EWS (Economically Weaker Section) Certificate in Uttarakhand

Uttarakhand state government scheme

Quick answer

An EWS Certificate in Uttarakhand is the Income and Asset Certificate for Economically Weaker Sections, listed as its own service on the Apuni Sarkar e-Services portal at eservices.uk.gov.in, which has replaced the old edistrict.uk.gov.in address. The Tehsildar issues it after Lekhpal verification, and the same application can be filed at a Tehsil counter or a Common Service Centre.

Benefit
An Income and Asset Certificate issued by the Tehsildar that proves you qualify for the 10% EWS reservation in central and Uttarakhand government jobs and college admissions
How to apply
Both — online on the Apuni Sarkar e-Services portal, or at a Tehsil counter or Common Service Centre

What is an EWS certificate in Uttarakhand?

An EWS certificate in Uttarakhand is the Income and Asset Certificate for Economically Weaker Sections, issued by the Tehsildar under the Revenue Department of the Government of Uttarakhand. It is what a general-category candidate produces to claim the 10% reservation created by the 103rd Constitutional Amendment, which inserted Articles 15(6) and 16(6) into the Constitution in January 2019.

Uttarakhand delivers this through Apuni Sarkar, the state's e-Services portal at eservices.uk.gov.in run by the Information Technology Development Agency (ITDA). Apuni Sarkar lists the "Economically Weaker Section (EWS) Certificate" as a service in its own right, alongside the income certificate, the caste certificate and the permanent residence certificate. Apuni Sarkar replaced the older edistrict.uk.gov.in address, which is the single most common source of confusion for Uttarakhand applicants, old blog posts and even some district pages still point to the retired portal.

The certificate is issued in the Government of India's prescribed format, usually printed as Annexure-I, "Income and Asset Certificate to be produced by Economically Weaker Sections". Central recruiting bodies such as UPSC, SSC, IBPS and the railway recruitment boards, and the NTA for NEET and JEE, all name that format specifically, and Uttarakhand's own recruitment and admission bodies accept the Tehsildar's certificate in the same format.

Uttarakhand's revenue geography shapes the process more than the rules do. Applications pass through the Lekhpal, the village-level revenue official, who physically verifies residence, family composition and land holding before the Tehsildar signs. In the hill districts, where a tehsil can cover dozens of scattered villages, that field step is where most of the elapsed time goes.

Who is eligible for an Uttarakhand EWS certificate?

You can apply if all of the following hold:

  • You are a permanent resident of Uttarakhand and belong to the general category, you are not covered by SC, ST or OBC reservation.
  • Your family's gross annual income is below Rs 8 lakh for the financial year preceding the year of application, counting salary, agricultural income, business profit, rent, pension and interest.
  • The family does not own five acres or more of agricultural land.
  • The family does not own a residential flat of 1,000 square feet or more.
  • The family does not own a residential plot of 100 square yards or more in a notified municipal area.
  • The family does not own a residential plot of 200 square yards or more outside notified municipal areas.

"Family" means the applicant, the applicant's parents, siblings below 18 years, the spouse, and children below 18 years. Holdings anywhere in India are added together before the limits are applied: two acres in Nainital plus three and a half acres in Udham Singh Nagar crosses the five-acre bar.

You cannot apply if you hold an SC, ST or OBC certificate. EWS was created for people outside every existing reservation, so the two statuses are mutually exclusive. You are also not eligible where the combined family income exceeds Rs 8 lakh, even if your own income is nil, a student is assessed on the parents' income, not their own. And a family owning a 1,050 sq ft flat in Dehradun is not eligible on any income, because the asset test operates independently of the income test.

A practical Uttarakhand point: applicants who have moved to Delhi or Uttar Pradesh for study or work but hold Uttarakhand permanent residence should apply where they ordinarily reside for official purposes. A certificate issued by another state's tehsildar will be accepted by central recruiters, but Uttarakhand state-quota processes will look for the Uttarakhand residence trail behind it.

What documents are required?

  • Aadhaar card of the applicant, and of the parents where the applicant is a student
  • Family register extract (parivar register nakal) from the Gram Panchayat secretary or Nagar Palika
  • Income certificate (aay praman patra), or salary slips, Form 16 and the income tax return
  • Permanent residence or domicile certificate of Uttarakhand
  • Khatauni land record extract for every parcel of agricultural land the family holds
  • School leaving or transfer certificate showing the caste entry
  • Notarised self-declaration affidavit of income and assets
  • Ration card as supporting household proof
  • Passport-size photograph, scanned for the online form

The family register extract deserves special attention in Uttarakhand. Nearly every revenue certificate in the state is built on the parivar register maintained at the panchayat, and if a family member is missing from it or the entries are out of date, the EWS file stalls. Get the register updated at the panchayat before you start the EWS application, not after the Lekhpal flags it.

