What is the Kalai Mudhumani award?

Kalai Mudhumani is the senior-most of Tamil Nadu's five District Art Awards, given under the Scheme of Giving Awards to Eminent Artists run by the Department of Art and Culture, Government of Tamil Nadu. The award is delivered through the District Art Societies, which the department records as having been established in 1994 and headed by the District Collector, one society in every district.

The name translates roughly as "the elder of the arts", and Kalai Mudhumani is the award for artists above 65 years of age. It carries Rs 20,000 and a certificate of appreciation.

The District Art Awards are organised by age band, so that a schoolgirl learning Bharatanatyam and a seventy-year-old nadaswaram vidwan are never judged against each other. The five awards, at the rates published by the Department of Art and Culture, are:

Award Age group Amount
Kalai Ilamani Up to 18 years Rs 4,000
Kalai Valarmani 19 to 35 years Rs 6,000
Kalai Sudarmani 36 to 50 years Rs 10,000
Kalai Nanmani 51 to 65 years Rs 15,000
Kalai Mudhumani Above 65 years Rs 20,000
Total Rs 55,000

How many are given. The department states that District Art Awards are presented to 15 eminent artistes with 3 awards given in each category. That means three Kalai Mudhumani awards per district per year. In 2024-25, 690 eminent artistes were awarded in 16 districts.

The stated purpose of the District Art Societies is to identify various art forms, to preserve and promote traditional Tamil arts, and to recognise talented artists by honouring them with district-level awards.

Who is eligible for the Kalai Mudhumani award, and who cannot receive it?

You can be considered if:

  • You are above 65 years of age in the year the award is decided. This is the defining condition; below that age the correct award is Kalai Nanmani, Kalai Sudarmani, Kalai Valarmani or Kalai Ilamani.
  • You practise an art form recognised by the District Art Society, across the fields the Department of Art and Culture works in: vocal and instrumental music, nadaswaram and thavil, Bharatanatyam and other classical dance, drama, folk arts, painting and sculpture.
  • You are a resident of the district whose District Art Society is inviting applications.
  • You can show a record of public performance or work in your art form across your career.

You cannot receive Kalai Mudhumani if:

  • You are 65 years or below. Younger artists are not eligible for this particular award and must apply in their own age band.
  • You apply in a district other than your own. Each District Art Society honours the artists of its own district.
  • You apply outside the announced window. Applications are invited through a press release issued by the District Collector, and late applications are not placed before the committee.
  • You are seeking ongoing financial support. Kalai Mudhumani is a one-time honour, not a pension, and this is the point applicants most often misunderstand.

There is no income condition and no community condition for a District Art Award. This is a recognition of artistic eminence, not a welfare grant. An aged artist in genuine financial distress should separately approach the Tamil Nadu Eyal Isai Nataka Manram, which sanctions Rs 3,000 per month as financial assistance to aged indigent artistes, and which gives Porkizhi worth Rs 1,00,000 to senior Kalaimamani awardees living in indigent circumstances.

How to apply for the Kalai Mudhumani award

  1. Watch for the press release. The chairman of the District Art Society, that is the District Collector, invites applications for the District Art Awards through a newspaper press release. There is no standing online form.
  2. Collect the application form from the District Art Society office at the collectorate, or from the Regional Cultural Centre serving your district. The Regional Cultural Centres are at Chennai, Kancheepuram, Thanjavur, Madurai, Salem, Tirunelveli, Tiruchirappalli and Coimbatore.
  3. Attach age proof establishing that you are above 65 years, Aadhaar, birth certificate, ration card or a pension record.
  4. Assemble the evidence of your career โ€” programme notices, press cuttings, photographs, recordings, certificates from Voluntary Cultural Organisations, and any earlier awards including District Art Awards in lower age bands.
  5. Submit the application to the District Art Society within the date given in the press release, with a passport-size photograph, Aadhaar and a bank passbook copy in your own name, and keep the acknowledgement.
  6. Wait for the selection committee. An award selection committee headed by the District Collector scrutinises the applications and selects the qualified artists.
  7. Receive the award at the district function, where the Rs 20,000 and the certificate of appreciation are presented, usually by the Minister or the District Collector.

What documents are required?

Document Mandatory Notes
Age proof Yes Must establish age above 65 years
Evidence of artistic career Yes Notices, cuttings, photographs, recordings, earlier awards
Institutional recommendation No From a cultural organisation, music school or art body
Passport-size photograph Yes For the application and the identification card
Aadhaar card Yes Identification
Bank passbook Yes The award amount is credited to the artist's account

What else does a Kalai Mudhumani awardee get?

