Widow / Destitute Certificate in Andaman and Nicobar Islands
Andaman and Nicobar Islands state government scheme
Widow / Destitute Certificate in Andaman and Nicobar Islands is not published as a single named service. The Andaman and Nicobar Administration proves widow status through the husband's death certificate and destitution through a Tehsildar income certificate plus an affidavit, and the Directorate of Social Welfare at Goalghar, Port Blair uses that bundle to sanction the Rs 2,500 a month widow and destitute women allowances. Apply through the Child Development Project Officer.
Widow / Destitute Certificate in Andaman and Nicobar Islands is a document readers look for by name and do not find, because the Andaman and Nicobar Administration does not publish one. What the Administration does instead is treat a specific combination of documents as conclusive proof of status: the husband's registered death certificate for a widow, and a Tehsildar's income certificate plus a sworn affidavit for a destitute woman. Those documents, presented with the Directorate of Social Welfare's common application form, are what actually unlock the Rs 2,500 a month widow pension and the Rs 2,500 a month destitute women allowance in the islands.
What does the Andaman and Nicobar Administration issue instead?
The Andaman and Nicobar Administration splits the work between three offices. The Registrar of Births and Deaths, under the Directorate of Health Services, registers the death and issues the death certificate, the one document the Directorate of Social Welfare says no other proof can replace on the widow route. The Tehsildar, under the Revenue Department, issues the income certificate and the residence proof. The Directorate of Social Welfare, at Goalghar in Port Blair, sanctions the actual allowance, and the Child Development Project Officer in the applicant's area is the local officer who verifies circumstances and certifies that the applicant is not already drawing another government pension.
Understanding this split saves a wasted trip. Walking into a Tehsil office in Port Blair, Mayabunder, Diglipur or Car Nicobar and asking for a "widow certificate" produces confusion. Asking for an income certificate and a Local Certificate, and separately collecting the death certificate, produces exactly the bundle the Social Welfare office wants.
Who can and who cannot apply?
A widow resident in the Andaman and Nicobar Islands can apply if the household's monthly income does not exceed Rs 4,000 and she can show either a Local Certificate, an Islander Identity Card or a domicile certificate. Where none of those exists, the Administration accepts a Tehsildar's certificate that the applicant has lived in the Union Territory for more than 10 years, a genuinely useful concession in a territory where settlement histories are complicated and many families arrived from the mainland across several decades.
A destitute woman who is not a widow can also apply, on the Allowance to Destitute Women route. That route asks for an affidavit stating eligibility, which the widow pension route does not, and it carries the same Rs 4,000 monthly household income ceiling and the same requirement of more than 10 years' residence.
A woman already drawing another government pension or allowance cannot apply. The application form asks directly what assistance has already been received from Government, local bodies or autonomous bodies, and the Child Development Project Officer's certificate is precisely the check on this point. Drawing the old age pension and the widow pension together is not permitted.
A woman whose husband's death was never registered cannot proceed on documents alone. The death has to be registered first with the Registrar of Births and Deaths; a delayed registration is handled through the same office, with the length of the delay deciding whether a magistrate's order is needed.
A woman living outside the islands cannot obtain proof of status from an Andaman Tehsildar. She must approach the revenue authority of the state or Union Territory where she actually lives.
How to get proof of widow or destitute status in the Andaman and Nicobar Islands
- Register the death, if it has not already been registered, with the Registrar of Births and Deaths for the area, and obtain the death certificate. A destitute applicant who is not a widow skips this step and prepares an affidavit stating her circumstances instead.
- Apply to the Tehsildar for the income certificate and the residence proof, the Local Certificate, Islander Identity Card or domicile certificate. Revenue certificates for the islands are delivered through the e-District portal at edistrict.andamannicobar.gov.in, which the Administration built to carry 78 identified citizen services, so check there first before queueing at the Tehsil counter.
- Collect the application form for grant of financial assistance, free, from the Directorate of Social Welfare at Goalghar, Port Blair or from your Child Development Project Officer's office. Tick the correct option on the form, widow allowance or destitute allowance: because the two routes take slightly different documents.
- Fill the form and attach the death certificate or the affidavit, the Tehsildar's income certificate, the residence proof, the Aadhaar card, an attested bank passbook copy in the applicant's own name and a passport-size photograph.
- Submit the completed form to the concerned Child Development Project Officer, who verifies the circumstances locally and issues the certificate that the applicant draws no other government assistance.
- Keep the acknowledgement, and follow up with the Directorate of Social Welfare, which sanctions the allowance and arranges payment into the bank account.
What does it cost and who should you pay?
