Does Tamil Nadu issue a senior citizen ID card?

Tamil Nadu does not list a Senior Citizen Identity Card as a service on TN e-Sevai, the state's single window for citizen services run by the Tamil Nadu e-Governance Agency (TNeGA). The Revenue Department's e-Sevai menu is long, community certificate, nativity certificate, income certificate, first graduate certificate, deserted woman certificate, agricultural income certificate, family migration certificate, unemployment certificate, widow certificate, certificate for loss of educational records, inter-caste marriage certificate, legal heir certificate, OBC certificate, residence certificate, small or marginal farmer certificate, solvency certificate, no male child certificate, unmarried certificate, pawn broker licence, money lender's licence and e-Adangal services, and there is no senior citizen card in it. District e-Sevai listings, such as the one Salem district publishes, show the same set.

Knowing this saves an elderly applicant a wasted trip. What Tamil Nadu actually runs is a system where age proof plus a Revenue Department residence document does the work a card would do, and where the substantive senior citizen benefit. The old age pension; is applied for directly on the same portal rather than through a card.

TN e-Sevai groups its offerings into revenue services, pension schemes including old age pension, widow pension, farmer support and disability assistance, boiler and fire safety registrations, and drug and pharmacy licensing. The senior citizen's business is in the first two groups.

Who can and who cannot apply?

You can use the Tamil Nadu senior citizen route if you are 60 years of age or above and reside in Tamil Nadu. Sixty is the age Tamil Nadu works to, in line with the central Maintenance and Welfare of Parents and Senior Citizens Act. For a Residence Certificate you must be residing in the taluk where the application is filed; for a Nativity Certificate the question is where you or your family originate.

You cannot apply for a Tamil Nadu senior citizen identity card as such, because no such service is notified on e-Sevai — a request for one at a taluk office has no form behind it. You are also not eligible for a Residence Certificate on a short-term stay, and you are not eligible for the state old age pension merely by reaching 60: that sanction applies its own income and destitution conditions, and applicants already drawing certain other pensions are excluded.

There is no caste condition and no gender condition on the age and residence documents themselves.

What documents does a Tamil Nadu senior citizen need?

Build the file once:

  • Date of birth proof, Aadhaar, birth certificate, SSLC book or transfer certificate, passport, or a Pension Payment Order for a retired employee. This is the document every concession counter in Tamil Nadu actually reads.
  • Aadhaar card, required for e-Sevai citizen registration.
  • Residence proof for the taluk: ration card, voter ID, electricity bill or property tax receipt.
  • Passport-size photograph in the format the upload screen states.
  • A mobile number belonging to the senior citizen, because e-Sevai registration is OTP-based and every status alert goes to that number.

Add a bank passbook copy and an income certificate only when you move on to the old age pension application, where money is being sanctioned and paid.

How to apply on TN e-Sevai for senior citizen documents

  1. Register as a citizen. Go to tnesevai.tn.gov.in/Citizen/Registration.aspx, enter your name, mobile number and Aadhaar details, and verify the OTP. TN e-Sevai requires this registration before any service can be filed online.
  2. Log in and open the Revenue Department services from the e-Sevai service list, and select Residence Certificate or Nativity Certificate depending on which document the office asking for it wants.
  3. Fill the application form with your name as it appears on Aadhaar, parentage, date of birth, and the full address with village or ward, taluk and district.
  4. Upload the age proof, Aadhaar, residence proof and photograph within the file size limits shown on the upload screen.
  5. Pay the fee displayed on the payment screen by net banking, card or UPI, and save the application number printed on the acknowledgement.
  6. Apply separately for the old age pension from the pension schemes group on the same portal if you meet the income conditions, attaching the income certificate and bank passbook.

How to apply offline through an e-Sevai centre or CSC

  1. Visit the e-Sevai centre attached to your taluk office, or any Common Service Centre, carrying originals and photocopies of the age proof, Aadhaar and residence proof.
  2. Ask the operator to file the Revenue Department application in your name, it goes into the same online queue as a self-filed application.
  3. Give the mobile number that belongs to you, not the operator's, so the OTP and status messages reach you.
  4. Pay the government fee plus the notified operator charge and collect the printed acknowledgement with the application number.
  5. Download the digitally signed certificate from your own e-Sevai login when it is issued, or collect the print from the same centre.

How do you check the status of an application?

Track the application with the number on your acknowledgement using the status option on the e-Sevai citizen portal. The file typically moves through submission, verification by the Village Administrative Officer, scrutiny at the taluk, and approval by the Tahsildar. If it stalls, TN e-Sevai publishes the toll-free number 1800 425 6000 and the helpdesk email tnesevaihelpdesk@tn.gov.in, both of which handle application-level queries. TNeGA itself is at the 7th floor, PT Lee Chengalvarayan Naicker Building, Chennai 600002.

