Financial Assistance for Marriage (APB&OCWWB)
Arunachal Pradesh state government scheme
Financial Assistance for Marriage (APB&OCWWB) is a welfare benefit of the Arunachal Pradesh Building and Other Construction Workers Welfare Board that pays Rs 10,000 towards the marriage of a registered construction worker's child, for up to two children. Claims are filed offline with the Registering Officer of the Board in your district.
What is Financial Assistance for Marriage (APB&OCWWB)?
Financial Assistance for Marriage is a welfare benefit paid by the Arunachal Pradesh Building and Other Construction Workers Welfare Board (APB&OCWWB), which operates under the Department of Labour and Employment, Government of Arunachal Pradesh. It is often listed on scheme directories as the Marriage Gift Scheme, and workers in the state usually just call it the Board's shaadi assistance.
The Board pays Rs 10,000 per marriage, for up to two children of a registered construction worker. That is the whole of the cash benefit. It is a contribution towards wedding expenses, not a dowry substitute and not a full subsidy of the ceremony.
The context matters more than the number. Building and other construction workers in Arunachal Pradesh are among the least protected workers in the state, daily wage, no employer welfare fund, frequently migrating between sites in Itanagar, Naharlagun, Pasighat and the district headquarters. The Welfare Board, financed by a cess on the cost of construction work under the Building and Other Construction Workers Welfare Cess Act, 1996, exists to convert that cess into a small set of guaranteed benefits: maternity assistance, marriage assistance, death and accident compensation, education support and medical help. Marriage assistance is one of the more frequently claimed, because it is the one life event a worker can plan for in advance.
Who is eligible for the marriage assistance?
You can claim if:
- You are a permanent resident of Arunachal Pradesh.
- You are employed in the building or construction sector as defined under the Building and Other Construction Workers Act, 1996.
- You are registered with the APB&OCWWB as a building and other construction worker.
- Your membership is active on the date the claim is filed.
- The child whose marriage you are claiming for is at least 18 years old if female or 21 years old if male. The statutory minimum marriage ages under Indian law.
- You have not already claimed for two children.
You are not eligible if:
- You are not registered with the Welfare Board, or your registration has lapsed for non-payment of the subscription.
- You work outside building and other construction work as the Act defines it.
- You are not a resident of Arunachal Pradesh.
- The child getting married is below the legal minimum age. The Board cannot lawfully fund a child marriage, and an age document that shows an underage bride or groom will end the claim rather than delay it.
- You have already drawn the benefit for two children.
Construction work is read broadly under the Act. It covers construction, alteration, repair, maintenance and demolition of buildings, roads, bridges, tunnels, canals, embankments, dams, pipelines, towers and similar works. Masons, carpenters, bar-benders, plumbers, electricians, painters, helpers and unskilled site labour are all inside the definition; office staff of a construction company generally are not.
How does registration with the Board work?
Registration is not part of this scheme, it is the precondition for it, and most failed claims fail here.
- Approach the registered office of the APB&OCWWB in your district, usually attached to the District Labour Officer.
- Ask for the worker registration form, or download it where the district website hosts a copy.
- Provide a certificate of construction employment from your employer, contractor or the concerned authority, showing the days worked in the preceding year.
- Submit identity proof, residence proof, photographs and bank details, and pay the membership subscription.
- Collect the registration card and renew the subscription on time every year.
Under the 1996 Act, a worker must be aged 18 to 60 and must have worked the qualifying number of days in construction to be registered. A card that has stopped being renewed gives you no rights at all, which is why officers check membership status first and documents second.
What documents are required?
| Document | Mandatory | Notes |

| APB&OCWWB registration card | Yes | Membership must be active |
| Aadhaar or Voter ID | Yes | For the worker; often for the couple too |

