Uttarakhand Micro, Small and Medium Enterprises Policy - 2023
Uttarakhand state government scheme
Uttarakhand MSME Policy 2023 gives manufacturing MSMEs a capital subsidy of 20 to 50 per cent of fixed capital investment capped at Rs 4 crore, interest subsidy of 2 to 4 per cent a year, and 50 to 100 per cent stamp duty reimbursement. Units apply online through the Single Window portal at investuttarakhand.uk.gov.in.
What is the Uttarakhand MSME Policy 2023?
Uttarakhand Micro, Small and Medium Enterprises Policy 2023 is the state's industrial incentive framework for MSMEs, administered by the Department of Industries through the Directorate of Industries in Dehradun. The policy's purpose is to promote investment and employment in Uttarakhand by supporting the establishment, expansion and modernisation of micro, small and medium manufacturing enterprises across the state's four district categories.
Uttarakhand MSME Policy 2023 is not a benefit an individual citizen applies for. It is a package of reimbursements and subsidies that a registered enterprise claims after it has actually invested and started producing. All applications run through the state's Single Window Clearance System at investuttarakhand.uk.gov.in, which as of August 2026 records 15,937 approved Common Application Form proposals, Rs 76,541.95 crore of proposed investment and 115,947 registered investors.
The policy applies to units whose commercial production commenced on or after 01.08.2023. A unit that started earlier falls under the previous policy regime, not this one.
What incentives does the Uttarakhand MSME Policy 2023 give?
| Incentive | What the policy gives |
|---|---|
| DPR assistance | 75% reimbursement of the cost of preparing the Detailed Project Report |
| Stamp duty | 50% to 100% reimbursement, depending on the category |
| Capital goods subsidy | 20% to 50% of total fixed capital investment, capped at Rs 4 crore |
| Interest subsidy | 2% to 4% per annum, by district and enterprise category |
| Electricity duty | 100% reimbursement for connected load up to 500 KW |
| Market fee | 50% reimbursement, subject to a maximum annual limit |
| Quality certification | 75% reimbursement, up to a maximum of Rs 1 lakh |
| Cluster development | 70% of the project cost, up to a maximum of Rs 5 crore |
Two structural points matter more than the headline numbers.
District category drives the rate. Uttarakhand classifies its districts and blocks into Categories A, B, C and D, with the remotest hill areas in Category A and the developed plains belt in Category D. The capital subsidy percentage, the interest subsidy rate and the stamp duty reimbursement all move with this classification. The same unit, with the same investment, draws a materially larger incentive in a hill block than in Haridwar or Udham Singh Nagar. This is deliberate: the policy uses the incentive gradient to push manufacturing investment uphill.
Enterprise size drives the payout schedule. Micro enterprises receive the capital subsidy in 2 equal annual instalments. Small and medium enterprises receive it in 5 equal annual instalments. Every other incentive under the policy, stamp duty, electricity duty, market fee, quality certification, DPR assistance: is paid as a lump sum. A micro unit therefore recovers its capital subsidy in half the time a medium unit does.
Who is eligible under the Uttarakhand MSME Policy 2023?
An enterprise can claim incentives if:
- It is a micro, small or medium manufacturing enterprise located in Uttarakhand.
- Its commercial production commenced on or after 01.08.2023.
- It has obtained in-principle approval under the Single Window portal before claiming.
- For an existing unit, it has made a substantial expansion — at least 25 per cent additional capital investment and at least a 25 per cent increase in capacity. Both conditions must be met; extra investment without extra capacity does not qualify.
An enterprise or person is not eligible if:
- The enterprise falls in the restricted category of activities excluded by the policy.
- Commercial production commenced before 01.08.2023, in which case the earlier policy applies.
- In-principle approval was never taken on the Single Window portal before the claim.
- An existing unit has expanded but misses either the 25 per cent investment test or the 25 per cent capacity test.
- An individual is seeking a personal cash benefit. Uttarakhand MSME Policy 2023 has no citizen application route. An individual looking for self-employment support should apply instead under Mukhyamantri Swarojgar Yojna at msy.uk.gov.in, which finances a project of up to Rs 25 lakh in manufacturing or Rs 10 lakh in services with a margin money subsidy.
