What is the Seed Grant scheme?

Seed Grant is a seed subsidy scheme of the Department of Agriculture, Government of Uttarakhand, implemented by Govind Ballabh Pant University of Agriculture and Technology (GBPUA&T), Pantnagar. Under it, farmers buy certified seed at a subsidy of up to 15 per cent at the Kisan Melas the university organises.

The design is deliberately simple. Rather than run an application process, issue approvals and transfer money later, the scheme discounts the seed at the counter. A farmer walks up during the mela, shows an identity card, and pays the reduced price. Seed is handed over directly, on the spot, subject to what is in stock.

GBPUA&T, Pantnagar is India's first agricultural university, set up in 1954 on the land-grant pattern, and is one of the country's larger producers of certified seed. The university's own position, stated by its Vice-Chancellor, is that Pantnagar is capable of meeting farmers' seed requirements. The Seed Grant is the channel through which that capacity reaches individual farmers directly instead of only through the trade.

What exactly does a farmer get?

The benefit is a price discount of up to 15 per cent on seed bought at a Kisan Mela. Three things follow from that wording and are worth being precise about:

  • "Up to" is a ceiling, not a flat rate. The actual discount varies by crop and by the seed lot. A farmer should ask the counter for the subsidised rate of the specific variety rather than assume 15 per cent.
  • The subsidy is in the price, not in a bank account. There is no DBT credit, no reimbursement claim and no waiting period. What the farmer pays at the counter is already the subsidised amount.
  • Quantity depends on availability. The scheme allocates from the stock brought to the mela. There is no guaranteed per-farmer entitlement, and popular varieties are typically exhausted early.

Who is eligible for the Seed Grant?

You can get subsidised seed if:

  • You are a farmer. That is the whole of the published eligibility: all farmers are stated to be eligible to receive seed under the scheme.
  • You attend a Kisan Mela where the university is distributing seed.
  • You carry an identity card to show at the counter.

You cannot apply for seed under this scheme if:

  • You do not attend a Kisan Mela. There is no home delivery, no district-office counter and no online order. Distribution happens at the mela and nowhere else.
  • You are a trader or reseller rather than a cultivator. Traders are not eligible, the scheme distributes seed directly to farmers for their own sowing.
  • You arrive after the stock of the variety you want is finished. This is not a rejection so much as a practical limit, but the effect is the same.

No income limit, no land ceiling, no caste or category restriction and no residence condition is published for this scheme. That is unusual and it is genuine: the Seed Grant is one of the few Uttarakhand agriculture benefits with no means test attached.

What documents are required?

Document Mandatory Notes
Identity card Yes Any government photo ID; Aadhaar, voter ID or driving licence
Other documents as required No Counter staff may ask for more, depending on crop and quantity
Land record (khasra/khatauni) No Not compulsory; useful for a large purchase

The official listing names only the identity card and "other documents as required by authorities". No income certificate, caste certificate or bank passbook is listed. A farmer buying a large quantity of a seed in short supply should still carry a land record, because that is the paper most often asked for when stock has to be rationed.

How to apply for the Seed Grant

The application mode is offline and there is no form.

  1. Find out when the Kisan Mela is being held. The Pantnagar All India Farmers Fair and Agro Industry Exhibition is scheduled for 3 to 6 October 2026. Dates are announced on gbpuat.ac.in and through the district agriculture office and Krishi Vigyan Kendras.
  2. Carry an identity card — Aadhaar, voter ID or driving licence, and enough cash or a working payment method for the discounted price.
  3. Go to the seed counter at the mela and ask for the variety and quantity you want. Check the subsidised rate for that specific variety before paying.
  4. Pay the subsidised price and collect the seed on the spot. Take the receipt and keep it; it is your proof of a certified purchase if the seed later underperforms.
  5. Check the packet before leaving, variety name, lot number, germination percentage and the date of testing are printed on the certified seed tag.

Go on the first day if you can. The single most common disappointment under this scheme is arriving on the last day of a four-day mela to find the popular varieties gone.

How do you check availability before travelling?

There is no online stock tracker. Practical routes:

  1. Call the university on 05944-233349 or 233350, between 9:30 am and 5:30 pm, and ask which varieties will be at the seed counter.
  2. Ask your district agriculture office or nearest Krishi Vigyan Kendra, which usually knows the mela schedule and the crops on offer for the season.
  3. Check gbpuat.ac.in, where the Kisan Mela is announced with its dates.

Why farmers miss out

  • Stock ran out. The most frequent reason, and the one entirely within a farmer's control by arriving early.
  • No identity card. The counter needs an ID; a farmer arriving without one is turned away even though eligibility is otherwise universal.
  • Wrong season. Seed distribution follows the sowing calendar. A farmer looking for a Rabi variety at a Kharif-season mela will not find it.
  • Expecting money back. Some farmers pay the full commercial price elsewhere and then look for a subsidy claim. There is no reimbursement route under this scheme. The discount only exists at the mela counter.
  • Assuming an online option exists. There is no portal, and any website offering to register a farmer for the Seed Grant for a fee is not connected to the scheme.

Help and grievance redressal

  • GBPUA&T, Pantnagar: 05944-233349, 05944-233350, from 9:30 am to 5:30 pm
  • District Agriculture Officer in your own district, for mela dates and for complaints about seed quality
  • Nearest Krishi Vigyan Kendra, for advice on which variety suits your block

Keep the purchase receipt and the certified seed tag from the packet. If seed bought under the Seed Grant fails to germinate as declared on the tag, those two papers are what a complaint to the university or the district agriculture office rests on.