How to apply for marriage assistance under APB&OCWWB
- Check that your registration is live. Take the card to the district Labour office and have the subscription status confirmed. If it has lapsed, clear the arrears first, nothing else in this process matters until that is done.
- Collect the prescribed application form from the Registering Officer of the APB&OCWWB in your district. The form is free.
- Assemble the documents, registration card, identity proof, the child's age proof, the marriage invitation card or certificate, bank passbook, photographs and residence proof.
- Fill the form in full, including your registration number, the name and age of the child getting married, the date of marriage, and a declaration of how many children you have already claimed for.
- Submit the completed file to the Registering Officer of your district and take a dated acknowledgement. Do not leave without it.
- Follow up on verification. The Registering Officer checks the claim against Board records and the age and marriage documents before sanctioning payment.
- Confirm the credit in the bank account named in the form once the sanction is issued.
There is no online submission route. The Department of Labour and Employment's site at labour.arunachal.gov.in carries departmental information and contact points, but the claim itself is filed on paper in the district.
When should I apply — before or after the wedding?
This is the most common practical question and the honest answer is that district offices differ. Some accept a claim filed on the strength of a marriage invitation card once the date is fixed; others want the marriage certificate or a certificate from the local authority after the event. Both documents appear on the published checklist, which is exactly why.
The safe approach is to visit the Registering Officer before the wedding, ask which document that office wants and whether it wants the file opened in advance, and then file as close to the wedding date as the office allows. A claim brought years after the marriage invites scrutiny that no amount of paperwork resolves quickly.
Why marriage assistance claims get rejected
- Lapsed Board membership; by a wide margin the most common reason.
- Age of the bride or groom below the legal minimum, or an age document that contradicts itself.
- No acceptable evidence of the marriage, or an invitation card where the office required a certificate.
- Claim for a third child, beyond the two-child ceiling.
- Name mismatch between the registration card, Aadhaar and bank account.
- Wrong or dormant bank account, causing the transfer to fail after sanction.
- Duplicate claim where a spouse who is also a registered worker has already claimed for the same child. The benefit attaches to the child's marriage, not to each parent separately.
Almost all of these are documentary and curable. Ask for the rejection reason in writing, fix the specific defect, and refile with the same Registering Officer rather than starting a fresh file elsewhere.
Where do I complain or follow up?
- Registering Officer / District Labour Officer, APB&OCWWB, in the district where you filed. The first point of contact for status and grievance.
- Directorate of Labour and Employment, Government of Arunachal Pradesh, Itanagar, reachable through labour.arunachal.gov.in, for escalation when a district office does not respond.
- The Deputy Commissioner's grievance cell in the district as a general administrative escalation.
Keep the acknowledgement slip from the day you submitted. In a paper system it is the only document that establishes when the claim entered the office.
Is registering with the Board worth it for Rs 10,000?
Taken alone, Rs 10,000 for a wedding is modest. Taken as part of the Board's package it looks different. A registered worker in Arunachal Pradesh is also covered for maternity assistance, and, under the Mukhya Mantri Shramik Kalyan Yojana announced by Chief Minister Pema Khandu on 18 September 2023, for natural death compensation raised from Rs 50,000 to Rs 2,00,000 and accidental death compensation raised from Rs 1,00,000 to Rs 4,00,000, along with sports incentives ranging from Rs 8,000 to Rs 30,000.
That is the real argument for keeping a registration card current: the marriage assistance is the benefit a worker plans for, but the death and accident cover is the one that matters most when it is needed, and neither is available to an unregistered worker.
How to check your application status
There is no online portal, login, or SMS tracker for this claim. The Registering Officer's paper register at your district office is the only record, so status checking is a manual, in-person or phone process built around the acknowledgement you were given at submission.
- Keep the acknowledgement slip safe. It carries the date of submission and, at most offices, a file or diary number. That number is what the Registering Officer looks up, not your name alone.
- Wait a reasonable interval before following up. Since claims are verified against Board membership records and the marriage documents, a straightforward file with no discrepancies typically clears faster than one needing clarification, but the Board does not publish a fixed turnaround time. Give the office a few weeks before pressing for an update.
- Visit or call the Registering Officer / District Labour Officer who received your file. Quote the diary number from your acknowledgement and ask specifically whether the claim is still under verification, has been sanctioned, or has been sent back for a correction.
- Ask directly if it has been sanctioned but not yet credited. A sanctioned claim can still sit for days before the transfer reaches your bank account, so the office can tell you whether the delay is on the verification side or the payment side.
- If the district office is unresponsive, escalate to the Directorate of Labour and Employment, Government of Arunachal Pradesh in Itanagar, reachable through labour.arunachal.gov.in, and mention the district, the diary number, and the date of filing.
- Check your bank account directly once the office confirms sanction. The Rs 10,000 is credited to the account named in your application, and a passbook entry or bank SMS is the final confirmation the claim has closed.
Because this is a paper-based, district-level process, status updates depend entirely on reaching the same office that holds your file. Calling a different district office, or the state helpline generally, will not surface a claim filed elsewhere.

Frequently asked questions
How much is the marriage assistance under APB&OCWWB?
The Arunachal Pradesh Building and Other Construction Workers Welfare Board pays Rs 10,000 as cash assistance per child's marriage, limited to two children of a registered worker. The maximum a single worker can draw over a lifetime is therefore Rs 20,000.
Who is eligible for this marriage assistance?
A permanent resident of Arunachal Pradesh who works in the building and construction sector, is registered with the APB&OCWWB, and whose membership is active at the time of the claim. The child getting married must be at least 18 if female or 21 if male.
Can an unmarried registered woman worker claim it for her own marriage?
The Arunachal Pradesh scheme, as recorded on the national myScheme entry, is framed around the marriage of a registered worker's children. Ask the Registering Officer in your district whether a worker's own marriage is covered, because the wording varies between state boards and should not be assumed from another state's rules.
How many children can I claim for?
Two. The benefit is capped at two children per registered worker, regardless of how many children the worker has.
Is there an online application?
No. Both the registration with the Welfare Board and the marriage assistance claim are offline processes handled by the Registering Officer of the APB&OCWWB in your district.
What if my Welfare Board registration has lapsed?
The claim will be rejected. Membership must be active when you apply, so regularise your subscription with the district office before filing, and keep renewing it rather than reviving it only when a benefit is needed.
Do I apply before or after the wedding?
Practice differs by district office, which is why both a marriage invitation card and a marriage certificate appear on document lists. Ask the Registering Officer which the office wants, and file as close to the wedding date as you can.
Is there any fee?
No. The form and the claim process are free. Only the Board membership subscription is payable, and that is separate from claiming this benefit. No agent should be paid to file this.
