What is the State Credit Cum Subsidy Gramin Awas Yojana (CCS)?

State Credit Cum Subsidy Gramin Awas Yojana (CCS) is a rural housing scheme of the Department of Rural Development, Government of Uttarakhand. According to the department's own published description, the scheme is 100 per cent state-funded and provides financial assistance and a government grant to homeless families in the rural areas of the state, both below the poverty line and above it, up to an income of Rs 32,000.

The scheme's design point is in its name. It is not a pure grant scheme and not a pure loan scheme. It is part credit and part subsidy, and the department was explicit about why. Its stated reasoning was that a large number of rural households could not be covered under the Indira Awaas Yojana, either because they did not fall within the eligibility range or because of the limits imposed by the available budget. At the same time, those households could not take up the fully loan-based products offered by housing finance institutions, because their repayment capacity was limited. A scheme that was part credit and part subsidy was meant to meet the need of exactly that middle group.

The stated objective is to facilitate construction of houses for rural families who have some repayment capacity, with the wider aim of eradicating shelterlessness from rural areas.

Important: check the current status before you apply

State Credit Cum Subsidy Gramin Awas Yojana does not appear among the schemes currently listed by the Uttarakhand Rural Development Department. The department's live schemes page at ukrd.uk.gov.in lists House of Himalayas, Mukhyamantri Palayan Roktham Yojna, Mukhyamantri Border Area Development Programme, Mukhyamantri Udyamshala Yojana, the Rural Enterprise Acceleration Project, MGNREGA, Pradhan Mantri Awaas Yojana-Gramin, MPLADS, the MLA Fund, DDU-GKY, DAY-NRLM and Mera Gaon Meri Sadak. Rural housing in the department's current portfolio runs through Pradhan Mantri Awaas Yojana-Gramin.

The description of CCS on this page is drawn from the Rural Development Department's own scheme page for the yojana as published on its earlier website. Treat CCS as a legacy state scheme, and confirm with your District Rural Development Agency whether any sanctions are still being made under it before you build a plan around it. If you need a house now, PMAY-G is the programme to ask about.

How much assistance did CCS provide?

Component Amount Source of funds
Loan Rs 40,000 Commercial or co-operative bank
Government grant Rs 10,000 Government of Uttarakhand
Total per family Rs 50,000 ,

The split is what defines the scheme. Four-fifths of the assistance is credit that the family repays; one-fifth is a grant that it does not. A family taking CCS assistance therefore took on a real loan obligation with a bank, and selection was accordingly weighted towards families that could service it.

The scheme is described as being implemented across the rural areas of the entire state, with distance conditions applied in relation to metropolitan and large cities and to small villages, so that the assistance stayed genuinely rural.

Who was eligible for CCS?

A household could apply if:

  • It was a rural household of Uttarakhand — the scheme is restricted to the rural areas of the state.
  • It was homeless, that is without a pucca house of its own.
  • It was below the poverty line, or above the poverty line with an income up to Rs 32,000.
  • It had some repayment capacity, since Rs 40,000 of the Rs 50,000 came as a bank loan.
  • It held land on which the house could be built, which the lending bank would also require.

A household was not eligible if:

  • It lived in an urban area. Urban housing is dealt with by the Housing Department and the development authorities under Pradhan Mantri Awas Yojana (Urban), not by the Rural Development Department.
  • It already owned a pucca house. The scheme targeted homeless families.
  • Its income placed it above the scheme's ceiling of Rs 32,000 for above-poverty-line households.
  • It had no repayment capacity at all and could not be sanctioned the loan component by a bank. Such families were meant to be covered by the full-grant housing programme of the day rather than by CCS.
  • It had already received assistance under another rural housing scheme for the same house. Duplicate housing benefit is not admissible.

What documents were required?

The document set for a rural housing file is standard across schemes: residence proof for the village, a BPL card or income certificate establishing income standing, a land document for the house site, Aadhaar, a bank passbook, and a certificate of homelessness endorsed by the Gram Panchayat. Because CCS carried a loan component, the lending bank applied its own documentation requirements on top of these.

How to apply for a rural housing scheme in Uttarakhand

CCS had no online application portal, and beneficiary selection for rural housing in Uttarakhand runs through the panchayat and block machinery. The route is:

  1. Approach your Gram Panchayat. The Gram Panchayat and the Gram Sabha are where rural housing lists are drawn up and endorsed. Ask the Gram Pradhan and the Village Development Officer to record your case.
  2. Submit the application at the Block Development Office with residence proof, income proof, the land document, Aadhaar, a bank passbook copy and the homelessness certificate. Collect a dated acknowledgement.
  3. Follow up at the District Rural Development Agency (DRDA), which administers rural housing at district level and issues the sanction against the district's allocation.
  4. Complete the bank formalities for the loan portion where the scheme carries one, at the commercial or co-operative bank that will lend.
  5. Build the house in stages and allow the block-level inspections. Housing assistance is released in instalments tied to construction stages, not in one payment.

