Separately, and this is a distinction families frequently miss, the Manram also pays a one-time family maintenance grant of Rs 25,000 to the family of a deceased artiste, an amount raised from Rs 10,000, and paid to 496 bereaved families at the time of the department's reporting. That one-time grant and this continuation of assistance are different benefits with different conditions, and a family should ask about both.
One point of honest uncertainty deserves stating rather than glossing over. The department's published material describes the indigent artist assistance itself in clear terms; Rs 3,000 per month, but does not separately publish the periodicity at which the continued assistance to the legal heir is paid. The scheme directory records the figure as Rs 3,000. Ask the Tamil Nadu Eyal Isai Nataka Manram directly whether the continuation is monthly at the same rate, and do not assume either way.
Who is eligible for this assistance?
You can apply if:
- You are the wife or husband of a deceased artist.
- The deceased artist was actually drawing the financial assistance to indigent artists sanctioned by the Tamil Nadu Eyal Isai Nataka Manram at the time of death.
- You can produce the death certificate and the sanction order or payment record of the deceased's assistance.
- You can establish the spousal relationship through a legal heir certificate from the Tahsildar.
- You are resident in Tamil Nadu.
- You hold a bank account in your own name for the credit.
You are not eligible if:
- The deceased artist was never sanctioned the indigent artist assistance. There is nothing to continue, and the family should instead ask about the Rs 25,000 one-time family maintenance grant and about the state's destitute widow pension.
- You are not the spouse — a son, daughter, sibling or other relative. The scheme is expressly framed around the wife or husband as the legal heir.
- The artist is alive, in which case the assistance is paid to the artist.
- You are resident outside Tamil Nadu and cannot be verified.
- You have remarried, in which case the Manram will take a view on the facts; raise this with the Manram rather than leaving it undisclosed.
What the Eyal Isai Nataka Manram provides
Understanding the Manram's full set of schemes helps a family in this position see what else may be open to them:
| Scheme | Amount |
|---|---|
| Financial assistance to indigent artistes | Rs 3,000 per month |
| Family maintenance to families of deceased artistes | Rs 25,000, one time, raised from Rs 10,000; paid to 496 families |
| Continuation of assistance to the legal heir | Rs 3,000, as recorded in the scheme directory |
| Encouragement of talented young artistes | Rs 5,000 to Rs 10,000; 1,993 young artists supported |
| Instruments and costumes for folk artistes | Rs 2,000 to an individual artiste, Rs 6,000 to a troupe; 1,585 artistes and 307 troupes |
| Kalaimamani award | Conferred on 1,924 artistes |
The Manram also gives grants for drama and dance-drama production, supports inter- state and international cultural exchange, assists book publication, and gives travel concessions to performers. A bereaved artist household is often eligible for more than one of these, and the Department of Art and Culture in Chennai is the place to ask.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Death certificate of the artist | Yes | From the local body registrar |
| Sanction order or payment record | Yes | Proves the underlying assistance existed |
| Legal heir certificate | Yes | From the Tahsildar |
| Marriage proof | No | Marriage certificate or ration card |
| Aadhaar card | Yes | Identity and bank seeding |
| Bank passbook in the applicant's name | Yes | The credit is to the spouse's own account |
| Ration card or residence proof | Yes | Residence in Tamil Nadu |
| Income declaration | No | Supports the indigence element of the claim |
The legal heir certificate comes from the Tahsildar and can be applied for at any e-Sevai centre. It needs the death certificate first and takes a few weeks, so start it the same week the death is registered.
How to apply for the continuation of assistance
- Register the death and obtain the death certificate from the registrar of births and deaths of the municipality, corporation or panchayat.
- Inform the Tamil Nadu Eyal Isai Nataka Manram of the artist's death, through the Department of Art and Culture in Chennai on 044-28193157, and ask both for the continuation application form and about the Rs 25,000 one-time family maintenance grant.
