Widow / Destitute Certificate in Uttarakhand
Uttarakhand state government scheme
Widow / Destitute Certificate in Uttarakhand is not a separate e-District service. Uttarakhand's published e-District certificate list covers caste, permanent residence, hill residence, income, character, solvency and OBC only. Widow status is established inside the Social Welfare Department's Widow Pension application at socialwelfare.uk.gov.in, which requires the husband's death certificate, a family register copy and a Gram Panchayat proposal.
Widow / Destitute Certificate in Uttarakhand is a document that the state does not issue under that name, and knowing this before you queue at a Tehsil counter saves a wasted trip. Uttarakhand's e-District platform publishes a specific list of certificates: caste, permanent residence, hill residence, income, character, solvency and OBC. A widow certificate is not on it, and neither is a destitute certificate. What Uttarakhand does have is a Widow Pension service run by the Social Welfare Department, and it is inside that application that widow status is formally established and recorded.
What does Uttarakhand actually issue?
Uttarakhand's Social Welfare Department publishes the widow pension as a service at socialwelfare.uk.gov.in, with an online application form hosted on the state social security pension system at ssp.uk.gov.in. The department's page sets out exactly what the state asks a widow to prove, and reading that list tells you what functions as proof of widowhood in Uttarakhand.
The list is: an income certificate showing monthly income up to Rs 4,000 or a BPL card photocopy; a family register copy for rural applicants or a ration card for urban ones; the husband's death certificate; an approval proposal from the Gram Panchayat or ward Councillor; a certified photograph; a bank passbook for a core banking account; and an Aadhaar card photocopy. The department also requires that the applicant be selected through an open Gram Sabha meeting and be at least 18 years old.
Two of those requirements are distinctively Uttarakhandi and deserve attention. The first is the Parivar Register, the family register that the Gram Panchayat maintains in rural areas, which is the household record the state works from. The second is the Gram Sabha selection and the Panchayat or Councillor proposal: Uttarakhand routes welfare selection through the village body rather than treating it purely as a desk transaction, and an application that has not passed through the Gram Sabha will stall no matter how complete the paperwork looks.
For everyday purposes outside the pension, a bank claim, a school concession, a property transfer. The husband's death certificate is the operative proof of widowhood in Uttarakhand, exactly as in the neighbouring hill states.
Who can and who cannot apply?
A widow aged 18 or above, resident in Uttarakhand, whose monthly income does not exceed Rs 4,000 or who holds a BPL card, can apply. Both the age floor and the income ceiling are stated on the department's own page.
A widow whose monthly income exceeds Rs 4,000 and who does not hold a BPL card cannot apply. This is a means test, and it is substantive: no document set gets around it. A woman below 18 cannot apply.
A woman living outside Uttarakhand cannot apply, since the District Social Welfare Officer's jurisdiction and the Gram Sabha selection are both local. She must approach the social welfare authority of the state where she resides.
A widow whose husband's death was never registered cannot proceed on documents alone. The death has to be registered first with the registrar of births and deaths for the area, using the delayed-registration route where the death is old, for long delays this requires a magistrate's order before the registrar will act, which is worth starting early because it runs on its own timetable.
A destitute or deserted woman who is not a widow is in the hardest position, because Uttarakhand does not publish a destitution certificate and the widow pension is framed around the husband's death certificate. The practical route is to approach the District Social Welfare Officer with a written statement of circumstances supported by the Gram Panchayat, and to ask which of the department's schemes actually covers her situation, rather than filing the widow pension form and waiting for it to be rejected.
How to apply for the widow pension in Uttarakhand
Uttarakhand's process runs in two halves; village-level selection and departmental processing, and doing them in the right order matters more here than in most states.
- Obtain the supporting documents first. Get the income certificate through the e-District platform if you do not hold a BPL card; Uttarakhand issues it through the Tehsildar after a Lekhpal field verification, so it takes its own time. Get the husband's death certificate registered and in hand. Get a copy of the family register from the Gram Panchayat, or your ration card if you live in a town.
- Take the case to the Gram Sabha. Uttarakhand requires selection through an open Gram Sabha meeting and a written approval proposal from the Gram Panchayat, or from the ward Councillor in urban areas. Ask the Gram Pradhan when the next open meeting falls and make sure your name is put up.
- Open or confirm a core banking (CBS) bank account in your own name, and take a copy of the passbook. The pension is credited directly, so an account in a son's or brother's name will not work.
- Apply online at ssp.uk.gov.in through the widow application form, which the Social Welfare Department links from socialwelfare.uk.gov.in under Apply and Know Status. Fill in your details, your husband's name and death registration details, your income position, and your bank account, and upload the scanned documents.
- Submit and record the application or registration number the system returns. That number is what you quote at the District Social Welfare Office afterwards.
