What is the RMEWF Financial Assistance for Ex-Servicemen in Penury?

The RMEWF Financial Assistance for Ex-Servicemen in Penury, commonly called the Penury Grant, is a welfare grant administered by the Kendriya Sainik Board (KSB) under the Department of Ex-Servicemen Welfare, Ministry of Defence. It provides a monthly cash grant to non-pensioner ex-servicemen and their widows who are old and without a regular income, so that the poorest veterans of the armed forces are not left destitute.

The grant is paid from the Raksha Mantri Ex-Servicemen Welfare Fund (RMEWF), which is linked to the Armed Forces Flag Day Fund (AFFDF). Who is eligible for the penury grant?

You can apply if:

• You are an ex-serviceman who retired up to the rank of Havildar (or equivalent in the Navy and Air Force), or the widow of such an ex-serviceman.
• You are a non-pensioner. You do not draw a service pension.
• You are 65 years of age or above.
• You have no regular source of income and are in financial penury.

You cannot apply if:

• You draw a service pension, the grant is only for non-pensioners.
• You are below 65 years of age.
• The ex-serviceman retired above the rank of Havildar — the scheme is limited to personnel up to Havildar and equivalent.

The scheme is narrowly targeted: it is not a general veterans' pension but a last-resort grant for the oldest and poorest non-pensioner ranks and their widows. Applicants who have any other regular pension or income are generally not eligible.

How to apply for the penury grant

The penury grant is applied for through the local Sainik welfare machinery, not directly to the Kendriya Sainik Board. The process is:

1. Visit your Zila Sainik Board (ZSB). Approach the district Sainik welfare office with your ESM identity/discharge document, age proof and income/non-pension declaration.
2. Fill in the penury grant application. The ZSB helps complete the application and verifies that you meet the age, rank and non-pensioner conditions.
3. ZSB forwards it to the Kendriya Sainik Board. The application is uploaded through the KSB online portal and moves to the Board for scrutiny.
4. Scrutiny and approval by KSB. The Board's welfare section verifies the case; approved applications are put up for sanction by the competent authority, generally in one lot every quarter.
5. Receive the monthly grant. On sanction, the Rs 8,000 monthly grant is paid to your bank account.

Because sanction happens in batches, applicants should apply through the ZSB well in advance and follow up with the district office on status.