The Directorate of Social Welfare's application form is issued free at the Directorate and at CDPO offices. There is no charge for the form and no charge for lodging it. What can carry a fee is the supporting revenue paperwork — the income certificate and the residence certificate, and the correct amount is whatever the Tehsil counter receipt or the e-District portal payment screen shows.
Pay only those amounts. Anyone offering to "arrange the widow certificate" in Port Blair for a lump sum is charging for form-filling and a bus fare, on top of a government fee that is small or absent. The Islands are small and the offices are few; there is no queue-jumping product for sale.
How do I check the status?
For the revenue certificates, use the Track Application facility on the A&N e-District portal with the application reference number the portal issued. For the allowance itself, follow up with the Child Development Project Officer who received the form, quoting the acknowledgement, and then with the Directorate of Social Welfare at Port Blair. The Directorate's Citizen Charter sets 45 days for a destitute women allowance decision, which is the benchmark to hold the office to.
Does the proof expire?
A death certificate never expires and does not need renewal, so a widow does not have to re-prove her widowhood. The income certificate is the part that goes stale, it is read as a current-year document, and a pension office reviewing a case will ask for a fresh one. Plan on refreshing the Tehsildar income certificate annually and keeping the death certificate as a permanent record, ideally with two or three attested copies.
Remarriage ends eligibility for the widow allowance. So does starting to draw another government pension.
Why do these claims get rejected in the islands?
The commonest cause is an unregistered death, where the family has a hospital record but never registered the death. The second is the income ceiling: a household income certificate showing more than Rs 4,000 a month closes the file, and applicants often do not realise the certificate is measuring the whole household rather than the applicant alone. The third is the residence test, where the applicant holds neither a Local Certificate nor an Islander Identity Card and has not asked the Tehsildar for the 10-year stay certificate. The fourth is a bank account in somebody else's name, which produces a sanction that never actually pays. And the fifth is duplication. An applicant already drawing old age pension who applies for widow pension as well.
Where do I complain or get help?
Start with the Child Development Project Officer who received your form, then escalate to the Directorate of Social Welfare, Goalghar, Port Blair on 03192-233356. For faults with the online certificate application. A form that will not submit, a certificate that will not download, a status that has not moved: contact the e-District helpdesk on 03192-259027 or 03192-259028, at the Office of the Secretary (General Administration), A&N Administration Secretariat, Port Blair, or by email at helpdesk[dot]sdc[dot]and[at]gov.in. Use the right door: portal faults are fixed by the technical helpdesk, not by the sanctioning officer.

Frequently asked questions
Does the Andaman and Nicobar Administration issue a separate widow certificate?
No — the Andaman and Nicobar Administration does not publish a standalone widow certificate or destitute certificate as a named service. Widowhood is proved by the husband's registered death certificate, and destitution by a Tehsildar's income certificate together with an affidavit, and the Directorate of Social Welfare accepts that bundle as proof of status.
Which office certifies widow or destitute status in the islands?
Three offices share the work: the Registrar of Births and Deaths issues the death certificate, the Tehsildar issues the income and residence certificates, and the Child Development Project Officer certifies locally that the applicant draws no other government assistance. The Directorate of Social Welfare at Goalghar, Port Blair sanctions the claim.
What does proof of widow or destitute status cost in the Andaman and Nicobar Islands?
The application form for grant of financial assistance is issued free at the Directorate of Social Welfare and at CDPO offices. Any fee for the supporting Tehsildar certificates is what the Tehsil counter or the A&N e-District portal displays at the payment step — pay that and nothing more.
What is the income limit for the widow and destitute allowances?
Household income must not exceed Rs 4,000 per month for both the Andaman and Nicobar Islands Widow Pension Scheme and the Allowance to Destitute Women Scheme. The Tehsildar's income certificate is the document that settles this, and it is printed into the application form itself.
How much do the widow and destitute allowances pay?
Both pay Rs 2,500 per month into the beneficiary's own bank account. The Directorate of Social Welfare runs the widow pension and the destitute women allowance as separate schemes at the same rate, and a woman draws one of them, not both.
Can I apply online in the Andaman and Nicobar Islands?
The pension application itself is offline through the Child Development Project Officer, but the supporting revenue certificates are delivered through the A&N e-District portal at edistrict.andamannicobar.gov.in, which the Administration built to carry 78 identified citizen services across departments.
How long does the process take?
The Directorate of Social Welfare Citizen Charter sets 45 days for deciding a destitute women allowance claim. Getting the supporting certificates together usually takes longer than that in practice, because the death registration and the Tehsildar income certificate have to be completed first.
Which helpline do I call?
Call 03192-259027 or 03192-259028 for the A&N e-District helpdesk when the problem is with an online certificate application, and 03192-233356 for the Directorate of Social Welfare when the problem is with the pension or allowance itself.
