Ration Card in Andaman and Nicobar Islands
Andaman and Nicobar Islands state government scheme
Ration Card in Andaman and Nicobar Islands is issued by the Directorate of Civil Supplies and Consumer Affairs, which runs the ration card management system at dcsca.andaman.gov.in and ePoS at epos.andaman.gov.in. Applications are filed at the Directorate in Port Blair or the tehsil or island circle office, and the UT had 16,823 NFSA ration cards at the last check.
What is a ration card in the Andaman and Nicobar Islands and who issues it?
A ration card in the Andaman and Nicobar Islands is the household document issued under the National Food Security Act, 2013 by the Directorate of Civil Supplies and Consumer Affairs, Andaman and Nicobar Administration. The Directorate publishes its ration card management system at dcsca.andaman.gov.in and runs fair price shop automation through ePoS at epos.andaman.gov.in. The NFSA portal lists the Directorate's contact as 03192-233345 with the email dircs at and dot nic dot in.
The islands are a small, dispersed UT and the scale reflects that. At the last check the NFSA portal recorded 16,823 ration cards in the Andaman and Nicobar Islands, made up of 3,724 Antyodaya Anna Yojana cards and 13,099 Priority Household cards, served by 450 fair price shops to 359 run by individuals, 45 by cooperative societies and 45 in other categories. Those numbers are worth knowing because they explain why the process here is still counter-based rather than a fully online workflow: the whole UT has fewer ration cards than a single mainland town.
Beyond foodgrain, the ration card in the islands is the routine proof of household composition and residence used for school admissions, gas connections, welfare applications and identity verification at island offices.
Who is eligible for a ration card in the Andaman and Nicobar Islands?
Households can apply if they ordinarily reside in the islands, do not already hold a ration card anywhere in India, and are not already recorded as members of another household's card. Each member being added needs an Aadhaar number, because the UT authenticates ration card members biometrically at the ePoS machine before releasing grain. Under NFSA the eldest woman of the household aged 18 or above is to be recorded as the head of the family, and island offices follow that rule.
Applicants cannot apply in the following situations. A family that already holds a valid ration card on the mainland or in another island circle is not eligible for a second card and must first surrender the old one and produce the surrender or deletion certificate. A person who is a member of a parent's or sibling's existing card cannot obtain a separate card without the household being formally split, with names deleted from the old card first. Someone staying temporarily in the islands on work or study, whose family is registered elsewhere, is not eligible for a fresh household card here; that person should instead use One Nation One Ration Card portability against the home card. Households above the NFSA inclusion criteria are not eligible for AAY or PHH status.
Which ration card categories exist in the islands?
The Andaman and Nicobar Islands operate the two standard NFSA categories:
- Antyodaya Anna Yojana (AAY), for the poorest households, carrying a flat entitlement of 35 kg of foodgrain per household per month. The islands had 3,724 such cards.
- Priority Household (PHH). The main NFSA category, carrying 5 kg of foodgrain per person per month. The islands had 13,099 such cards.
On the old "BPL" question: BPL is not a separate certificate in the islands, and has not been since NFSA replaced the APL/BPL architecture with AAY and PHH. Where a form asks for BPL status, a copy of the AAY or PHH ration card is normally what the office wants.
What documents do you need for an island ration card?
Carry the Aadhaar card of every member of the household, proof of residence in the tehsil where you are applying, a passport-size photograph of the head of the family, and documents establishing family composition; birth certificates, school records or the family member certificate the district administration issues. If the family previously held a card elsewhere, the surrender or deletion certificate from that office is essential, and its absence is the single commonest reason island applications are stopped. Take photocopies and the originals, because the counter verifies one against the other.
How to apply for a ration card in the Andaman and Nicobar Islands
The islands run a counter-based process routed through the office covering your tehsil or island group. Follow these steps.
- Identify the office that covers your address. Residents of Port Blair, Ferrargunj, Neil and Havelock apply at the Directorate of Civil Supplies and Consumer Affairs, Port Blair. Rangat, Diglipur, Little Andaman and Nancowry residents apply at their circle office; Mayabunder and Car Nicobar residents apply to the Assistant Director (CS&CA) at those stations; Campbell Bay residents apply through the Assistant Commissioner, Great Nicobar.
- Obtain the new ration card application form from that office, and check while you are there which enclosures the office is currently asking for: island offices publish their requirement locally.
- Fill the form with the head of the family first, the eldest adult woman of the household under NFSA, then every member with name, relationship, date of birth and Aadhaar number written exactly as printed on the Aadhaar card.
- Attach the enclosures — Aadhaar copies for all members, residence proof, photograph of the head of the family, family composition proof and, where applicable, the surrender or deletion certificate from the earlier card.