The cash is not the only thing worth having. The Department of Art and Culture issues artist identification cards, and the department records that 86,050 identification cards have been issued so far. The card lets the holder:

  • Obtain financial assistance from the Government under the department's schemes.
  • Get priority to perform in cultural programmes organised by the Government, which for a senior artist is often the real value.
  • Avail travel concession, and the Tamil Nadu Eyal Isai Nataka Manram separately recommends train and government bus fare concessions to drama artistes and art troupes performing outstation.

A district award is also the recognised step towards the state honours, Kalaimamani, which carries a gold medal of five sovereigns (40 grams) and a certificate of appreciation and has been conferred on 1,924 artistes so far, and Kalaichemmal for painters and sculptors, which carries Rs 1,00,000, a citation plaque and a certificate, with six eminent artists awarded every year.

How the selection actually works

  1. The District Art Society, one per district, established in 1994 and headed by the District Collector, identifies the art forms practised in the district and the artists working in them.
  2. The Government constitutes the award selection committee with the District Collector as chairman.
  3. The chairman issues a press release in the newspapers inviting applications for the District Art Awards.
  4. Applications are received and scrutinised by the committee.
  5. Three artists are selected in each of the five age categories, so 15 artists per district. The number of awards per district was raised from 5 to 15 from 2021-22.
  6. The awards are presented at a public function in the district.

Because three Kalai Mudhumani awards are given in every district each year, and the field is limited to artists above 65 in that district, the realistic odds for a long-serving artist are far better than for a state-level honour. That is the most useful thing a senior artist can know before applying.

Why Kalai Mudhumani applications fail, and how to fix them

  • Missed the window. The press release is the only announcement, so ask the District Art Society in advance when applications are usually invited, and check district newspapers.
  • Age not documented. An artist above 65 with no birth certificate should use the ration card, a school record, or the old-age pension record as age proof.
  • No evidence of the career. Fifty years of temple and village performances often leave nothing on paper. Ask a Voluntary Cultural Organisation, a sabha, or the Regional Cultural Centre to certify the artist's standing in writing.
  • Applied in the wrong age band. An artist of 64 must apply for Kalai Nanmani; a claim filed for Kalai Mudhumani will simply not be considered.
  • Applied outside the home district. Apply where you reside.

Where to ask and where to complain

  • District level: the District Art Society at your district collectorate, chaired by the District Collector.
  • Regional level: the Regional Cultural Centres at Chennai, Kancheepuram, Thanjavur, Madurai, Salem, Tirunelveli, Tiruchirappalli and Coimbatore.
  • State level: the Department of Art and Culture through the contact page at artandculture.tn.gov.in.

No fee is charged for a District Art Award application, and no intermediary can secure an award. Selection rests entirely with the Collector-headed committee.

How to check your Kalai Mudhumani application status

There is no online portal or tracking ID for a District Art Award, so status has to be checked the way the application itself was submitted, that is offline, through the District Art Society.

  1. Keep the acknowledgement you received when you submitted the form. The District Art Society office at the collectorate does not issue a formal receipt number in most districts, so the date-stamped copy of your own application, or a simple acknowledgement slip, is what you will refer back to.
  2. Call or visit the District Art Society office at your District Collectorate a few weeks after the application window closes. Ask specifically whether the award selection committee, headed by the District Collector, has met and finalised the list for that year.
  3. Check with the Regional Cultural Centre covering your district (Chennai, Kancheepuram, Thanjavur, Madurai, Salem, Tirunelveli, Tiruchirappalli or Coimbatore) if the Collectorate office is unable to give you an update, since the centre often has the same information from the department.
  4. Watch for the public announcement. Selected artists are not usually informed by a personal letter well in advance; the result becomes known when the district function is announced and the list of awardees for each of the five age categories, including Kalai Mudhumani, is released, generally through local newspapers and the Collectorate.
  5. If a full year has passed with no award function and no communication, write to or visit the District Art Society again, and if there is no response, escalate to the Department of Art and Culture directly through the contact page at artandculture.tn.gov.in, quoting the district, the year of application and the age category applied under.
  6. Do not expect a rejection letter. Because the award is decided by shortlisting a fixed number of names (three per age category per district) out of all applicants, an artist who is not selected typically hears nothing rather than receiving a formal rejection, so silence past the year's award function is the practical sign that the application was not selected that cycle, and reapplying in the next year's window remains open.
