OBC (Non-Creamy Layer) Certificate in the Andaman and Nicobar Islands

Andaman and Nicobar Islands state government scheme

Quick answer

The OBC certificate in the Andaman and Nicobar Islands is issued by the concerned Tehsildar and applied for through e-forms at edistrict.andamannicobar.gov.in, or at a CSC or e-corner. All three districts ask for the same set: photo, birth certificate, local status proof and Islander Card for the applicant and both parents, ration card, the parents' OBC or ROR record, an affidavit, and a pay or income certificate.

What is the OBC certificate in the Andaman and Nicobar Islands?

The OBC certificate in the Andaman and Nicobar Islands is the Administration's official confirmation that a person belongs to a notified Other Backward Class community and that the family is outside the creamy layer, so that reservation in admissions, recruitment and welfare schemes can be claimed. The concerned Tehsildar is the issuing authority, all three district administrations, South Andaman, North and Middle Andaman and Nicobar, say so in identical terms on their service pages, and the application route is e-forms via CSC, e-corner or the internet, on the Administration's e-District portal at edistrict.andamannicobar.gov.in.

What makes the islands genuinely different from mainland states is not the caste test but the residence test layered on top of it. An Andaman and Nicobar OBC application asks for local status proof and an Islander Card for the applicant and for both parents. Neither document exists anywhere else in India. Together they establish that the family is settled in the islands rather than temporarily posted there, and they are the documents on which island applications most often turn.

The e-District platform itself is a Mission Mode Project under the National e-Governance Plan, and the Administration describes it as delivering 78 identified citizen services across departments, with online application, electronic payment of statutory fees, status tracking, SMS and email alerts, and digitally signed certificates available for download after approval.

Who can and cannot apply in the islands?

Who can apply: a person whose community is in the notified OBC list, who holds local status in the Andaman and Nicobar Islands and an Islander Card, whose parents also hold local status and Islander Cards, and whose parents' income or pay places the family outside the creamy layer. The claim is filed in the tehsil where the family lives, before that tehsil's Tehsildar.

Who cannot apply: a person whose community is not in the notified OBC list is not eligible, regardless of classification elsewhere. A person who cannot establish local status in the islands is not eligible here, this is the commonest reason a mainland-origin applicant, including the child of a transferable government employee posted to Port Blair, fails; the certificate follows settled island residence, not present posting. A family inside the creamy layer, judged on the parents' pay certificate or income certificate, is not eligible for the non-creamy-layer benefit even though the community entry stands. An applicant who cannot produce the parents' Islander Cards and local status proof cannot complete the file, because the islands assess the parents' standing, not only the applicant's.

As everywhere, the creamy layer test looks at the parents, which is why the islands ask for a pay certificate where a parent is a government employee and an income certificate where the family is in the private sector. A young applicant's own earnings are not the test.

What documents are required?

South Andaman, North and Middle Andaman, and Nicobar publish the same list for the OBC certificate:

  1. Photograph.
  2. Birth certificate.
  3. Local status proof of the applicant.
  4. Islander Card of the applicant.
  5. Local status proof of the parents.
  6. Islander Card of the parents.
  7. Ration card or family details.
  8. OBC certificate or ROR (Record of Rights) of the parents.
  9. Affidavit.
  10. Pay certificate where a parent is a government employee, or an income certificate where the family is in the private sector.

The consistency across all three districts is useful: an applicant in Diglipur, Car Nicobar or Ferrargunj prepares exactly the same file. Scan everything at readable resolution before you start the e-form. The single most avoidable island rejection is an unreadable Islander Card upload.

How to apply for an OBC certificate in the Andaman and Nicobar Islands

  1. Assemble the ten documents above, paying particular attention to the local status proofs and Islander Cards for yourself and both parents, since these are the islands-specific requirements.
  2. Open edistrict.andamannicobar.gov.in and register, or go to a Common Service Centre or e-corner if you would rather have an operator file it. All three district administrations name these three channels; CSC, e-corner, internet, as the way to submit the e-form.
  3. Select the OBC Certificate e-form and fill in your particulars, your parents' particulars, your tehsil, and the community as it appears in the notified list.
  4. Upload the scans and attach the affidavit and the pay or income certificate that decides the creamy layer question.
  5. Pay any statutory fee the portal shows, the e-District platform supports electronic payment — and save the application number.
  6. Track the application on the portal; the Administration sends SMS and email alerts as the file moves.
  7. Answer the Tehsildar's verification when the tehsil office calls for originals or checks local status.
  8. Download the digitally signed certificate from the portal once approved.

How do I apply at the Tehsildar's office instead?

  1. Go to the Tehsildar's office for your tehsil; Port Blair, Ferrargunj or Little Andaman in South Andaman district, PIN 744101; Mayabunder, Diglipur or Rangat in North and Middle Andaman, PIN 744204; Car Nicobar, Nancowry or Great Nicobar in Nicobar district, PIN 744301.
  2. Submit the completed application with the same document set, including the affidavit.
  3. Collect the acknowledgement and keep it for status checks.

For the outer islands, where connectivity is unreliable and a CSC may be a boat journey away, the tehsil counter remains the practical route, and it is the same office that decides the online application anyway.

How do I check my application status?

Use the application number on the status page at edistrict.andamannicobar.gov.in, the Administration states that applicants can track the status of a submitted application, receive SMS notifications, and download the digitally signed certificate after approval. Where the portal will not load or the number returns nothing, call the e-District helpdesk on 03192-259027 or 03192-259028. For questions about the decision rather than the portal: why local status was doubted, what the Tehsildar wants next, the office to approach is the concerned Tehsildar, because that is where the file actually sits.

