Seemant Parvatiya Janpad Baal Vigyan Mahotsav
Uttarakhand state government scheme
Seemant Parvatiya Janpad Baal Vigyan Mahotsav is a UCOST science festival for students of classes 6 to 12 in Uttarakhand's 6 border hill districts; Uttarkashi, Chamoli, Rudraprayag, Champawat, Bageshwar and Pithoragarh. Students enter at block level, then progress to district and state rounds. Government and non-government school students both take part free.
What is the Seemant Parvatiya Janpad Baal Vigyan Mahotsav?
Seemant Parvatiya Janpad Baal Vigyan Mahotsav is a science festival implemented by the Uttarakhand State Council for Science and Technology (UCOST) under the Department of Science and Technology, Government of Uttarakhand. The name translates as the border hill districts' children's science festival, and that is exactly its scope.
The festival gives students of classes 6 to 12 in government and non-government schools of Uttarakhand's six border districts an opportunity to take part in science competitions and to be recognised as child scientists. According to the state scheme compendium published on uk.gov.in, the objective is twofold: give these students access to state-level science competitions, and promote scientific awareness through activities in the remote border areas themselves.
The six districts are Uttarkashi, Chamoli, Rudraprayag, Champawat, Bageshwar and Pithoragarh. All six sit along or near the state's northern frontier, and all six have the smallest school populations and the longest travel distances in Uttarakhand. A general state science fair tends to be dominated by schools in Dehradun, Haridwar and Udham Singh Nagar. A festival reserved for the border districts removes that competition and guarantees hill students the platform.
UCOST itself is an autonomous body of the Government of Uttarakhand, registered under the Registration of Societies Act, 1860 in November 2002 and operational since the last quarter of 2005. Its General Body is chaired by the Chief Secretary of the state, and it is headquartered at Vigyan Dham, Vigyan Sadan Block, Dehradun – 248007.
Who is eligible for the Baal Vigyan Mahotsav?
A student can take part if:
- The student is studying in class 6 to class 12.
- The school is in one of the six border districts, Uttarkashi, Chamoli, Rudraprayag, Champawat, Bageshwar or Pithoragarh.
- The school is a government or a non-government school. Both are covered explicitly, so a private school student in Pithoragarh is as eligible as a government school student in Chamoli.
A student is not eligible if:
- The school is outside the six named border districts. A student in Dehradun, Haridwar, Nainital, Almora, Pauri Garhwal, Tehri Garhwal or Udham Singh Nagar cannot enter this particular festival, though other UCOST science popularisation activities remain open to them.
- The student is below class 6 or above class 12, including college students.
- The student is not currently enrolled in a school, since entries are routed through schools.
The guideline sets no income condition, no caste condition and no marks condition. Eligibility rests entirely on class, school and district.
What is the benefit?
The benefit under this scheme is opportunity, not cash. Specifically:
- Special opportunities for child scientists from the border hill districts to participate in various state-level science competitions.
- Promotion of scientific awareness through activities conducted in remote border areas, which is the part of the scheme that reaches students who never make it past the block round.
- A three-stage competitive ladder; block, district, state, that gives a hill student a documented achievement record.
The scheme guideline publishes no prize money, no scholarship and no stipend for this festival, so this guide does not quote any. Where UCOST offers travel or logistical support for state-round participants, it is arranged at the time of the event, and the district coordinator is the person to ask.
What documents does a student need?
| Document | Mandatory | Notes |
|---|---|---|
| School identity card or bonafide certificate | Yes | Proves enrolment in classes 6–12 in a border district school |
| School consent for the entry | Yes | Entries are routed through the school |
| Aadhaar card | No | Commonly requested at registration |
No income certificate, caste certificate or domicile certificate is required under the published eligibility.
How to apply for the Baal Vigyan Mahotsav
- Ask your science teacher or principal when the block level round of the Seemant Parvatiya Janpad Baal Vigyan Mahotsav is being held for your block. The festival is organised locally and notified through schools.
- Register through your school for the block level round. All students from classes 6 to 12 can participate at this stage — there is no shortlisting before the block round.
- Compete at the block level. Prepare your project or entry for the competition category announced for the year.
- Move to the district level if you are selected at block level. Students selected at block level participate at the district level round.
- Compete at the state level if you are selected at district level. Students selected at district level get the opportunity to participate at the state level, which is the top of the ladder for this festival.
- Contact UCOST directly on 0135-2976266 if your school has not received the circular for the year.
There is no separate online application for this festival. UCOST's online proposal system is for research, entrepreneurship, science popularisation and IPR grants, not for school student entries.
How to find out this year's schedule
- Check the News and Events section of ucost.uk.gov.in, where UCOST publishes its programme announcements.
- Ask the District Education Officer or the science coordinator for your district, since entries flow through the school system.
- Call the UCOST office at Vigyan Dham, Dehradun on 0135-2976266 or write to ucost[at]ucost[dot]in.
- Ask about the state science congress calendar at the same time: UCOST also runs the Uttarakhand State Science and Technology Conference and the Regional Science Centre, and school activities are often timed around them.
What commonly goes wrong
- The circular does not reach a remote school in time, so no student from that block enters. Asking the district coordinator directly is the practical fix.
- A student from a non-border district prepares an entry, then finds the festival is reserved for the six districts. Those students should look at UCOST's general science popularisation activities instead.
- Waiting for an online form that does not exist for this festival. The route is the school and the block round.
- Missing the block round, which cannot be skipped: district and state entry both come only through selection at the previous stage.

Frequently asked questions
Which districts does the Baal Vigyan Mahotsav cover?
Six border hill districts of Uttarakhand are covered — Uttarkashi, Chamoli, Rudraprayag, Champawat, Bageshwar and Pithoragarh. Students studying in schools outside these six districts are not eligible for this particular festival.
Which classes can take part?
Students of classes 6 to 12 can take part. Both government and non-government school students in the six border districts are eligible, and the guideline makes no distinction between them.
How does a student progress to the state level?
All students from classes 6 to 12 can participate at the block level. Students selected at the block level go on to the district level, and those selected at district level get the opportunity to compete at the state level.
Who runs the Baal Vigyan Mahotsav?
The Uttarakhand State Council for Science and Technology (UCOST) runs it, under the Department of Science and Technology, Government of Uttarakhand. UCOST is an autonomous body registered under the Societies Registration Act, 1860, and has been active since 2005.
Is there any fee or cash prize?
No fee is charged to take part, and the scheme guideline publishes no cash prize. The benefit is the opportunity itself — special access for child scientists from border hill districts to state-level science competitions.
How do I apply?
Apply through your school. There is no separate online application form for this festival; the block level round is organised locally and schools forward student entries.
Why does the scheme single out border districts?
The scheme exists to promote scientific awareness in remote and border areas, where students have less access to science fairs, laboratories and exposure programmes than students in the plains districts.
