Trade Licence in Andaman and Nicobar Islands
Andaman and Nicobar Islands state government scheme
Andaman and Nicobar Islands does not run a general municipal trade licence online. The ANI e-Seva portal instead carries the Registration Certificate under the A&N Islands Shops and Establishments Regulation as the licence a shop actually needs, issued by the Labour Department, while the Port Blair Municipal Council handles building permits, property tax and water for the premises.
Is there a trade licence in the Andaman and Nicobar Islands?
This is the question worth answering honestly first, because the Andaman and Nicobar Islands do not work the way a mainland state does.
The Andaman and Nicobar Administration runs a single consolidated services portal; ANI e-Seva, at anieseva.andamannicobar.gov.in: covering 28
departments and well over a hundred services. That portal lists driving
licences, permits, fishing vessel registrations, tourism registrations, factory
licences, legal metrology licences, drug licences, FSSAI licences and municipal
building permits. It does not list a general municipal trade licence.
What it does list, and lists three separate ways, is the registration a shop actually needs:
- Registration certificate under the A&N Islands Shops and Establishments Regulation Act; described on the portal as mandatory registration of shops and commercial establishments.
- Application for Registration of Shops and Establishments, covering wages, working hours, holidays and safety conditions.
- Registration and renewal of Shops and Commercial Establishment, for compliance with the A&N Shops and Commercial Establishment Regulation, 2004.
All three sit under the Labour Department of the Andaman and Nicobar Administration. So in the islands, the document a shopkeeper commonly calls a "trade licence" is in practice this Labour Department registration, plus whatever trade-specific approval the activity needs.
What does the Port Blair Municipal Council do instead?
The Port Blair Municipal Council (PBMC) is the islands' urban local body, and its services are listed as their own department on ANI e-Seva. Those services are about the premises, not the trade:
- Property tax online payment, and Pay Tax Property Bill through
pbmc.gov.in. - Building or development permit (business) and (domestic): official approval for construction or remodelling to local standards.
- Application for NOC for building plan construction and Initial NOC or Plan Approval for building permit, including the firefighting scheme.
- Water connection applications and permissions, domestic and urban, and e-payment of water bills for domestic and business connections.
- Online payment of shop rent for municipal shops.
Most of these run through the online building plan approval system at
pbmc-obpas.com. The practical reading is this: PBMC approves that a building
may lawfully exist and be used commercially; the Labour Department registers that
a shop lawfully operates inside it.
Who can and cannot apply for a shops and establishments registration?
Any employer running a shop or commercial establishment in the Andaman and Nicobar Islands must register under the A&N Islands Shops and Commercial Establishment Regulation, 2004. Proprietors, partnership firms, LLPs and companies are all capable of registering, provided they lawfully occupy the premises.
You cannot apply, or your application will not be granted, where:
- You have no lawful right over the premises; no ownership document, no valid rent or lease agreement, and no landlord consent.
- The building has no municipal building or development permit for the use you propose, since PBMC's building permit governs what the premises may be used for.
- The activity is a factory rather than a shop, in which case the Chief Inspector of Factories licenses it under the Factories Act, 1948 and the Factories Department approves the site layout and building plan — both listed separately on ANI e-Seva.
- The trade is regulated and you lack the prior statutory approval, a restaurant without FSSAI registration, a pharmacy without a drug licence, or a weights and measures dealer without a legal metrology licence.
- The activity is a tourism operation such as scuba diving, sea walk, sea kart, parasailing or a bed and breakfast, which the Tourism Department registers under its own dedicated services.
- The activity is a port operation such as stevedoring, ship repair or clearing and forwarding, which the Port Management Board licenses separately.
How to apply for a shop registration in the Andaman and Nicobar Islands
- Open ANI e-Seva and register. Go to
anieseva.andamannicobar.gov.inand create an account with your mobile number and email, completing the OTP verification. Use a number you will keep, because status updates travel through it. - Find the shops and establishments service. Browse the Labour Department's services and choose Registration certificate under AN Islands Shops and Establishments Regulation Act, or Regn, renewal of Shops and Commercial Establishment if you already hold one.
- Declare the establishment fully. Enter the establishment name, the nature of the business, the constitution of the firm, the full premises address, the number of employees, the working hours and the weekly holiday. The regulation is about employment conditions, so these entries are the substance of the application, not formalities.
- Upload the documents. Identity proof of the employer, premises proof, landlord NOC where the premises are rented, and constitution documents for a firm or company.
- Add the trade-specific approval. Attach FSSAI registration for a food business, the drug licence for a pharmacy, or the legal metrology licence for a weights and measures dealer. ANI e-Seva carries each of these as its own service, so obtain them before or alongside the registration.
- Pay only the fee the service page displays, and download the receipt.
- Save the acknowledgement reference and use it to track the file, answer any query, and download the registration certificate when it issues.
How to apply offline in the islands
An offline route genuinely exists, and in the outlying islands it is often the only practical one.
- Approach the Labour Department office for the shops and establishments registration, taking the filled application and self-attested copies of the identity proof, premises proof and constitution documents.
- Submit at the counter and collect a dated acknowledgement.
- Pay the fee at the counter and keep the printed receipt.
- For the premises itself, approach the Port Blair Municipal Council for the building or development permit and the water connection, and clear the property tax on the holding.
- Be present at the premises for any inspection, and collect the certificate from the office that received the application.
