Non-Creamy-Layer / OBC Certificate in Uttarakhand
Uttarakhand state government scheme
The OBC certificate in Uttarakhand is issued by the Revenue Department through the Apuni Sarkar e-Services portal at eservices.uk.gov.in, which replaced the older edistrict.uk.gov.in address. Applications are filed online or at the Tehsil campus, and the file is verified by the Patwari or Lekhpal before the Tehsildar signs the certificate.
What is the OBC certificate in Uttarakhand?
The OBC certificate in Uttarakhand is the Revenue Department's written record that a named person belongs to a caste on the state's Other Backward Classes list. Uttarakhand delivers it through Apuni Sarkar, the state's e-Services portal at eservices.uk.gov.in, which is the current live address for the service, the older edistrict.uk.gov.in portal that many search results still point at is no longer the working route. The certificate is signed by the Tehsildar or Sub-Divisional Magistrate after the Patwari or Lekhpal verifies the claim on the ground.
Where the certificate has to work as a non-creamy-layer document, for a central government post, a central-quota seat or a central scholarship. It must be issued in the central government's non-creamy-layer proforma, which states the income and status finding on the face of the certificate. Applicants in Uttarakhand routinely obtain a certificate meant for state purposes and then discover at central document verification that the format is wrong. Say which format you need at the point of application.
Uttarakhand's list is its own. The state was carved out of Uttar Pradesh in 2000 and the two OBC schedules have diverged since. A caste that is Other Backward Class in Uttar Pradesh is not automatically Other Backward Class in Uttarakhand, and a UP-issued certificate will not be converted here.
Who can and who cannot apply?
You can apply if you ordinarily reside in Uttarakhand, your family's caste appears on Uttarakhand's Other Backward Classes list, and, for a non-creamy-layer certificate; your family income and your parents' posts keep you below the creamy-layer line.
You cannot apply in Uttarakhand if your family's caste record belongs to another state. In that case the certificate must come from the state your family is recorded in, and Uttarakhand's Tehsildar has no jurisdiction to issue it. You are also not eligible if the caste you claim is not on Uttarakhand's notified OBC list, or if no family record connects you to it.
For the non-creamy-layer version specifically, you are not eligible where the family crosses the creamy-layer threshold. That test is about status as much as money: children of constitutional post-holders, of Class I and Class II officers, and of certain professional and property categories are excluded irrespective of the reported income figure, and income from salary and from agriculture is treated separately from other income in the reckoning.
Scheduled Caste and Scheduled Tribe applicants apply for their own caste certificate instead and are outside the creamy-layer rule altogether.
What documents do you need in Uttarakhand?
- Aadhaar card, Apuni Sarkar registration and the form are built around Aadhaar-matched details.
- Family register extract (parivar register nakal) from the gram panchayat or the urban local body. Uttarakhand's revenue offices depend on this record to establish family composition and residence, and it is a separate Apuni Sarkar service you may have to obtain first.
- Proof of residence; ration card, voter ID or an electricity bill in a family member's name.
- Income certificate or income proof — the Tehsildar's income certificate, or a salary certificate with Form 16 for salaried parents. This is what a non-creamy-layer finding rests on.
- Caste proof from the family record, a father's or grandfather's caste certificate, an old school record carrying the caste entry, or a land record.
- A self-declaration or affidavit stating the caste claimed, ordinary residence in Uttarakhand, and that neither parent holds a post excluded under the creamy-layer rules.
- A passport-size photograph.
How to apply for an OBC certificate in Uttarakhand online
- Register on Apuni Sarkar. Open eservices.uk.gov.in and create a citizen account with your mobile number, verifying by OTP. Use your name exactly as it appears on Aadhaar, later mismatches are the most common reason a file goes back.
- Get the family register extract first if you do not have one. The parivar register nakal is a separate service on the same portal, and the OBC application goes faster with it in hand.
- Open the Revenue Department services and select the caste / OBC certificate. Choose the correct output format: the state-purpose certificate, or the central government non-creamy-layer proforma if a central recruitment or central-quota admission demands it.
- Fill the application form. Enter the applicant's name, father's and grandfather's names, the caste and sub-caste exactly as spelled on the supporting family record, the district, tehsil and village or ward, and the family's annual income.
- Upload the documents, Aadhaar, residence proof, family register extract, income proof, caste proof and affidavit: within the size limits the upload screen states.
- Pay the fee shown at the payment step and submit. Save the acknowledgement number printed on the receipt.
How to apply offline at the Tehsil or a CSC
- Go to the Tehsil campus service point in your area, or to a nearby Common Service Centre, with originals and photocopies of every document above.
- Ask the operator to file the Apuni Sarkar OBC certificate application in your name and to select the format you need. The file joins the same online queue, there is no separate paper channel.
