What is marriage registration in Uttarakhand now?

Marriage registration in Uttarakhand is no longer the ordinary Hindu Marriage Act or municipal exercise it is in most states. Uttarakhand brought the Uniform Civil Code into force on 27 January 2025, and marriage registration now runs through the dedicated UCC portal at ucc.uk.gov.in, operated by the Government of Uttarakhand. The same portal handles registration of live-in relationships, which no other Indian state does.

The practical effect for a couple is that Uttarakhand asks a single, common set of questions regardless of religion, and treats the date of the marriage as the key branching point. A marriage solemnised before 27 January 2025 and one solemnised on or after that date do not need identical papers.

Alongside the UCC route, the Department of Stamps and Registration at registration.uk.gov.in remains the office for solemnising a civil marriage under the central Special Marriage Act 1954 before the Marriage Officer, the route inter-faith couples and couples marrying a foreign national normally use. That statute requires a written notice, a 30-day public objection period, and solemnisation before the Marriage Officer with three witnesses.

Who can and who cannot register a marriage in Uttarakhand?

Couples who can apply:

  • Residents of Uttarakhand, proved by a domicile certificate, a utility bill or employer verification.
  • Couples married in Uttarakhand, of any religion. The UCC applies one procedure to all.
  • Couples married before 27 January 2025 who never registered.
  • Couples married on or after 27 January 2025, who additionally supply the officiant's certificate.
  • A party who is a non-Indian national, submitting a passport extract in place of the usual residency proof.
  • Previously divorced or widowed persons, on production of the decree or the death certificate.

Couples who cannot apply or will be rejected:

  • Anyone below the legal age of marriage on the date of the marriage.
  • A person whose earlier marriage still subsists. The UCC requires the divorce decree, or the death certificate of the former spouse, before a fresh marriage can be registered.
  • A person with a registered live-in relationship that has not been terminated, unless proof of its termination is filed.
  • Parties within a prohibited degree of relationship, unless they produce the certificate of custom and usage permitting that marriage, signed by community leaders.
  • Applicants who cannot establish Uttarakhand residency at all, and are not otherwise covered by the Act.

What does it cost and how long does it take?

The UCC service page publishes both figures plainly:

Service Fee Timeline
Standard registration Rs 250 15 days
Tatkal (expedited) registration Rs 2,500 3 days

Confirm the amount on the portal at the moment you apply. Uttarakhand has revised UCC registration charges since the code came into force, and the payment screen is the authority on what you owe today.

Everything else is free. There is no charge for the form, no charge for the checklist, no charge for status enquiries. Pay only through the portal's own payment gateway or at a Common Service Centre against a receipt. Middlemen who quote thousands of rupees for a "UCC certificate" are selling data entry you can do on a phone in twenty minutes, and Tatkal at Rs 2,500 is a government option available to you directly, not something an agent obtains on your behalf.

How to apply for a marriage certificate in Uttarakhand online

  1. Open the UCC portal at ucc.uk.gov.in and create a citizen account. Registration and login are done with your mobile number and Aadhaar-based identity verification.
  2. Choose "Registration of Marriage" from the service list on the portal.
  3. Select the date bracket of your marriage: before 27 January 2025, or on or after 27 January 2025. The document checklist the portal shows next changes based on this answer, so answer it accurately.
  4. Enter the details of both spouses: full names, dates of birth, addresses, religion, and the date and place of the marriage.
  5. Declare marital history. If either party was divorced, upload the divorce decree; if widowed, the death certificate of the former spouse; if a registered live-in relationship has ended, the proof of its termination.
  6. Upload the photographs. An individual photograph of each spouse, plus a couple photograph for a pre-27-January-2025 marriage or a wedding photograph for a later one, and the certificate from the officiant where the marriage is on or after that date.
  7. Upload residency and age proof for both parties; domicile certificate, utility bill or employer verification for residency, and a birth certificate, passport or driving licence for age. A non-Indian national uploads a passport extract.
  8. Choose Standard or Tatkal, pay the fee shown on screen, and save the acknowledgement number generated on submission.
  9. Respond to any query raised by the Registrar through the portal, re-uploading whatever is asked for.
  10. Download the certificate from your portal account once the Registrar approves the entry — 15 days for standard service, 3 days for Tatkal.

How do you apply without doing it yourself online?