- Follow up with the District Social Welfare Officer. The proposal, the Gram Sabha selection and the online application have to meet at the district level for the pension to be sanctioned, and a personal visit with your application number is far more effective than waiting.
Applicants who cannot use the online form can complete the whole process through the Gram Panchayat, the Tehsil and the District Social Welfare Office. The document requirements are identical either way.
What does it cost, and who should you pay?
The Uttarakhand Social Welfare Department does not publish an application fee for the widow pension on its service page, so this guide quotes none. The supporting income certificate is a separate e-District service with its own published charge, and that charge is payable only at the e-District counter or on the portal that issues it, against a receipt.
Nothing in this process requires a middleman. The Gram Panchayat proposal is free, the Gram Sabha is a public meeting, and the online form is directly citizen-facing. Anyone charging to "get the pension passed" is charging for form-filling and proximity, not for anything the state sells. Never hand over your portal login or your bank passbook to such a person — the pension is credited to your account, and control of that account is the whole point of the scheme.
How do I check the status of the application?
Use the Apply and Know Status route on socialwelfare.uk.gov.in, which reaches the state social security pension system where the application was filed, and quote the number the system gave you. For anything the portal does not explain, a proposal that has not moved from the Panchayat, a sanction that has not issued after the district received the file. The District Social Welfare Officer's office of your district is the place to go, with your application number and copies of everything you submitted.
Why do Uttarakhand applications get rejected?
Missing Gram Sabha selection is the most avoidable cause: the file is complete on paper but the village-level step was never done. Income is the next, where the applicant neither holds a BPL card nor can produce an income certificate within the Rs 4,000 monthly ceiling. Third is the family register, rural applicants frequently arrive without a Parivar Register copy because they have never needed one before. Fourth is an unregistered death. Fifth is the bank account: an account that is not core banking, is dormant, or is not in the applicant's own name blocks the credit even after sanction. Name mismatches across the Aadhaar, the family register and the husband's death certificate account for much of the remainder, and are worth correcting before submission rather than after.
Where do I complain or get help?
The District Social Welfare Officer's office of your district is the first and most useful escalation, since that office both processes and sanctions. Above it sits the Social Welfare Department at the state level, reachable through socialwelfare.uk.gov.in. For problems with a supporting certificate rather than the pension, an income certificate stuck with the Lekhpal, a residence certificate not issued, the Tehsil office and the e-District counter are the right doors, and Uttarakhand's e-District services now run at eservices.uk.gov.in with the older edistrict.uk.gov.in address still in circulation on district sites. The Social Welfare Department does not publish a dedicated widow pension helpline number, so this guide does not quote one; ask at the district office for the current contact rather than trusting a number found on a private website.

Frequently asked questions
Does Uttarakhand issue a widow certificate?
No — Uttarakhand does not publish a widow or destitute certificate as an e-District service. The Uttarakhand e-District certificate list covers the caste certificate, permanent residence certificate, hill residence certificate, income certificate, character certificate, solvency certificate and OBC certificate. Widow status is established inside the Social Welfare Department's widow pension application instead.
Which portal do I use for the widow pension in Uttarakhand?
The Social Welfare Department's site socialwelfare.uk.gov.in carries the widow pension service page and links to the online application form hosted at ssp.uk.gov.in. The department's Apply and Know Status option on socialwelfare.uk.gov.in reaches the same form.
What is the income limit for the Uttarakhand widow pension?
Monthly income must not exceed Rs 4,000, or the applicant must hold a BPL card, according to the Social Welfare Department's own service page. The minimum age is 18 years.
Why does a Gram Sabha meeting matter?
Uttarakhand requires selection through an open Gram Sabha meeting and an approval proposal from the Gram Panchayat or ward Councillor. This is a real procedural requirement in the state, not a formality, and an application that reaches the district without it will sit unactioned.
What is the Parivar Register and why is it asked for?
The Parivar Register is the family register maintained by the Gram Panchayat in rural Uttarakhand, and the department accepts a copy of it as the household record. In urban areas the ration card takes its place. It establishes who lives in the household and therefore whether the applicant is genuinely dependent.
Is there a fee?
The Social Welfare Department does not publish a fee for the widow pension application, so no amount is quoted here. The supporting income certificate is a separate e-District service with its own charge, payable only at the counter or portal that issues it.
What is the helpline?
Uttarakhand's Social Welfare Department widow pension page does not publish a helpline number, so none is quoted here. Use the District Social Welfare Officer's office of your district, and the Tehsil office for anything to do with the income or residence certificate.
Which portal address is current for e-District?
Uttarakhand has moved e-District delivery to eservices.uk.gov.in, though district sites still carry the older edistrict.uk.gov.in address and it continues to be referenced. If one address does not load, try the other before assuming the service is unavailable.
