Veer Chandra Singh Garhwali Paryatan Swarojgar Yojana
Uttarakhand state government scheme
Veer Chandra Singh Garhwali Paryatan Swarojgar Yojana is the Uttarakhand Tourism Department's self-employment scheme, running since 1 June 2002. It gives a capital subsidy on bank-financed tourism projects such as small hotels, restaurants, tourist taxis, adventure gear and homestays, with a higher subsidy rate for the 9 hill districts. Apply through the District Tourism Office.
What is the Veer Chandra Singh Garhwali Paryatan Swarojgar Yojana?
Veer Chandra Singh Garhwali Paryatan Swarojgar Yojana is the flagship self-employment scheme of the Department of Tourism, Government of Uttarakhand, administered through the Uttarakhand Tourism Development Board (UTDB) and the district tourism offices. The scheme was launched on 1 June 2002, less than two years after the state was formed, and it is named after Veer Chandra Singh Garhwali, the Garhwali soldier who refused to fire on unarmed protesters at Peshawar in 1930 and later became a leading figure in the hills' political life.
The idea behind the scheme is simple. Uttarakhand's biggest natural economic asset is tourism, and its biggest social problem is out-migration from the hills for want of work. Veer Chandra Singh Garhwali Paryatan Swarojgar Yojana tries to connect the two by making it financially possible for a local resident to set up a small tourism business at home instead of leaving for a city. The instrument is a capital subsidy on a bank-financed project: the applicant brings a margin contribution, a bank lends the bulk of the project cost under normal RBI credit norms, and the Tourism Department pays a share of the project cost as subsidy so that the borrower's effective debt burden falls.
The scheme is often written in Hindi transliteration as Veer Chandra Singh Garhwali Paryatan Swarozgar Yojana and in English as the Veer Chandra Singh Garhwali Tourism Self Employment Scheme, and both names refer to the same programme. That English title is the one used in the Uttarakhand Department of Stamps and Registration's government order granting stamp duty exemption on loan documents executed under the scheme, which is one of the clearest official traces of it outside the Tourism Department.
Main features
- A capital subsidy, not a loan waiver and not a cash handout, the subsidy goes to the financing bank and sits against the borrower's loan account.
- A higher subsidy rate for the 9 hill districts than for the plain districts, so that the harder terrain is compensated.
- A lower rate for vehicle projects (tourist taxi, maxi cab, bus) than for fixed-asset projects such as a guest house or restaurant.
- Stamp duty exemption on the loan document, by a separate government order of the Department of Stamps and Registration.
- Applications routed through the District Tourism Development Office and cleared by a district-level committee chaired by the District Magistrate.
Who is eligible for the Veer Chandra Singh Garhwali scheme?
You can apply if:
- You are a permanent resident of Uttarakhand and can produce a domicile or permanent residence certificate.
- Your project is located inside Uttarakhand. The scheme funds tourism activity in the state, not a business run elsewhere.
- Your proposed unit is a tourism-related activity on the department's eligible list: small hotel, guest house, homestay, restaurant, dhaba, tourist taxi or maxi cab, adventure-sport equipment, camping or trekking support, wellness and yoga centre, handicraft or souvenir shop, or a similar service.
- You are creditworthy in the bank's assessment and can put in the margin money the bank asks for.
- You have land ownership or a valid long-term lease where the project involves construction, or a valid driving licence where it is a vehicle project.
You cannot apply / are not eligible if:
- You are not a permanent resident of Uttarakhand. Residence is the first filter applied at the district tourism office.
- You are a defaulter on an earlier bank loan or on another government-sponsored self-employment loan. Banks will not sanction, and the district committee will not recommend, a defaulting applicant.
- You have already received a capital subsidy for the same project under this scheme or under another central or state self-employment scheme. Double subsidy on a single unit is not permitted.
- Your activity is not on the tourism list, a general trading shop, a manufacturing unit or a non-tourism service does not qualify here and should be taken to the state's general self-employment schemes instead.