- Submit the form in person and collect the acknowledgement. The acknowledgement is your only proof of the filing date; do not leave the counter without it.
- Complete Aadhaar seeding and biometric verification for members if the office asks for it, since the card is unusable at an ePoS shop until the members authenticate.
- Collect the card from the issuing office and check every name, age and relationship before you accept it. Corrections are far easier before the card enters circulation than after.
How do you check an island ration card and its status?
Track the application with the acknowledgement number at the office where you filed it, in a UT this small, the issuing counter is the authoritative source. Once the card is issued, its details appear in the Directorate's ration card management system at dcsca.andaman.gov.in, which the NFSA portal links to as the UT's official ration card reporting system. Distribution against the card can be seen through the ePoS system at epos.andaman.gov.in.
Does an island ration card expire, and what upkeep does it need?
An NFSA ration card in the Andaman and Nicobar Islands has no fixed expiry date, but it must be kept current. Report births, deaths, marriages and address changes so members are added or deleted, and complete Aadhaar e-KYC for members when the department calls for it. A member whose Aadhaar is not seeded cannot be authenticated at the ePoS machine, and in practice that member's share of the entitlement stops even though the card remains valid on paper. Families moving between islands should get the card transferred rather than applying afresh.
Why do island ration card applications get rejected?
The usual causes are a name spelled differently on Aadhaar and on the form; a missing surrender or deletion certificate where the family previously held a card elsewhere; a member already appearing on another household's card; a residence proof that points to a different tehsil from the office where the form was filed; and an incomplete family composition proof. Applications from people who are temporarily in the islands while their family card is active on the mainland are refused as duplicates. The right route there is portability, not a new card.
The process is free or at the government's listed fee; do not pay an agent
File the application yourself at the Directorate or your circle office. Whatever the office's own notified fee is, that is the whole cost, and it is payable at the counter against a receipt, never in cash to a middleman. No agent can move a household from PHH to AAY or shorten the verification, because the category follows the notified NFSA criteria and the verification is done by the department's own staff. If anyone asks for a payment outside the counter, insist on a receipt and report it.
How do you complain about a ration card problem in the islands?
Contact the Directorate of Civil Supplies and Consumer Affairs on 03192-233345, the number the NFSA portal lists for the department. The Directorate also operates a grievance redressal system for end-to-end PDS linked from its own domain, and complaints about a fair price shop can be lodged through the national PDS helpline 1967. Quote your acknowledgement number or ration card number, name the fair price shop involved, and keep a copy of everything you hand in.

Frequently asked questions
Where do I apply for a new ration card in the Andaman and Nicobar Islands?
Apply at the office of the Directorate of Civil Supplies and Consumer Affairs at Port Blair if you live in the Port Blair or Ferrargunj area, or at the tehsil or island circle office for Rangat, Mayabunder, Diglipur, Little Andaman, Car Nicobar, Nancowry and Campbell Bay. The Directorate is reachable on 03192-233345.
How many ration cards are there in the Andaman and Nicobar Islands?
The islands had 16,823 NFSA ration cards at the last check on the NFSA portal — 3,724 Antyodaya Anna Yojana cards and 13,099 Priority Household cards. These are served by 450 fair price shops, of which 359 are run by individuals and 45 by cooperative societies.
Is Aadhaar linking compulsory for an Andaman ration card?
Yes. Aadhaar seeding of ration card members is required in the islands, because the fair price shops run on ePoS machines at epos.andaman.gov.in that authenticate the member biometrically before releasing the entitlement.
Is BPL a separate certificate in the Andaman and Nicobar Islands?
No — BPL is not a separate certificate. Under NFSA the household's status is recorded on the ration card itself as Antyodaya Anna Yojana or Priority Household, and offices that once asked for a BPL certificate now read the ration card category.
Can an Andaman ration card be used on the mainland?
Yes, under One Nation One Ration Card an Aadhaar-seeded member can draw the family's entitlement at an ePoS-enabled fair price shop in any participating state, which matters for island families whose students or patients travel to the mainland.
What is the difference between AAY and PHH in the islands?
Antyodaya Anna Yojana covers the poorest households and carries a flat family entitlement of 35 kg of foodgrain a month, while Priority Household carries a per-person entitlement of 5 kg a month under NFSA. The islands have 3,724 AAY cards against 13,099 PHH cards.
How do I get a name added to or deleted from an island ration card?
Apply to the same office that issued the card — the Directorate at Port Blair or your tehsil or island circle office — with the original card, Aadhaar of the person being added, and a birth, death or marriage document as applicable.