The khatauni is the second pressure point. Uttarakhand land records are held tehsil by tehsil, so a family with ancestral land in a different tehsil must produce the khatauni from there as well.

How to apply for an EWS certificate in Uttarakhand online

  1. Register on Apuni Sarkar. Go to eservices.uk.gov.in and create a citizen account using your mobile number and Aadhaar. Do not use the old edistrict.uk.gov.in address; Apuni Sarkar is the live portal.
  2. Open the Economically Weaker Section (EWS) Certificate service from the services list. It is listed separately from the income certificate, and the two are not interchangeable.
  3. Fill the application form. Enter the applicant's details, every family member counted under the EWS definition, the gross annual family income for the preceding financial year, and the full asset declaration covering agricultural land, flat area and plot area.
  4. Upload the documents. Aadhaar, family register extract, income proof, permanent residence certificate, khatauni, caste entry proof, the notarised affidavit and the photograph. Scan each clearly and within the size limit the portal allows.
  5. Pay the fee shown on the payment screen and save the acknowledgement PDF. The application number on it is what you will quote at every follow-up.
  6. Cooperate with the Lekhpal's field verification. The Lekhpal visits to confirm residence, family composition and land holding, then files a report through the Kanungo and Naib Tehsildar to the Tehsildar.
  7. Download the digitally signed certificate from your Apuni Sarkar account once the status shows it issued, and check the name spelling, the financial year and the asset declaration before using it.

How to apply offline at a Tehsil counter or CSC

The offline route is fully live in Uttarakhand and matters in the hill districts where connectivity is thin. Go to the Tehsil counter of the tehsil where you ordinarily reside, or to any Common Service Centre (CSC) operating in your block.

Ask specifically for the EWS Income and Asset Certificate form, not the income certificate form, which produces a different document that recruiters will reject in its place. Fill it in the applicant's own name; a student above 18 applies personally, a minor's application is filed by a parent or guardian. Attach the family register extract, Aadhaar, income proof, permanent residence certificate, khatauni, caste entry proof and the notarised affidavit.

Pay at the counter and take the receipt. A CSC files the application into the same Apuni Sarkar workflow, so the acknowledgement number tracks online exactly as a self-filed application would, and the verification chain; Lekhpal, Kanungo, Naib Tehsildar, Tehsildar; is identical.

How do I check the status of my application?

Log in to your Apuni Sarkar account at eservices.uk.gov.in and open the application status page, where every application under your profile is listed with its current stage. An application filed at a CSC or Tehsil counter is tracked with the acknowledgement number printed on the receipt.

The status generally sits at one of three stages: pending Lekhpal verification, pending Naib Tehsildar scrutiny, or pending Tehsildar signature. That tells you whom to chase. A file stuck at the Lekhpal stage is best moved by visiting the Lekhpal's halqa office with a copy of the acknowledgement and the family register extract in hand.

If the portal is the problem — OTP not arriving, e-KYC failing, an upload rejected, or a payment deducted with no acknowledgement, use the help and contact links published on eservices.uk.gov.in and note the ticket number you are given.

How long is it valid, and does it need renewal?

The EWS Income and Asset Certificate is tied to a financial year, because the income test is defined against the financial year preceding the application. Recruitment advertisements and admission notices name the financial year the certificate must cover, a 2026 notice will usually demand a certificate for financial year 2025-26.

Treat it as an annual document rather than a lifetime one like your permanent residence certificate. Apply at the start of the recruitment or admission season: between obtaining the family register extract, the khatauni and the income certificate, and then waiting on the Lekhpal's visit, the full chain can run several weeks in a hill tehsil.

Why do EWS applications get rejected in Uttarakhand?

  • The family register extract is out of date or omits a member, so family composition cannot be confirmed.
  • The family holds five acres or more of agricultural land, found when khatauni entries from more than one tehsil are read together.
  • The applicant holds an SC, ST or OBC certificate: EWS and reserved status cannot be held together.
  • Income was declared for the wrong financial year; the test is the year preceding the application year.
  • A parent's pension or a spouse's salary was left out of the family income.
  • No permanent residence certificate or no usable residence trail in Uttarakhand.
  • The urban asset limits were ignored, a 1,000 sq ft flat disqualifies the family regardless of income.
  • Name or date-of-birth mismatch between Aadhaar, the school certificate and the family register.
  • The affidavit was not notarised or omitted a family member.

What does it cost, and what should you refuse to pay?

The EWS certificate in Uttarakhand is a government service delivered at the government's listed fee. Online, you pay only what the Apuni Sarkar payment screen shows at submission; at a Tehsil counter or CSC, only the amount printed on the receipt. Your other genuine costs are the notary charge on the affidavit, the panchayat's fee for the family register extract, the record fee for the khatauni, and photocopies.

