What is the e-Shodh Sindhu (eSS) scheme?

e-Shodh Sindhu (eSS) is a national e-resources consortium of the Ministry of Education, managed by the Information and Library Network (INFLIBNET) Centre, Gandhinagar. It gives member universities, colleges and technical institutions shared, low-cost access to a large collection of full-text e-journals, bibliographic databases and other electronic scholarly content.

According to INFLIBNET, the consortium model works by pooling the buying power of hundreds of institutions to negotiate national licences with publishers. A single college could never afford thousands of individual journal subscriptions; through e-Shodh Sindhu it gets access to the same content at a small fraction of the cost, and for several categories of centrally funded institutions the core resources are provided free.

e-Shodh Sindhu is not an individual scholarship or cash scheme. It is institutional infrastructure: the benefit flows to students, research scholars and faculty only through the library of an institution that has joined the consortium.

How e-Shodh Sindhu came about

e-Shodh Sindhu was set up in December 2015 by merging three earlier consortia into one, on the recommendation of an expert committee of the then Ministry of Human Resource Development:

• UGC-INFONET Digital Library Consortium, served universities.
• N-LIST (National Library and Information Services Infrastructure for Scholarly Content); extended access to colleges.
• INDEST-AICTE Consortium, served engineering and technology institutions, and is the reason the scheme is often referred to with the AICTE tag.

Bringing these together created a single, unified consortium so that the whole range of higher-education institutions — general, technical and centrally-funded; could be served under one framework.

Who is eligible for e-Shodh Sindhu?

Who can join (as institutions):

• Centrally funded technical and higher-education institutions such as IITs, NITs, IISc and central universities.
• UGC-recognised universities and colleges.
• AICTE-approved technical and engineering institutions, continuing the INDEST-AICTE stream.

Membership is offered in different categories, and the resources and cost sharing differ by category.

Who cannot apply:

• Individual students, research scholars and teachers cannot apply or subscribe on their own; access is only through a member institution's library.
• Institutions without valid UGC/AICTE recognition or centrally-funded status are not eligible to join the consortium.

The route to benefit for a learner is therefore to use the e-resources through the campus library after the institution has become a member.

How to apply for e-Shodh Sindhu membership

1. The institution's librarian or authorised officer reviews the membership categories on the e-Shodh Sindhu portal (ess.inflibnet.ac.in) and confirms which category the institution falls under.
2. Complete the membership application form with institutional recognition details and the campus IP address range used for authentication.
3. Submit the application to the INFLIBNET Centre and complete any cost-sharing formalities applicable to the institution's category.
4. Once approved, enable IP-based access so faculty, scholars and students on the institution network can use the subscribed e-journals and databases.

Individuals do not take any step in this process; they simply use the resources through the library portal after the institution joins.

Why e-Shodh Sindhu matters

For a country with thousands of colleges, e-Shodh Sindhu is one of the main ways research and study access to global scholarly literature is democratised beyond a handful of elite institutions. A student in a small AICTE-approved engineering college or a UGC-recognised university can, through the consortium, read the same peer-reviewed journals and databases available at the best-funded institutes, because the licence is negotiated nationally and the cost is shared or subsidised.
