What is the Post-Matric Scholarship for SC Students?

Post-Matric Scholarship for SC Students (PMS-SC) is a Centrally Sponsored Scheme of the Ministry of Social Justice and Empowerment. According to the Department of Social Justice and Empowerment, its objective is to appreciably increase the Gross Enrolment Ratio of Scheduled Caste students in higher education by providing financial support at the post-matriculation stage, that is, from Class 11 onwards.

PMS-SC is the single largest scholarship programme for Scheduled Caste students in India. Scholarships apply to studies within India only, and beneficiaries are selected by State Governments and Union Territory Administrations on the basis of domicile, not on the basis of where the institution is located.

Key objectives

• Remove the cost barrier that pushes SC students out of education after Class 10.
• Cover the actual non-refundable fees charged by recognised institutions.
• Support living costs through an academic allowance differentiated between hostellers and day scholars.

• Payment by Direct Benefit Transfer into the student's own Aadhaar-seeded account.
• Under the revised funding arrangement, the Government of India directly pays 60 per cent of the committed liability, with the state meeting the balance.

Who is eligible for the Post-Matric Scholarship for SC students?

You can apply if:

• You belong to a Scheduled Caste notified for your state, and hold a valid caste certificate from a competent authority.
• Your family's annual income does not exceed Rs 2.5 lakh.
• You are studying in a recognised post-matriculation course, Class 11, Class 12, ITI, diploma, undergraduate, postgraduate or professional.
• You are enrolled in a recognised institution and studying on a full-time basis.
• You passed the preceding examination and are progressing to the next stage.
• You are an Indian national studying in India.

You cannot apply if:

• You do not belong to a Scheduled Caste. Separate post-matric schemes exist for ST, OBC and minority students.
• Your family income exceeds the ceiling.
• You are studying below Class 11, pre-matric students should apply to the Pre-Matric Scholarship for SC Students instead.
• You are repeating a class after failing, for which a fresh award is generally not made.
• You are already receiving another central government scholarship for the same course, since benefits cannot be duplicated.
• Your institution is not recognised by a competent authority.

A note on the income ceiling. The operative ceiling published in state government scholarship notifications is Rs 2.5 lakh per annum. Proposals to raise it to Rs 4.5 lakh have been reported in the press but could not be confirmed as notified on an official Ministry source, so no revised figure is stated here. Check the current year's ceiling on scholarships.gov.in before applying.

How much does the Post-Matric Scholarship for SC students pay?

PMS-SC has two distinct money components.

Non-refundable course fees. All compulsory non-refundable fees charged by the institution are paid. This is the larger part of the benefit for students in professional and technical courses, where fees dominate the cost of study.

Academic allowance. Under the revised scheme guidelines, the academic allowance is paid for 10 months of an academic year and varies by course group:

Within these ranges, the higher rates go to students in Group I courses; typically professional and technical degree and postgraduate programmes — and the lower rates to Group IV courses, which are non-degree post-matriculation courses. Students with disabilities are entitled to additional allowances under the scheme guidelines. Confirm the applicable rate with your institution's nodal officer, since these are handled separately from the standard academic allowance.

What documents are required for the Post-Matric Scholarship for SC students?

How to apply for the Post-Matric Scholarship for SC students

1. Go to the National Scholarship Portal at scholarships.gov.in, or your state's own SC scholarship portal where one exists, for example MahaDBT in Maharashtra.
2. Complete one-time registration (OTR) using your Aadhaar number and Aadhaar-linked mobile number, and finish the e-KYC step.
3. Log in with the application ID and password generated at registration.
4. Select Post-Matric Scholarship for SC Students from the scheme list and choose the correct academic year.
5. Fill in your personal, caste, income, institution and course details, and declare whether you are a hosteller or day scholar. This determines your allowance rate.
6. Enter your Aadhaar-seeded bank account details carefully; a mismatch is the single most common cause of failed payment.
7. Upload the caste certificate, income certificate, previous marksheet and fee receipt, then submit before the deadline.
8. Get the application verified by your institution's nodal officer, then by the district and state authority: verification at institution level is a compulsory step and an unverified application lapses.
9. Track the application on the portal and note the application ID for renewal next year.

How to check your Post-Matric Scholarship status

1. Log in at scholarships.gov.in with your application ID.
2. Open Check Your Status on the applicant dashboard.
3. Confirm the stage; institute verification, district verification, state verification or payment released.
4. If the status shows the application pending at institute level, contact your college's scholarship nodal officer directly, since only they can push it forward.

Common reasons Post-Matric Scholarship applications are rejected

• Institution verification not completed before the deadline. The most frequent single cause.
• Bank account not Aadhaar-seeded, or the account is in a parent's name rather than the student's.
• Name mismatch between Aadhaar, caste certificate and institution records.
• Income certificate expired or issued by an authority not accepted by the state.
• Duplicate application on both the NSP and a state portal.
• Course or institution not recognised by the competent authority.
• Failure in the preceding year, which disqualifies a repeat award.
