What is One Nation One Ration Card?

One Nation One Ration Card (ONORC) is a national portability system run by the Department of Food and Public Distribution under the Ministry of Consumer Affairs, Food and Public Distribution. ONORC lets any beneficiary of the National Food Security Act (NFSA), 2013 collect their subsidised ration from any ePoS-enabled Fair Price Shop anywhere in the country, not just the shop where their card is registered.

According to the Department, ONORC covers the roughly 80 crore NFSA beneficiaries and is powered by the Integrated Management of Public Distribution System (IM-PDS) portal, which links every state's PDS and enables real-time, Aadhaar-authenticated transactions. The scheme is especially useful for migrant workers and their families, who earlier lost access to their ration when they moved for work.

Who is eligible for One Nation One Ration Card?

You are covered if:

• You hold a ration card issued under the National Food Security Act, 2013: either a Priority Household or an Antyodaya Anna Yojana card.
• Your ration card and members are seeded with Aadhaar.
• You collect ration from an ePoS-enabled Fair Price Shop.

You are not eligible / not covered if:

• You do not hold an NFSA ration card, ONORC does not create new eligibility; it only makes an existing NFSA entitlement portable.
• Your ration card is not linked to Aadhaar, so biometric authentication cannot be done.
• You hold only a non-NFSA state card that is outside the food-security cover.

Because ONORC is a portability layer over NFSA, anyone who wants a fresh ration card must first apply for an NFSA card through their state food department; ONORC then applies automatically.

How to apply for and use One Nation One Ration Card

There is no separate ONORC application form. What matters is preparing your existing NFSA card and then using it correctly at any Fair Price Shop:

1. Make sure your NFSA ration card is linked to Aadhaar at your local food office or Fair Price Shop.
2. Find a nearby ePoS-enabled Fair Price Shop. You can locate one using the Mera Ration app.
3. At the shop, tell the dealer you want to draw ration under ONORC and give your ration card number or Aadhaar number.
4. Complete biometric authentication (fingerprint or iris) on the ePoS device.
5. Check your entitlement shown on the device and collect your subsidised foodgrain.
6. If needed, use partial lifting so different family members can collect their share in different locations.

There is no online form to fill and no fee. The entire process happens at the shop through the ePoS device.

How much benefit does One Nation One Ration Card provide?

ONORC does not change the quantity of ration; it makes the existing NFSA entitlement portable. Under NFSA:

• Priority Household members get 5 kg of subsidised foodgrain per person per month.
• Antyodaya Anna Yojana households get 35 kg per family per month.

Foodgrain is supplied at the highly subsidised NFSA prices. ONORC's value is that a worker who moves from, say, Bihar to Delhi can draw this same entitlement in Delhi, and the family back home can draw the balance.

How to check your ration and transactions

1. Download the Mera Ration app or visit the NFSA portal at nfsa.gov.in.
2. Enter your ration card or Aadhaar number to see your entitlement.
3. View your recent transactions and locate nearby Fair Price Shops.

The IM-PDS dashboard at impds.nic.in shows state-level portability data for transparency.

Why ONORC transactions fail and what to do

• Aadhaar not seeded — if the ration card or a member is not linked to Aadhaar, the ePoS device cannot authenticate the beneficiary. Get the card seeded at the local food office.
• Biometric failure; worn fingerprints often fail; the device can then try iris scan or an OTP to the Aadhaar-linked mobile number.
• Shop not ePoS-enabled: ONORC works only at electronic Point of Sale shops. Use the Mera Ration app to find a nearby ePoS-enabled Fair Price Shop.
• Wrongful denial, a dealer must not refuse portable ration to a valid NFSA beneficiary; if this happens, raise a complaint on the 1967 helpline.

A key strength of ONORC is that the entitlement is portable at the member level. This means a migrant worker in a city can draw part of the family's foodgrain there while the rest of the family draws the balance in the home village during the same month, each authenticated separately.

How widely is ONORC used?

ONORC now operates in all 36 states and union territories. The scheme began in August 2019 with four states, expanded in phases, and reached full national coverage when Assam became the last state to join in June 2022. According to the Department of Food and Public Distribution, ONORC had by then recorded around 71 crore portable transactions since inception, delivering subsidised foodgrain worth roughly Rs 40,000 crore in food subsidy through portability alone, and the system processes on the order of 3 crore portable transactions a month.

Two kinds of portability run on the same platform. Inter-state portability lets a worker who has moved from one state to another draw ration in the destination state. Intra-state portability lets a beneficiary collect from a more convenient Fair Price Shop within the home state, for example, near a workplace rather than the registered village shop. Both are authenticated the same way, at the ePoS device, against the home-state entitlement.

Important context and coverage

ONORC was rolled out progressively across states and union territories and now provides nationwide portability for National Food Security Act beneficiaries. It is not a new welfare payment but a technology-backed portability layer built on Aadhaar authentication and the IM-PDS platform, which links every state's public distribution system. For migrant families, this removes the earlier problem of losing ration access on moving for work.

The Mera Ration mobile application, available in around 13 Indian languages, is the beneficiary-facing tool: it shows the nearest ePoS-enabled Fair Price Shop, the household's entitlement, recent transactions and an option to register migration details. Because entitlement is checked live against the home state's record, a beneficiary does not need to carry any physical transfer document when moving, the ration card number or Aadhaar number is enough.