A Common Service Centre operator can also file the online application for you. The centre may charge its own published service charge, which is separate from and additional to the government fee; ask what it is before you agree, and insist on a receipt.
How do I check my application status?
Track the file inside your ANI e-Seva login using the acknowledgement reference.
If it stalls, contact the portal's own help desk of the State Data Centre on
03192-259028 or at help.sdc.and@nic.in. The Administration's Officer on
Special Duty (IT) is reachable on 03192-259027 or 03192-259028 and at
sovtech.and@nic.in. For a PBMC building or tax matter, use pbmc.gov.in and the
building plan approval system at pbmc-obpas.com.
Renewal and validity
The A&N Islands Shops and Commercial Establishment registration is renewable, ANI e-Seva carries a distinct "Regn, renewal of Shops and Commercial Establishment" service, which is why renewal is a real step rather than an optional one. The Administration does not publish a single validity period on its service listing, so read the period printed on your own certificate and renew before it expires. Where the number of employees, the nature of the business, the premises or the constitution of the firm changes, apply to amend the registration rather than waiting for renewal.
Why applications get rejected in the Andaman and Nicobar Islands
- No building permit for the premises for the use proposed, since PBMC controls building and development permission.
- Weak premises proof, an expired rent agreement, or no landlord NOC for commercial use.
- Employee and working-hour declarations that do not match what an inspector finds on the premises.
- Missing sector approval; FSSAI for food, drug licence for a pharmacy, legal metrology licence for weights and measures.
- Factory activity filed as a shop, when it needed a licence under the Factories Act, 1948 from the Chief Inspector of Factories.
- Tourism activity filed as a shop, when scuba diving, sea walk, sea kart, parasailing and bed and breakfast each have their own Tourism Department registration.
- Unanswered portal query, which eventually closes the application.
Grievance route and a warning about middlemen
Use the tracking facility inside your ANI e-Seva login first, quoting the acknowledgement reference. If the file still does not move, contact the State Data Centre help desk on 03192-259028 or at help.sdc.and@nic.in, and escalate to the Labour Department for a shops and establishments file or to the Port Blair Municipal Council for a premises matter.
Pay only the fee the official portal computes and displays, through the portal's
own payment gateway, or the fee the government office receipts at its counter, and note that ANI e-Seva shows a fee of 0 against the PBMC services it lists.
Because the Administration publishes no separate trade licence fee, the amount
the service page shows you is your only reference; treat any demand above it as a
red flag. No agent or "licence consultant" can move a government file faster, and
no one is entitled to cash on the side for issuing a registration. Apply yourself
on anieseva.andamannicobar.gov.in, keep every receipt, and raise a grievance
the moment someone asks for a payment the portal never showed you.

Frequently asked questions
Does the Andaman and Nicobar Islands issue a municipal trade licence?
The Andaman and Nicobar Administration's own ANI e-Seva portal does not list a general municipal trade licence among its services. The licences and registrations it does list for a shop are the Registration Certificate under the A&N Islands Shops and Establishments Regulation from the Labour Department, plus trade-specific approvals such as FSSAI, drug licence and legal metrology.
What registration does a shop in the Andaman Islands actually need?
A shop needs the Registration Certificate under the A&N Islands Shops and Commercial Establishment Regulation, 2004, which the ANI e-Seva portal describes as mandatory registration of shops and commercial establishments. The portal lists it three ways — the registration certificate itself, the application for registration, and registration with renewal — all under the Labour Department.
What does the Port Blair Municipal Council handle?
The Port Blair Municipal Council handles the premises rather than the trade: building and development permits for business and domestic property, property tax, water connections and bills, shop rent for municipal shops, and NOCs and plan approvals for construction. Its services are reached through pbmc.gov.in and the online building plan approval system at pbmc-obpas.com.
Can I apply online in the Andaman and Nicobar Islands?
Yes — the ANI e-Seva portal at anieseva.andamannicobar.gov.in carries the shops and establishments registration among the services of 28 departments, and separately lists the Port Blair Municipal Council's services. Some services redirect to national portals such as the FSSAI licensing site rather than being processed on ANI e-Seva itself.
How much does registration cost in the Andaman and Nicobar Islands?
The ANI e-Seva service listing shows a fee of 0 against the Port Blair Municipal Council services it lists, and does not publish a separate fee amount for the shops and establishments registration on its listing page. Check the fee the service page displays at the payment step and pay only that amount.
Do I need a separate licence for a restaurant or a pharmacy?
Yes — a restaurant needs FSSAI registration or a licence, and a pharmacy needs a drug licence from the Drug Licensing Authority, which the A&N Administration runs through its own portal at druglicense.andamannicobar.gov.in. These are in addition to, not instead of, the shops and establishments registration.
What licences does a tourism business in the islands need?
Tourism businesses in the Andaman and Nicobar Islands are separately registered by the Tourism Department, which the ANI e-Seva portal shows licensing hotels, guest houses and tourist accommodation, tour operators, transport operators, scuba diving operators, sea walk and sea kart operators, parasailing and bed-and-breakfast establishments. Each has its own registration and renewal service.
Whom do I contact if my application is stuck?
Contact the ANI e-Seva help desk of the State Data Centre on 03192-259028 or at help.sdc.and@nic.in, the contact the portal itself publishes. The Administration's Officer on Special Duty (IT) can also be reached on 03192-259027 or 03192-259028, and department-level escalation goes to the Labour Department for a shops and establishments file.