- Apply for a legal heir certificate at the Tahsildar's office or through an e-Sevai centre, attaching the death certificate, ration card and your own identity documents.
- Gather the deceased artist's assistance papers, the sanction order from the Manram, and the bank statement showing the monthly credits. This document set is what proves the underlying sanction.
- Complete the application form, attaching the death certificate, the sanction order or payment record, the legal heir certificate, marriage proof, Aadhaar, your bank passbook, residence proof and photographs.
- Submit the application to the Tamil Nadu Eyal Isai Nataka Manram through the Department of Art and Culture, and collect a dated acknowledgement.
- Confirm the periodicity and rate at which the continued assistance will be paid, in writing, at the time of submission.
- Furnish a life certificate whenever the Manram requires it after sanction, as with any recurring assistance.
How to check the status of the claim
- Quote the acknowledgement reference to the Tamil Nadu Eyal Isai Nataka Manram, or to the Department of Art and Culture on 044-28193157.
- Ask whether the file is pending on verification of the deceased's sanction, on the legal heir certificate, or on sanction of the continuation.
- Check the bank account after sanction, since credits often arrive without separate intimation.
- Escalate through artandculture.tn.gov.in or the Chief Minister's Special Cell at cmhelpline.tn.gov.in.
Why claims fail, and how to avoid it
- The deceased was not on the indigent artist rolls. The fundamental bar. Check the papers before building a file, and ask instead about the Rs 25,000 one-time family maintenance grant.
- No legal heir certificate. A ration card alone does not establish heirship for a benefit that transfers a sanction. Apply to the Tahsildar early.
- Sanction order lost. Ask the Manram to trace the sanction from its own records, and supply the deceased's bank statement showing the monthly credits as supporting evidence.
- Bank account not in the applicant's own name, or not seeded to Aadhaar.
- Name mismatch between the death certificate, the sanction order, Aadhaar and the bank record. Tamil names transliterate inconsistently; align them at source.
- Delay in applying. The assistance to the artist stops at death, and nothing fills the gap until the continuation is sanctioned.
- Claim by a child rather than the spouse. The scheme is framed around the wife or husband; a child's claim must be taken to the Manram on its own facts.

Frequently asked questions
Who can claim this assistance?
The surviving wife or husband of a deceased artist who was drawing the Tamil Nadu financial assistance to indigent artists. The benefit is a continuation of an existing sanction to the spouse, not a fresh benefit for any artist's family.
How much is paid?
Rs 3,000, as recorded in the Tamil Nadu government scheme directory. The parent scheme — financial assistance to indigent artists — is paid by the Tamil Nadu Eyal Isai Nataka Manram at Rs 3,000 per month, so confirm the periodicity for the heir with the Manram when applying.
What if the deceased artist was never drawing the assistance?
Then this scheme does not apply, because there is no sanction to continue. The family should instead look at the Manram's one-time family maintenance grant of Rs 25,000 paid to the families of deceased artistes, and at the state's general destitute widow pension.
What is the Tamil Nadu Eyal Isai Nataka Manram?
The state cultural body under the Department of Art and Culture that runs Tamil Nadu's schemes for music, dance and drama artistes. It was set up as the Tamil Nadu Music and Drama Society and has carried its present name since 1973, and it sanctions the indigent artist assistance and the Kalaimamani awards.
Is there a separate one-time grant on an artist's death?
Yes. The Manram pays a one-time family maintenance grant of Rs 25,000 to the family of a deceased artiste, raised from Rs 10,000, and 496 bereaved families had received it at the time of the department's reporting. That is a different benefit from the continuation of a running assistance.
Where is the application submitted?
To the Tamil Nadu Eyal Isai Nataka Manram in Chennai, through the Department of Art and Culture. There is no online application, and the Department can be reached on 044-28193157.
How soon should the claim be made?
Immediately after the death certificate is available. The deceased artist's assistance stops on death, so every month of delay is a month with no income for a household that by definition has very little.