- You want cash in hand without a bank loan. The subsidy exists only as a component of a sanctioned bank-financed project; there is no standalone grant.
Reservation for Scheduled Castes, Scheduled Tribes and other reserved categories follows the Uttarakhand government's standard policy, and reserved-category applicants must attach a caste certificate if they wish to claim it.
How much benefit does the scheme give?
Veer Chandra Singh Garhwali Paryatan Swarojgar Yojana pays a percentage of the approved project cost as capital subsidy, subject to a money ceiling. Three variables decide the amount:
- Where the project is. The 9 hill districts (Almora, Bageshwar, Chamoli, Champawat, Pauri Garhwal, Pithoragarh, Rudraprayag, Tehri Garhwal and Uttarkashi) attract a higher rate than the plain districts of Dehradun, Haridwar, Nainital and Udham Singh Nagar.
- What the project is; fixed-asset projects such as a guest house, restaurant or equipment unit attract a higher rate than vehicle projects.
- What the current government order says, the rates and ceilings have been revised more than once since 2002.
Commonly published figures for the scheme are a subsidy of 33% of project cost in the hill districts for non-vehicle projects, and 25% for vehicle projects and for projects in the plain districts, with money ceilings running into several lakh rupees. Because those figures come from secondary compilations rather than a live Tourism Department page, treat them as indicative. Ask the District Tourism Officer for the current government order before you finalise a project report. The difference between an assumed rate and the notified rate can be lakhs of rupees on a hotel project.
Alongside the subsidy, the scheme carries a stamp duty exemption on the loan security documents, which saves a borrower a meaningful sum at registration on a large project.

How to apply for the Veer Chandra Singh Garhwali Paryatan Swarojgar Yojana
- Decide the activity and prepare a project report. Write down what you intend to run. A 6-room guest house, a tourist taxi, a rafting-equipment unit, with a realistic cost estimate covering land or vehicle, construction, equipment and working capital.
- Visit the District Tourism Development Office of the district where the project will be located and ask for the current application form and the government order carrying the present subsidy rate and ceiling.
- Fill the application and attach the documents: residence certificate, identity and age proof, project report, land or lease papers, or the driving licence and vehicle quotation for a transport project.
- Submit the application to the District Tourism Officer and keep the dated receipt. This receipt is what you use to follow the file later.
- Face the district-level scrutiny committee. A committee chaired by the District Magistrate, with the District Tourism Officer, a lead bank representative and other members, examines viability and eligibility and recommends approved cases to a bank branch.
- Complete the bank formalities. The bank appraises the project, asks for margin money and security as per RBI norms, and sanctions the loan. Get the loan documents registered and claim the stamp duty exemption available under the scheme.
- Set up the unit and let the subsidy be released. After the loan is disbursed and the asset created, the Tourism Department releases the subsidy to the bank, which holds it against your loan account and adjusts it as per the sanction terms.
How to check the status of your application
There is no public online status tracker for this scheme. Track it in three places instead:
- District Tourism Development Office — for whether your file has been put up to the district committee and what the committee decided.
- The district committee's meeting cycle. The committee sits periodically, so ask the tourism office when the next meeting is scheduled rather than visiting weekly.
- Your bank branch, once the case is recommended, the delay is usually at appraisal, and the branch manager is the person who can tell you what document is still missing.
Carry the dated acknowledgement from the tourism office at every visit.
Why applications get rejected
- Residence not established: no domicile or permanent residence certificate attached.
- Weak project report; costs that do not add up, no evidence of demand, or an inflated estimate meant to enlarge the subsidy. The district committee rejects on viability.
- No clear title to the site, a hotel or homestay project on land with a disputed or undocumented title will not clear the bank's legal check.
- Existing default. An outstanding overdue loan in the applicant's name.
- Activity outside the tourism list. A general shop or a non-tourism trade.