What does it cost?

The district service pages for the OBC certificate do not publish a fee, and the honest answer is therefore that the Andaman and Nicobar Administration has not put a number on this page. Take that literally: pay only what the e-District payment page or the Tehsildar's counter asks for, and take a receipt every time. The affidavit will carry its own stamp cost, which is a statutory charge and not a service fee.

No agent is needed at any point. The e-District portal is open to any islander who registers, CSCs and e-corners are the Administration's own authorised counters at published charges, and the Tehsildar's office receives applications directly. Anyone quoting a package price to "get the OBC certificate arranged" in Port Blair or Mayabunder is charging for access the Administration already provides.

How long is the certificate valid?

The island district pages do not state a validity period. In practice the community entry does not expire, but the non-creamy-layer element does, because it rests on the pay certificate or income certificate submitted with the application. Central recruitment boards and national admission authorities routinely require an OBC-NCL certificate issued within the current or immediately preceding financial year. Islands applicants should build in extra time: verification here depends on tehsil-level field checks across scattered islands, so a certificate needed for a mainland entrance exam should be applied for months, not weeks, ahead.

Why do island OBC applications get rejected?

  • Local status cannot be established for the applicant or for the parents. The leading island-specific ground.
  • Islander Cards are missing for one or both parents.
  • The parents' OBC certificate or ROR is not produced, leaving the descent claim unsupported.
  • The pay certificate or income certificate is missing, so the creamy layer test cannot be applied.
  • The community is not in the notified OBC list.
  • Name or parentage mismatch between the birth certificate, ration card and Islander Card.
  • Unreadable uploads on the e-form.

Where do I raise a grievance?

Take portal problems to the e-District helpdesk on 03192-259027 or 03192-259028. Take decision and delay problems to the concerned Tehsildar's office first, quoting the application number, and then to the Deputy Commissioner of your district: South Andaman, North and Middle Andaman, or Nicobar; whose district administration owns the service pages and supervises the tehsils. The Andaman and Nicobar Administration also publishes its citizen services listing at andaman.gov.in, which is the reference point when you need to identify the right office in writing.

Documents required

Passport-size photograph
Listed first on the district service pages for all three districts.
Birth certificate
Fixes date of birth and parentage. In the islands this is the document that ties the applicant to the parents whose local status is being relied on.
Local status proof of the applicant
The islands-specific requirement. Local status is the Andaman and Nicobar Administration's own residence concept and is checked for the applicant separately from the parents.
Islander Card of the applicant
The identity document unique to the Andaman and Nicobar Islands, issued to recognised islanders.
Local status proof of the parents
Required in addition to the applicant's own, because both descent and island residence are being established.
Islander Card of the parents
Both parents' Islander Cards are listed by all three district administrations.
Ration card or family details
Establishes the composition of the household being assessed.
OBC certificate or ROR (Record of Rights) of the parents
The descent proof. Where the parents hold an OBC certificate it settles the community claim; the ROR is accepted as the alternative record.
Affidavit
The sworn declaration of community and of non-creamy-layer status, listed on all three district pages.
Pay certificate for government employees, or income certificate for private-sector families
This is the creamy layer limb. The islands ask for a pay certificate where a parent is a government servant, and an income certificate otherwise.

Frequently asked questions

Where do I apply for an OBC certificate in the Andaman and Nicobar Islands?

Apply through e-forms on the e-District portal at edistrict.andamannicobar.gov.in, or through a CSC or e-corner, which is exactly how all three district administrations — South Andaman, North and Middle Andaman, and Nicobar — describe the route. The concerned Tehsildar is the issuing authority.

Who issues the OBC certificate in the islands?

The concerned Tehsildar of your tehsil issues it. South Andaman names the Tehsildar offices at Port Blair, Ferrargunj and Little Andaman; North and Middle Andaman names Mayabunder, Diglipur and Rangat; Nicobar names Car Nicobar, Nancowry and Great Nicobar.

What is the Islander Card and why is it needed?

The Islander Card is the Andaman and Nicobar Administration's own identity document for recognised islanders, and the OBC application requires it for the applicant and for both parents. It is what distinguishes an islands-resident claim from a mainland one, and no other identity document substitutes for it.

What is the ROR that the islands ask for?

The ROR is the Record of Rights, the revenue record of land held by the family, and it is accepted alongside or instead of the parents' OBC certificate as the document establishing the family's standing on record. Where the parents already hold an OBC certificate, produce that.

Does the Andaman and Nicobar Administration charge a fee?

The district service pages do not publish a fee for the OBC certificate, so pay only what the e-District portal's payment page or the Tehsildar's counter actually asks for and take a receipt. The e-District portal itself supports electronic payment of statutory fees where one applies.

How long does the OBC certificate take in the islands?

The district pages do not publish a processing time. The realistic driver is the Tehsildar's verification of local status and the parents' income, which in the outer islands depends on the tehsil office's own field checks, so file well before any deadline you are working to.

Can I track my application?

Yes. The e-District portal lets you track the status of a submitted application by application number, sends SMS and email alerts on progress, and delivers the approved certificate as a digitally signed download.

Whom do I contact if the e-District portal fails?

The e-District helpdesk numbers published by the Andaman and Nicobar Administration are 03192-259027 and 03192-259028. Use them for login, upload and download failures, and the Tehsildar's office for anything about the decision itself.
