What is the Maternity Benefit Scheme (APB&OCWWB)?

The Maternity Benefit Scheme is one of the welfare benefits administered by the Arunachal Pradesh Building and Other Construction Workers Welfare Board (APB&OCWWB), which functions under the Department of Labour and Employment, Government of Arunachal Pradesh. The Board exists under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and the accompanying Welfare Cess Act, and it is funded largely by a cess collected on the cost of construction work in the state.

Construction is among the most insecure forms of employment in India. A woman working on a site has no paid leave, no employer-funded maternity cover, and often no written employment record at all. The Maternity Benefit Scheme addresses that narrow but real gap by paying a cash amount around the time of delivery. The Board's stated purpose is to reduce the hardship of childbirth and to help with the early upbringing of the infant.

The benefit as originally notified is Rs 1,000, payable for up to two deliveries. On 18 September 2023, Chief Minister Pema Khandu announced the rollout of the Mukhya Mantri Shramik Kalyan Yojana, under which the maternity benefit for construction worker families was raised from Rs 1,000 to Rs 6,000. That announcement, reported by the Government of India's own News on AIR service, also raised natural death compensation from Rs 50,000 to Rs 2,00,000 and accidental death compensation from Rs 1,00,000 to Rs 4,00,000 for registered workers.

Because the enhanced figure was announced as part of a package rather than published as a standalone revised notification you can download, the honest position is this: Rs 1,000 is the originally notified amount and Rs 6,000 is the announced enhanced amount. Ask your district Labour office which figure is being disbursed on current claims before you plan around it.

Who is eligible for the Maternity Benefit Scheme?

You can claim if:

  • You are a woman engaged in building or other construction work in Arunachal Pradesh.
  • You are registered with the APB&OCWWB as a building and other construction worker.
  • Your membership is active on the date of the claim, that is, your subscription is not in arrears and your registration has not lapsed.
  • You are a permanent resident of Arunachal Pradesh.
  • The claim is for one of your first two deliveries.

You are not eligible if:

  • You are not registered with the Welfare Board, or your registration has lapsed. Registration is the single gate through which every Board benefit passes, and it cannot be done retrospectively to cover a delivery that has already happened.
  • You work in a sector outside building and other construction work as defined in the 1996 Act.
  • You are not a resident of Arunachal Pradesh.
  • You have already drawn the benefit twice.
  • The scheme description also records that the benefit is not available after a second marriage.

Construction work under the Act is defined broadly. It covers construction, alteration, repair, maintenance or demolition of buildings, streets, roads, railways, tramways, airfields, irrigation and drainage works, embankments, canals, dams, bridges, tunnels, pipelines, towers, cooling towers, transmission towers and similar work. Masons, helpers, carpenters, bar-benders, plumbers, electricians, painters and unskilled site labour all fall inside it.

How do I register with the APB&OCWWB first?

Registration is a prerequisite, so it is worth setting out separately.

  1. Go to the registering office of the APB&OCWWB in your district: usually attached to the office of the District Labour Officer, or the sub-divisional office where one has been designated.
  2. Obtain the prescribed registration form for a building and other construction worker.
  3. Provide proof that you have worked in construction, commonly a certificate from the employer, contractor or the concerned authority confirming the number of days worked in the preceding twelve months.
  4. Attach identity and residence proof, photographs and bank details, and pay the small membership contribution.
  5. Collect your registration card or identity card and keep the subscription current. A lapsed card is treated as no card.

Under the 1996 Act, a worker must be between 18 and 60 years of age and must have been engaged in building or other construction work for the qualifying number of days to be registered. Registration is what converts an informal worker into someone the Board can pay.

What documents are required for the maternity claim?

Document Mandatory Notes
APB&OCWWB registration card Yes Must show active membership
Aadhaar or Voter ID Yes Name should match the registration card
Medical certificate of delivery Yes From a government hospital, CHC, PHC or registered practitioner
Bank account passbook Yes Payment goes to the worker's own account
Application form Yes Free, from the district Labour office
Passport photographs Yes Usually two
Address proof / PRC Yes Residence in Arunachal Pradesh
Child's birth certificate No Useful where already issued

Carry originals for verification and self-attested photocopies for the file. Officers will return the originals the same day.