What documents does an MSME need for the incentive claim?
| Document | Mandatory | Notes |
|---|---|---|
| Udyam Registration certificate | Yes | Establishes micro / small / medium classification |
| In-principle approval on the Single Window portal | Yes | A precondition under the policy |
| Detailed Project Report | Yes | Its preparation cost is itself 75% reimbursable |
| Proof of commencement of commercial production | Yes | Must be on or after 01.08.2023 |
| CA-certified statement of fixed capital investment | Yes | Drives the capital subsidy calculation |
| Stamp duty payment receipt | No | Only for the stamp duty reimbursement claim |
| Electricity bills and connected load certificate | No | Only for the electricity duty claim, load up to 500 KW |
| Quality certification invoices | No | Only for the 75% certification reimbursement, capped at Rs 1 lakh |
The policy's own guidelines are the authoritative document list, and the Single Window portal shows the exact upload list against each incentive head at the time of claim.
How to apply for Uttarakhand MSME Policy 2023 incentives
- Register as an investor on the Single Window Clearance System at investuttarakhand.uk.gov.in and complete the Common Application Form (CAF) for your proposed unit.
- Obtain in-principle approval through the portal. The policy makes this a precondition, so do it before you invest rather than after.
- Obtain Udyam Registration for the enterprise and complete the sectoral clearances the portal lists for your activity.
- Set up the unit and commence commercial production. Production must start on or after 01.08.2023 for this policy to apply.
- Open the Incentive tab on the portal and file your claim after production has commenced, uploading the CA-certified investment statement, proof of commencement and the head-specific documents.
- Your claim is examined by the State Level Authorized Committee, which sanctions the incentive.
- Receive the disbursement; capital subsidy in 2 annual instalments for a micro enterprise or 5 annual instalments for a small or medium enterprise, and all other incentives as a lump sum.
How to track a claim and get help
- Use Track CAF Status at investuttarakhand.uk.gov.in/check-status for the application, and Track Service Status for individual clearances.
- Log in at the investor portal to see the incentive claim stage.
- Call the Invest Uttarakhand helpdesk on +91-7618544555 or +91-7617576903, 10:00 AM to 5:00 PM IST.
- Email mpr@doiuk.org, or visit the Investment Promotion and Facilitation Cell, Directorate of Industries, Industrial Estate, Patel Nagar, Dehradun -
Why MSME incentive claims get rejected
- No in-principle approval on the Single Window portal before the investment was made. This is the most avoidable failure, because the approval cannot be granted retrospectively.
- Production commenced before 01.08.2023, putting the unit outside the 2023 policy.
- Expansion fails one of the two 25 per cent tests, investment or capacity.
- Restricted category activity, which is excluded regardless of investment.
- Fixed capital investment not certified by a chartered accountant, or investment claimed that is not capitalised in the books.
- Connected load above 500 KW claimed for full electricity duty reimbursement, when the policy limit is 500 KW.
- Marketing or promotional spending included in the capital subsidy claim, which the policy does not cover.
Where the MSME Policy 2023 sits among Uttarakhand's schemes
Uttarakhand MSME Policy 2023 is the top of a ladder. A person with no enterprise starts with Mukhyamantri Swarojgar Yojna (bank loan plus 15-25 per cent margin money subsidy on a project of up to Rs 25 lakh). A rural entrepreneur using local raw material can use the Personal Interest Subsidy Scheme of the Khadi and Village Industries Board for financing up to Rs 5 lakh. An enterprise that has crossed those thresholds, registered under Udyam and made a real fixed capital investment moves into the MSME Policy 2023 framework, where the ceiling is Rs 4 crore of capital subsidy and Rs 5 crore for a cluster project.
Applying under the policy costs nothing. All claims move through the Single Window portal and the State Level Authorized Committee, and no consultant can guarantee a sanction.

Does the policy reimburse the cost of preparing a project report?
Yes. The policy reimburses 75 per cent of the cost of preparing the Detailed Project Report, which lowers the up-front cost of putting a bankable proposal together.
