Senior Citizen ID Card in Andaman and Nicobar Islands (Senior Citizen Certificate)
Andaman and Nicobar Islands state government scheme
The Senior Citizen Certificate in the Andaman and Nicobar Islands is issued by the concerned Tehsildar office and applied for through the Administration's e-District portal at edistrict.andamannicobar.gov.in, or through a CSC or e-Corner. The district service listings name three documents. A photograph, an Islander Card as ID proof and the pension book. The e-District helpline is 03192-259027 and 03192-259028.
What is the senior citizen certificate in the Andaman and Nicobar Islands?
The Senior Citizen Certificate in the Andaman and Nicobar Islands is the Administration's official confirmation that a person is a senior citizen resident in the islands. It is the document islanders use to establish age when applying for welfare schemes and age-based concessions, and it is issued from the Tehsildar office of the area the applicant lives in.
The district administrations publish this service on their own websites. The South Andaman district service page and the North and Middle Andaman district service page both describe the same route: apply "through e-forms via CSC / e-Corner / internet", with the file going to the concerned Tehsildar office. South Andaman names Port Blair, Ferrargunj and Little Andaman as the Tehsildar offices; North and Middle Andaman names Mayabunder, Diglipur and Rangat.
The online channel is the Administration's e-District portal at edistrict.andamannicobar.gov.in. The e-District project in the islands is built to deliver 78 citizen-specific identified services across departments through Common Service Centres, e-Corners and the internet, and it issues digitally signed certificates that the applicant downloads with the application number after an SMS notification.
Because the islands are administered as a Union Territory without a separate state social welfare secretariat structure, the Directorate of Social Welfare at Goal Ghar, Port Blair, is the department that runs old-age welfare programmes, while the certificate itself comes from the revenue side through the Tehsildar.
Who is eligible for a senior citizen certificate in the islands?
You can apply if:
- You are an elderly resident of the Andaman and Nicobar Islands. Senior citizen status across Indian central and UT programmes attaches at 60 years, the threshold used in the Maintenance and Welfare of Parents and Senior Citizens Act, 2007.
- You hold an Islander Card, which the district listings name as the ID proof for this service.
- You can produce a pension book, also named as a required document on both district service pages.
- You live in the jurisdiction of one of the Tehsildar offices that processes this service: Port Blair, Ferrargunj, Little Andaman, Mayabunder, Diglipur or Rangat.
You cannot apply if:
- You have not reached senior-citizen age.
- You are not resident in the islands. A visitor or a person posted temporarily and holding no Islander Card cannot be certified as a resident senior citizen here.
- You hold no Islander Card and no substitute identity document accepted by the Tehsildar counter. Sort the Islander Card out first; it is the base document for several island services, not just this one.
- Your documents disagree on your date of birth and you have nothing to bridge them.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Applicant's photograph | Yes | Named on both district service listings |
| ID proof; Islander Card | Yes | The Administration's own residence identity document |
| Pension book | Yes | Named on both district service listings |
| Age proof (birth or matriculation certificate, passport, PAN) | Sometimes | Asked for where the pension book does not settle the date of birth |
| Aadhaar card | Useful | For identity matching and the e-District account's mobile number |
Scan documents clearly before uploading. On the islands, a rejected upload can mean a second boat or road trip to an e-Corner, so it is worth checking the scan on screen before you submit.
How to apply for the senior citizen certificate in Andaman and Nicobar
- Open the e-District portal at edistrict.andamannicobar.gov.in and register as a new user with your mobile number, or ask a CSC or e-Corner operator to file the application for you. The district listings name CSC, e-Corner and the internet as the three channels for this service.
- Log in and select the Senior Citizen Certificate service, choosing the district and the Tehsildar office that covers your address.
- Fill in the application form: full name as it appears on the Islander Card, date of birth, father's or husband's name, complete island address with village and tehsil, and a mobile number that stays reachable.
- Upload the documents, the photograph, the Islander Card as ID proof, and the pension book — into their labelled slots.
- Submit the application and note the application number printed on the acknowledgement. Every later step depends on it.
- Wait for the Tehsildar office to verify the age and residence details. The verifying staff may call the mobile number on the form.
- Download the digitally signed certificate. Once the application is approved you receive an SMS, and you download the digitally signed certificate from the e-District portal using your application number.
How to apply offline at the Tehsildar office
- Go to the Tehsildar office for your area, Port Blair, Ferrargunj or Little Andaman in South Andaman; Mayabunder, Diglipur or Rangat in North and Middle Andaman: or to the nearest e-Corner or Common Service Centre.
- Ask for the senior citizen certificate application and hand over your photograph, Islander Card and pension book. The operator files the same e-District application for you.
- Show the originals at the counter and leave self-attested photocopies.
- Take the acknowledgement with the application number and, if you paid anything, a printed receipt.
- Track the application on the e-District portal, or return to the Tehsildar office with the same application number.
How do I check my application status?
- Online: log in to the e-District portal and track the application with the application number from your acknowledgement.
- By SMS: the portal notifies applicants by SMS when the application is approved and the certificate is ready to download.
- By phone: the e-District helpdesk numbers are 03192-259027 and 03192-259028 for portal, login and download problems.
- In person: the Tehsildar office holding the file, which is the only office that can say why a verification has stalled.
For welfare questions beyond the certificate itself, the Directorate of Social Welfare at Goal Ghar, Port Blair, is the department that runs old-age assistance in the islands.
Does the certificate expire?
No expiry period is published for this certificate. Senior-citizen status does not reverse, so the certificate is normally treated as a standing document rather than one with a renewal cycle.
Apply again if the certificate is lost, if your name or address changes, or if the office you are submitting it to insists on a recently issued copy. Because the e-District copy is digitally signed and downloadable with the application number, a lost print-out is usually solved by downloading it again rather than by a fresh application.
Why do applications get rejected?
- No valid Islander Card, or an Islander Card whose details do not match the application form.
- Date-of-birth mismatch between the pension book, the Islander Card and the form.
- Illegible uploads. A faded pension book page is the classic example.
- Wrong Tehsildar office selected, so the file lands with an office that has no jurisdiction over the applicant's address.
- An unreachable mobile number, which stops the verification call and the approval SMS alike.
What does it cost, and what should you refuse to pay?
No fee is published for this certificate on the South Andaman or North and Middle Andaman service listings, or on the e-District portal. Ask at the counter what the current charge is, pay only that, and take a printed receipt.
The Andaman and Nicobar Administration does not run a paid fast lane for certificates. Anyone offering a senior citizen certificate "in two days" for a fee is charging for a queue position that does not exist. Never give your Aadhaar OTP, your e-District password or your original Islander Card to an intermediary, the Tehsildar office needs none of those from a third party.