Uttarakhand keeps the assisted route open for people who are not comfortable with the portal:

  1. Go to a Common Service Centre with the originals and copies of every document in the checklist above.
  2. Have the operator file the UCC marriage registration application on ucc.uk.gov.in on your behalf, and check the entered details on screen before submission, names and dates are what get printed on the certificate.
  3. Pay the government fee plus the CSC's own small service charge, and insist on a receipt showing both separately.
  4. Note the acknowledgement number and use it to track the application or to collect the certificate later.

For a civil marriage that is yet to take place, approach the Sub-Registrar / Marriage Officer of your district under the Department of Stamps and Registration to file the Special Marriage Act notice, and expect the statutory 30-day objection period before solemnisation.

How do you check application status?

Log in to ucc.uk.gov.in with the mobile number used to apply and open the application from your dashboard using the acknowledgement number. The portal shows whether the application is pending, queried by the Registrar, approved or rejected, and the approved certificate is downloadable from the same screen. A Common Service Centre can check the same status if it filed the application for you.

Does an Uttarakhand marriage certificate expire?

No. A UCC marriage certificate records an event and carries no expiry date or renewal. Download and keep a digital copy as well as a print, a re-download from the UCC portal is the fastest replacement if the paper copy is lost. The certificate is accepted across India and by embassies for spouse and dependant visas.

Why do Uttarakhand UCC marriage applications get rejected?

  • Wrong date bracket selected, so the documents uploaded do not match what the UCC requires for that period, for example no officiant's certificate for a marriage after 27 January 2025.
  • Weak residency proof. A utility bill in a landlord's name, or a document too recent to establish residence, is a common failure.
  • Age proof mismatch between Aadhaar, the birth certificate and the application form.
  • Undisclosed earlier marriage or live-in relationship, or one disclosed without the decree, death certificate or termination proof.
  • Prohibited relationship without the custom-and-usage certificate signed by community leaders.
  • Illegible photographs or scans, particularly the wedding photograph and the officiant's certificate.
  • Details that differ from the supporting documents. A spelling of a name in the form that does not match the identity document.

Where do you complain if nothing moves?

Write to the UCC helpdesk at helpdesk-ucc@ukgovernment.in, quoting your acknowledgement number, the district and the date of application. Keep the email short and attach the acknowledgement.

If the application sits past its notified timeline to 15 days for standard service, 3 days for Tatkal; escalate to the Registrar / Sub-Registrar of the district under whom the application is pending, and then to the District Magistrate's office. A notified service that misses its notified timeline is a legitimate grievance, and you do not need to pay anyone to raise it.

Frequently asked questions

What does marriage registration cost in Uttarakhand?

The UCC Uttarakhand portal lists a standard marriage registration fee of Rs 250, and a Tatkal (expedited) service at Rs 2,500 — confirm the current amount on the portal before you pay, since the state has revised UCC fees since launch.

How long does UCC marriage registration take in Uttarakhand?

Standard registration is delivered in 15 days and Tatkal registration in 3 days, according to the service page on ucc.uk.gov.in.

Why does 27 January 2025 matter?

27 January 2025 is the date the Uniform Civil Code came into force in Uttarakhand, and the portal asks for a different document set on either side of it — a couple photograph for earlier marriages, and a wedding photograph plus a certificate from the officiant for marriages on or after that date.

Do you have to be a resident of Uttarakhand?

Yes — the UCC application requires proof of Uttarakhand residency such as a domicile certificate, a utility bill or employer verification, and a non-Indian national submits an extract from the passport instead.

We married outside Uttarakhand. Can we still register?

Uttarakhand residents are covered by the UCC even for a marriage solemnised outside the state, so residency proof and the standard document set apply — confirm the exact requirement for your case on the portal before paying.

What if the couple is within a prohibited relationship?

The UCC portal accepts such a marriage only with a certificate of custom and usage permitting the marriage under that relationship, signed by community leaders.

Can a Common Service Centre file the application?

Yes, the UCC service is available through Common Service Centres as well as directly on ucc.uk.gov.in, and a CSC may charge its own small service fee on top of the government fee.

Is an agent needed for a UCC marriage certificate?

No — the fee and timeline are published on ucc.uk.gov.in and the couple can complete the application themselves, so any large amount demanded by a middleman is not a government charge.