Before starting, ask the block office plainly which housing scheme you are being considered under: CCS, PMAY-G, or a state scheme such as Atal Awas Yojana for Scheduled Caste families. The document set is similar but the amounts, the ceilings and the presence or absence of a loan component are very different.

How to check where your application stands

There is no self-service tracker for state rural housing files. Quote your acknowledgement number and date at the Block Development Office or the DRDA, and ask whether the case is at Gram Sabha endorsement, block verification, DRDA sanction, bank sanction or instalment-release stage. For PMAY-G, the block office can also check the beneficiary status on the national rural housing MIS.

Common reasons rural housing applications fail

  • No land for the house site, which stops both the sanction and the bank loan.
  • Income proof above the scheme ceiling.
  • An existing pucca house in the family's name, which removes the homelessness ground.
  • Name mismatch between Aadhaar, the ration or BPL card and the application.
  • Already assisted under another housing scheme for the same house.
  • District allocation exhausted, in which case the case is carried into the next year's list rather than rejected on merit.
  • Bank declines the loan component on repayment-capacity grounds, which stops a credit-linked scheme even where the department has cleared the case.

Who to contact for help

  • Department of Rural Development, Uttarakhand: ukrd.uk.gov.in, which publishes the current scheme list, government orders and the "Meri Yojna Pustak" scheme booklets.
  • District Rural Development Agency (DRDA) of your district. The department's contact address recorded for this scheme is the Department of Rural Development, Pauri Garhwal, Uttarakhand, PIN 246001, telephone 01368-222994 and 01368-223896.
  • Block Development Office of your development block, for the application itself and for instalment status.
  • Gram Panchayat, for the homelessness certificate and Gram Sabha endorsement.

No fee is payable to apply for a rural housing scheme, and no agent can charge for adding a name to a housing list.

Documents required

Proof of residence in the village
Establishes that the applicant is a rural household of Uttarakhand, since the scheme is restricted to rural areas of the state.
BPL card or income certificate
The scheme covered households below the poverty line and above it up to an income of Rs 32,000, so income standing has to be proved.
Land ownership document for the house site
A credit-cum-subsidy house has to be built somewhere the family holds; the bank will also want it before sanctioning the loan portion.
Aadhaar card
Used for identification and for seeding the bank account through which the grant instalments are paid.
Bank account passbook
The grant portion is released to the beneficiary's account; the same bank usually handles the loan portion.
Certificate of homelessness or houselessness
Issued or endorsed by the Gram Panchayat, confirming the family has no pucca house of its own.

Frequently asked questions

What is the State Credit Cum Subsidy Gramin Awas Yojana?

It is a 100 per cent state-funded rural housing scheme of the Uttarakhand Department of Rural Development that combined a Rs 40,000 bank loan with a Rs 10,000 government grant, giving a total of Rs 50,000 per family towards building a house. The design deliberately mixed credit and subsidy so that families with some repayment capacity could be helped without a full grant.

Is the CCS scheme still running in Uttarakhand?

The scheme does not appear among the current schemes listed by the Uttarakhand Rural Development Department, whose rural housing programme is now Pradhan Mantri Awaas Yojana-Gramin. Treat CCS as a legacy state scheme and confirm its current status with your District Rural Development Agency before relying on it.

How much money did CCS provide?

CCS provided Rs 50,000 per family — a Rs 40,000 loan from a commercial or co-operative bank plus a Rs 10,000 government grant. The loan portion had to be repaid by the family, which is why the scheme was aimed at households with some repayment capacity rather than the very poorest.

Who was eligible for CCS in Uttarakhand?

Homeless rural households of the state below the poverty line, and above the poverty line up to an income of Rs 32,000, were covered. The scheme was designed for the large group of rural families who fell outside the Indira Awaas Yojana list, either on eligibility or because of budget limits.

Why was a credit-cum-subsidy design used?

Because two groups were being missed. Families outside the Indira Awaas Yojana list got no grant, and fully loan-based housing finance was out of reach for rural households with limited repayment capacity. A part-credit, part-subsidy scheme was meant to meet the need of that middle group.

Which rural housing scheme should I apply for now?

Pradhan Mantri Awaas Yojana-Gramin is the rural housing programme the Uttarakhand Rural Development Department currently lists and implements. Applications and beneficiary selection for it run through the Gram Panchayat, the Block Development Office and the District Rural Development Agency.

Where do I check the current position?

Ask at your District Rural Development Agency or Block Development Office, or check the department's own schemes page at ukrd.uk.gov.in. The department also publishes its "Meri Yojna Pustak" scheme booklets, which list the state and central schemes currently in operation.
