What is the SEED Educational Empowerment component?

SEED, the Scheme for Economic Empowerment of De-notified, Nomadic and Semi-Nomadic (DNT) communities; is an umbrella scheme of the Ministry of Social Justice and Empowerment launched in February 2022. According to the Department of Social Justice and Empowerment, SEED is built on four components, of which Educational Empowerment is one. This component provides free coaching to students from these historically marginalised communities so they can compete for civil services, professional courses and other competitive examinations on an equal footing.

De-notified, Nomadic and Semi-Nomadic Tribes are communities that were once branded under the colonial-era Criminal Tribes Act and later "de-notified" after independence. Many remain among the most educationally and economically excluded groups in the country, and are often not covered adequately by the SC, ST or OBC scholarship systems. SEED's educational empowerment component is designed to close that gap.

SEED is implemented through the Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities (DWBDNC), which acts as the nodal agency and runs the SEED portal for applications.

What benefit does the component provide?

The educational empowerment component meets the cost of coaching for eligible students. According to the scheme's framework, coaching is offered for:

• Civil services examinations (UPSC and State PSCs).
• Entrance examinations for professional courses such as engineering and medicine.
• Other competitive and recruitment examinations.

The scheme bears the coaching cost so the student does not pay fees. This is a service benefit rather than a cash transfer. The value is the free preparation, not a lump sum credited to the student. Where the guidelines provide a maintenance or stipend allowance for the coaching period, it is paid separately as notified.

Who is eligible for SEED educational empowerment?

You can apply if:

• You belong to a De-notified, Nomadic or Semi-Nomadic Tribe community, as evidenced by a community/caste certificate.
• Your family's annual income is up to Rs 2.5 lakh.
• You meet the academic eligibility for the examination or course the coaching is meant to prepare you for.

You cannot apply if:

• You do not belong to a DNT, SNT or nomadic community covered by the scheme.
• Your family income exceeds Rs 2.5 lakh a year.
• You are seeking a benefit under one of SEED's other three components (health insurance, livelihood or housing) — those have their own eligibility and are applied for separately.

Because DNT communities overlap with SC, ST and OBC lists in different States, eligibility is decided on the basis of the community certificate recognised by the State, read with the SEED guidelines.

How to apply for SEED educational empowerment

According to the Department, applications are made online through the SEED portal operated by the DWBDNC.

1. Visit the SEED portal linked from the Department of Social Justice and Empowerment website (socialjustice.gov.in) and register as a student applicant.
2. Fill in the application form, choosing the Educational Empowerment / free-coaching component and the examination or course you want coaching for.
3. Upload your community certificate, income certificate, Aadhaar and education marksheets.
4. Submit the application and note the acknowledgement / application ID for tracking.
5. The DWBDNC and the empanelled arrangement verify your eligibility; on approval you are enrolled for the free coaching.

If you cannot apply online, contact the DWBDNC or your State's SEED nodal officer for assisted registration.

Why the scheme matters

SEED brings the four biggest needs of DNT families: education, health, livelihood and housing; under one board. The educational empowerment component specifically addresses the fact that first-generation learners from nomadic communities rarely have access to paid coaching, which has become a gatekeeper to government jobs and professional courses. By meeting the coaching cost, the scheme aims to open those examinations to students who would otherwise be priced out.