No agent, "form filling centre" or consultant is authorised to charge a premium for an EWS certificate, and none of them can make the Lekhpal's visit happen sooner. A CSC operator is entitled only to the displayed service charge. If anyone quotes a package price to "get the certificate made", you are paying a private fee for a form you can file yourself, and a demand for money inside the Tehsil office to move a file is a bribe demand, not a fee.

Grievance and helpline route

Start with the Tehsildar, since the Tehsildar is the issuing authority. Submit a written reminder quoting the Apuni Sarkar application number and the date of filing, and keep a stamped copy.

Escalate next to the Sub-Divisional Magistrate (SDM) of your sub-division, and after that to the District Magistrate, whose office supervises revenue certificate issue across the district and runs the district grievance cell. District administrations in Uttarakhand, Almora among them, publish their certificate service pages and collectorate contacts online, and a written complaint routed there with the application number carries far more weight than a phone call.

For technical failures on Apuni Sarkar, use the support contacts published on eservices.uk.gov.in. For a demand for money beyond the receipted fee, complain in writing to the District Magistrate rather than to the tehsil.

Documents required

Aadhaar card of the applicant
Identity proof and the basis of the Apuni Sarkar profile. The Aadhaar must be linked to a working mobile number for the login OTP.
Family register extract (parivar register nakal)
Issued by the Gram Panchayat secretary or the Nagar Palika. Uttarakhand relies heavily on this document to fix exactly who counts as family, and almost every revenue certificate application asks for it.
Income certificate (aay praman patra) or income proof
The Revenue Department income certificate from Apuni Sarkar, or salary slips, Form 16 and the income tax return for salaried families.
Permanent residence or domicile certificate of Uttarakhand
Uttarakhand issues the permanent residence certificate on proof of long continuous residence in the state, and the EWS file is normally built on it.
Khatauni (land record extract)
Issued through the Revenue Department for every parcel of agricultural land the family holds. It establishes that the family is below the five-acre EWS limit.
Caste entry proof — school leaving or transfer certificate
Shows you are general category and not SC, ST or OBC, which is the first eligibility gate for EWS.
Self-declaration affidavit of income and assets
A notarised affidavit listing every family member counted under the EWS definition, their income, and their land, flat and plot holdings.
Ration cardoptional
Supporting household proof, commonly asked for alongside the family register.
PAN card of earning family membersoptional
Used to cross-check declared income against tax records.
Passport-size photograph
Scanned and uploaded with the Apuni Sarkar application.

Frequently asked questions

Which portal issues the EWS certificate in Uttarakhand?

The Apuni Sarkar e-Services portal at eservices.uk.gov.in carries the Economically Weaker Section (EWS) Certificate as its own listed service. Apuni Sarkar, run by the Information Technology Development Agency, has replaced the older edistrict.uk.gov.in address for Uttarakhand's revenue certificate services.

Who signs the EWS certificate in Uttarakhand?

The Tehsildar of your tehsil signs the Income and Asset Certificate, after the Lekhpal has verified residence, income and land holding on the ground. Government of India rules require an officer not below the rank of Tehsildar, which is exactly where Uttarakhand places the authority.

What is the income limit for EWS in Uttarakhand?

Gross annual family income must be below Rs 8 lakh for the financial year preceding the year of application. This limit is set by the Government of India and is identical across states, counting salary, agriculture, business, rent, pension and interest together.

Do I need an Uttarakhand permanent residence certificate first?

In practice yes — Uttarakhand tehsils build the EWS file on the permanent residence or domicile certificate, which establishes that you ordinarily reside in the state. Apply for the residence certificate on the same Apuni Sarkar portal if you do not already hold one.

Can I apply for EWS if I hold an OBC certificate in Uttarakhand?

No. A candidate holding an SC, ST or OBC certificate is not eligible for EWS, because the 10% EWS quota was created only for candidates outside every existing reservation. You cannot hold both statuses at once.

What is a Lekhpal verification and why does it delay my file?

The Lekhpal is Uttarakhand's village-level revenue official, and every EWS application is sent to the Lekhpal to physically check residence, family composition and land holding before the Tehsildar signs. In hill tehsils with scattered villages this field visit is the slowest step in the chain.

How long is an Uttarakhand EWS certificate valid?

An EWS Income and Asset Certificate is issued with reference to a financial year, and recruitment and admission notices normally specify the financial year the certificate must cover. Check the year printed on your certificate against the year the advertisement demands before submitting it.

What should I pay for an EWS certificate in Uttarakhand?

Only the government fee shown on the Apuni Sarkar payment screen, or the amount printed on the Tehsil or CSC receipt, plus the notary charge on your affidavit. No agent is authorised to charge extra or to promise faster issue for a premium.