- Subsidy already availed, for the same unit under another scheme.
- Margin money not arranged, so the bank cannot disburse even after sanction.
Most rejections are fixable. A clean title deed, a professionally written project report and a settled credit record between them clear the majority of files that fail the first time.
Key dates and grievance route
Veer Chandra Singh Garhwali Paryatan Swarojgar Yojana has been operating since 1 June 2002 and there is no fixed annual last date, the district tourism offices take applications through the year and the district committee clears them in batches. In practice, applying early in the financial year improves the chance of a subsidy release within the same year's budget allocation.
For grievances, the escalation ladder is:
- District Tourism Officer of your district, in writing, quoting your acknowledgement number.
- District Magistrate, who chairs the district scrutiny committee.
- Uttarakhand Tourism Development Board / Directorate of Tourism, Dehradun, through uttarakhandtourism.gov.in.
- The financing bank's grievance officer, where the hold-up is on the banking side rather than the department's.
Note on verification: the scheme's existence, its 2002 start, its department, the bank-linked subsidy design and the stamp duty exemption are supported by Uttarakhand government sources. The exact current subsidy percentages, money ceilings, age limits and the full list of eligible activities are set by government orders that were not retrievable on a live official page at the time of writing, so those figures are presented here as indicative and must be confirmed at the District Tourism Development Office before you commit money to a project.

Frequently asked questions
What is the Veer Chandra Singh Garhwali Paryatan Swarojgar Yojana?
Veer Chandra Singh Garhwali Paryatan Swarojgar Yojana is a self-employment scheme of the Uttarakhand Department of Tourism under which a resident of the state who takes a bank loan to set up a tourism business receives a capital subsidy on the project cost. The scheme has been running since 1 June 2002 and is named after the Garhwali soldier and freedom fighter Veer Chandra Singh Garhwali.
How much subsidy does the scheme give?
The scheme gives a capital subsidy calculated as a percentage of the project cost, with a higher rate for the 9 hill districts than for the plain districts, and a lower rate for vehicle projects than for building or equipment projects. Widely reported figures are 33% for non-vehicle projects in hill districts and 25% for vehicle projects and for plain districts, but the exact percentage and money ceiling are revised by government order, so confirm the current rate at the District Tourism Office before you prepare a project.
Who can apply for the scheme?
A permanent resident of Uttarakhand who wants to start a tourism-related business inside the state, and who is eligible for a bank loan, can apply. The scheme is aimed at unemployed local youth; the project must be in Uttarakhand and the applicant must not be a defaulter on an earlier government-sponsored loan.
What kind of businesses are covered?
Tourism-related units are covered — small hotels, guest houses, homestays, restaurants and dhabas, tourist transport such as taxis, maxi cabs and buses, adventure-sport equipment, wellness and yoga centres, handicraft and souvenir shops, and other services approved by the Tourism Department. The eligible list is set by the department and can change.
Is the money given directly to me?
No. The scheme is a bank-linked subsidy, not a cash grant. Your bank sanctions and disburses the loan for the project, and the Tourism Department releases the subsidy amount to the bank, where it is kept against your loan account and adjusted as per the sanction terms.
Where do I apply?
Apply at the District Tourism Development Office of the district where the project will be located. The District Tourism Officer receives the application and project report, and a district-level committee chaired by the District Magistrate scrutinises and recommends cases to the bank.
Is stamp duty exempt on the loan?
Yes, the Uttarakhand Department of Stamps and Registration has issued a government order on stamp duty exemption for loan documents executed under the Veer Chandra Singh Garhwali Tourism Self Employment Scheme. Ask the sub-registrar's office to apply the exemption when the mortgage or hypothecation deed is registered.
Can I apply twice, or after already taking another subsidy?
No. A person who has already taken benefit under this scheme, or who is drawing a capital subsidy for the same project under another government-sponsored self-employment scheme, is not eligible again for the same unit. Double subsidy on one project is not allowed.