What does it cost, and what about agents?

Each TN e-Sevai service carries the government fee shown on that service's payment screen, plus the notified operator charge where you file through a Common Service Centre. Nothing else is payable. No Village Administrative Officer, taluk clerk or e-Sevai operator is entitled to a cash payment on the side, and the portal generates a receipt for what you do pay.

Be especially careful with anyone selling a "Tamil Nadu senior citizen card". Tamil Nadu does not issue one, so the product does not exist and the transaction is at best a repackaged residence certificate. Elderly applicants are a standing target for OTP fraud: never read out the one-time password that arrives on your phone, and never hand Aadhaar and bank details to an unlisted agent who approaches you at home. File yourself or at a listed e-Sevai centre, and report a demand for extra money to the e-Sevai helpline.

Why do Tamil Nadu applications get rejected?

  • The date of birth on the form does not match the age proof attached.
  • The applicant does not reside in the taluk where the residence certificate was filed.
  • Names differ across Aadhaar, the ration card and the application.
  • Uploaded scans are unreadable or attached to the wrong document slot.
  • A nativity certificate is applied for where a residence certificate was actually wanted, or the reverse.
  • For the old age pension, the declared income crosses the scheme's limit, or the applicant already draws an excluded pension.
  • The mobile number given belongs to an agent, so the applicant never sees the OTP or the status alerts.

What else should a senior citizen in Tamil Nadu do?

Once age and residence are documented, use the documents. Apply for the old age pension on TN e-Sevai if you meet the conditions, since that is the state's substantive senior citizen benefit rather than any card. Keep the age proof handy for transport, bank and hospital concessions, all of which read a date of birth. Where a parent or senior citizen is being denied maintenance by children or relatives, the Maintenance Tribunal route under the Maintenance and Welfare of Parents and Senior Citizens Act is a statutory remedy available through the district administration. And note the national Ayushman Bharat PM-JAY cover for Indians aged 70 and above, which is registered separately from any Tamil Nadu service.

Documents required

Proof of date of birth
Aadhaar, a birth certificate, an SSLC or transfer certificate, a passport or a Pension Payment Order. Age is the fact every senior citizen concession in Tamil Nadu is decided on.

Ration card, voter ID, electricity bill or property tax receipt for the address in the taluk where the application is filed.
Passport-size photograph

Income certificateoptional
Not needed for age or residence proof, but required for the Tamil Nadu old age pension, which applies its own income and destitution conditions.

Frequently asked questions

Does Tamil Nadu issue a senior citizen identity card on e-Sevai?

No — the TN e-Sevai portal does not list a Senior Citizen Identity Card among its services, and the Revenue Department menu runs from community, nativity and income certificates through legal heir, widow, unemployment and solvency certificates without a senior citizen entry. Tamil Nadu seniors use age proof plus an e-Sevai residence or nativity certificate instead.

What is the TN e-Sevai helpline number?

TN e-Sevai publishes the toll-free number 1800 425 6000 and the helpdesk email tnesevaihelpdesk@tn.gov.in for portal, application and certificate queries. The Tamil Nadu e-Governance Agency that runs the portal is based at the PT Lee Chengalvarayan Naicker Building in Chennai.

At what age does a person become a senior citizen in Tamil Nadu?

Sixty years is the age Tamil Nadu and the central Maintenance and Welfare of Parents and Senior Citizens Act use for senior citizen status. Some individual concessions and pensions apply a higher age or an additional income test on top of that.

Which certificate proves I live in Tamil Nadu?

The Residence Certificate and the Nativity Certificate, both issued by the Revenue Department through TN e-Sevai, are the two documents that establish residence in Tamil Nadu. Which one a particular office asks for depends on whether it wants current residence or place of origin.

How do I register on the TN e-Sevai portal?

Register at tnesevai.tn.gov.in/Citizen/Registration.aspx with your name, mobile number and Aadhaar details, then verify the OTP sent to that mobile number. Citizens must complete this registration before any e-Sevai service can be applied for online.

Can I apply for the Tamil Nadu old age pension on e-Sevai?

Yes — TN e-Sevai lists pension schemes including old age pension alongside widow, farmer and disability assistance, so the application can be filed through the same portal or a CSC. The pension is a separate sanction with its own income and destitution conditions, not an automatic consequence of turning 60.

What does an e-Sevai application cost?

TN e-Sevai services carry the government fee shown on the payment screen for that service, plus the notified operator charge if you file through a Common Service Centre. No officer at a taluk office is entitled to a cash payment beyond that.

How long is a Tamil Nadu residence or nativity certificate valid?

A nativity certificate records a fact of origin that does not change, so it does not carry an expiry date. Individual departments and colleges nonetheless often ask for a recently issued copy, which is easy to obtain because the certificate can be re-downloaded from the e-Sevai login.