- Pay the government fee plus the notified operator charge, and collect the printed acknowledgement.
- Collect the signed certificate at the counter, or download it from the Apuni Sarkar login once the Tehsildar approves it.
Districts publish their Tehsil campus service points. Udham Singh Nagar, for instance, lists Khatima, Sitarganj, Nanakmatta, Kichha, Rudrapur, Gadarpur, Bajpur, Kashipur and Jaspur as service locations for administrative certificates.
How do you check your application status?
Log in to eservices.uk.gov.in and open the application status screen with the acknowledgement number from your receipt. The file moves through counter scrutiny, verification by the Patwari or Lekhpal, and approval by the Tehsildar or Sub-Divisional Magistrate. Once approved, the digitally signed certificate is downloadable from the same login and carries a verification code that recruiters can check online.
If the file sits without movement, escalate at the Tehsil counter first and then to the Sub-Divisional Magistrate, who is the officer above the Tehsildar in this chain. Uttarakhand's Right to Service framework provides the formal appeal route where a notified service period is exceeded.
How long is the certificate valid, and when do you renew it?
A caste certificate does not expire, because caste does not change, but a non-creamy-layer certificate is an income and status finding, and both change. Central recruitments and central-quota admissions in India generally require the non-creamy-layer certificate to relate to a recent financial year, and each notification sets its own cut-off. Read the notification you are applying under and obtain a fresh certificate before the deadline rather than after it. Do not assume a certificate issued two admission cycles ago will pass document verification.
Why are Uttarakhand OBC applications rejected?
- The caste is on Uttar Pradesh's OBC list but not Uttarakhand's.
- No family register extract has been produced, so residence and family composition cannot be confirmed.
- No old family record supports the caste claim and the affidavit alone does not satisfy the verifying Patwari.
- The income proof covers the wrong years or contradicts an income certificate already on the Tehsil record.
- Name or caste spellings differ between Aadhaar, the school record and the family register.
- The certificate was applied for in the state format when the central non-creamy-layer proforma was required.
- Uploaded scans are unreadable or attached to the wrong slot.
What does it cost, and what about agents?
The Uttarakhand OBC certificate is issued at the government fee that the Apuni Sarkar payment screen displays, plus the notified operator charge if you file at a CSC. Nothing beyond that is payable to anyone. Agents who promise a certificate "without verification" are selling something the Patwari's field check makes impossible, every file passes the same local verification whoever submits it. Keep the payment receipt the portal generates, and raise any demand for extra money with the Sub-Divisional Magistrate or the district grievance cell.

Frequently asked questions
Which portal issues the OBC certificate in Uttarakhand?
Uttarakhand issues the OBC certificate through the Apuni Sarkar e-Services portal at eservices.uk.gov.in, run by the Revenue Department with ITDA and NIC. The older edistrict.uk.gov.in address is no longer the live route, so bookmark the eservices address instead.
Who signs the Uttarakhand OBC certificate?
The Tehsildar or Sub-Divisional Magistrate signs the OBC certificate in Uttarakhand after the Patwari or Lekhpal completes the local verification of caste, residence and income. District administration pages list the Tehsil campus as the physical service point.
Do I need a separate non-creamy-layer certificate in Uttarakhand?
For central government posts and central-quota admissions you need the OBC certificate issued in the central government's non-creamy-layer proforma, which records the income and status finding explicitly. Ask the Tehsil counter for the central format when the recruitment notification demands it, because the state-purpose certificate is not always accepted in its place.
Where can I apply if I cannot use the portal?
Apply at the Tehsil campus in your area or at a nearby Common Service Centre, where an operator files the same Apuni Sarkar application on your behalf. Udham Singh Nagar, for example, publishes Tehsil campus service points at Khatima, Sitarganj, Nanakmatta, Kichha, Rudrapur, Gadarpur, Bajpur, Kashipur and Jaspur.
Is a family register extract really needed?
Yes, in practice Uttarakhand's revenue offices rely on the parivar register extract to confirm family composition and residence, and it is itself a separate Apuni Sarkar service. Obtain it from your gram panchayat or urban local body before starting the OBC application.
Do SC and ST applicants need this certificate?
No, SC and ST applicants in Uttarakhand apply for their own caste certificate and are outside the creamy-layer rule entirely. The non-creamy-layer test applies only to the Other Backward Classes.
How do I check my Apuni Sarkar application status?
Log in to eservices.uk.gov.in and use the application status option with the acknowledgement number generated at submission. Approved certificates are digitally signed and downloadable from the same login.
What if a caste is OBC in Uttar Pradesh but not in Uttarakhand?
Only Uttarakhand's own Other Backward Classes list governs an Uttarakhand certificate, and the lists have diverged since the state was created in 2000. A family that moved from Uttar Pradesh must be recorded on Uttarakhand's list to obtain the certificate here.