How to apply for the Maternity Benefit Scheme

  1. Confirm your registration is active. Take your APB&OCWWB card to the district Labour office and have the clerk check that your subscription is current. If it has lapsed, regularise it before filing anything else.
  2. Obtain the medical certificate of delivery from the hospital, community health centre or primary health centre where the delivery took place, or from the registered medical practitioner who attended it.
  3. Collect the prescribed maternity benefit application form from the district or sub-divisional office of the APB&OCWWB. There is no charge for the form.
  4. Fill the form completely; registration number, date of delivery, bank account number and IFSC, and the declaration on the number of previous claims.
  5. Attach self-attested copies of the registration card, identity proof, medical certificate, bank passbook page, residence proof and photographs.
  6. Submit the file to the Registering Officer at the same office and insist on a dated receipt or acknowledgement. This receipt is your only proof of the filing date.
  7. Follow up after verification. The Registering Officer verifies the claim against Board records before payment is released into your bank account.

There is no online application route for this benefit. The Department of Labour and Employment publishes departmental information at labour.arunachal.gov.in, but the claim itself is a paper process at the district office.

Why maternity claims get rejected

  • Lapsed membership. A registration card that has stopped being renewed is the most frequent reason a claim fails. The Board checks status as on the date of the claim, not the date of delivery.
  • No medical certificate, or a certificate from an unregistered practitioner.
  • Name mismatch between the Aadhaar, the registration card and the bank account.
  • Bank account details wrong or inactive, so the transfer bounces.
  • Third or later delivery, beyond the two-claim ceiling.
  • Delay in filing. Although no statutory last date is published for Arunachal Pradesh, construction worker boards across states expect the claim within a few months of delivery, and a very late claim invites questions the office may not resolve in your favour.

If a claim is rejected, ask for the reason in writing. Most rejections here are documentary and can be cured — a fresh medical certificate, a corrected bank detail, or a regularised membership, and refiled.

Where do I complain or follow up?

  • District Labour Officer / Registering Officer, APB&OCWWB in your district, the first stop for both filing and grievance.
  • Directorate of Labour and Employment, Government of Arunachal Pradesh, Itanagar, for escalation, through the departmental website at labour.arunachal.gov.in.
  • The Deputy Commissioner's public grievance route in the district, where a Board office is not responsive.

Keep the submission receipt. In a paper process, the acknowledgement number is the only thing that lets you prove when you filed and forces the file to be traced.

A note on the scheme's scale

This is a small, narrowly targeted benefit and it should be read as such. Even at the enhanced Rs 6,000 announced in September 2023, the amount is a supplement to household income around childbirth, not a substitute for wages during a maternity break. Its practical value lies in being one of a bundle of Board benefits, maternity, marriage assistance, death and accident compensation, education support and medical assistance, that together make registration with the APB&OCWWB worth the effort for a construction worker in Arunachal Pradesh. A worker who registers only when a specific need arises usually discovers she is too late for all of them.

How to check your Maternity Benefit Scheme application status

This is a paper-based welfare claim with no online tracking portal, so status checking here means following up in person or by phone with the office that holds your file, not logging into a dashboard.

  1. Keep your acknowledgement slip ready. When you filed the claim, the Registering Officer should have given you a dated receipt with a file or diary number. Quote this number every time you follow up: without it, an official has no quick way to locate your paper file among the district's other claims.
  2. Call or visit the district Labour office first. The office of the District Labour Officer, where the Registering Officer of the APB&OCWWB sits, is the only place that can tell you whether your claim has cleared verification. There is no helpline number published for this specific scheme, so a phone call to the district office or an in-person visit is the practical route.
  3. Ask specifically what stage the file is at. A maternity claim under the Board typically moves through three stages: receipt, verification against Board registration records, and payment release. Ask the clerk which of these three your file has reached rather than only asking "is it approved", since a vague answer of "under process" can mean any of the three.
  4. Check your bank account directly for payment. Because disbursal is by direct transfer to the worker's own bank account, the account statement is often faster confirmation of final approval than a verbal update from the office. A credit matching the notified maternity amount is the clearest sign the claim has been fully processed.
  5. Escalate to the Directorate if the district office gives no clear answer. If weeks have passed with no movement and the district office cannot explain the delay, the next step is the Directorate of Labour and Employment, Government of Arunachal Pradesh in Itanagar, reachable through the departmental website at labour.arunachal.gov.in. Carry a copy of your acknowledgement receipt when you escalate; it is the only paper proof of when you originally filed.
  6. Re-verify your registration status alongside the claim. Since a lapsed APB&OCWWB membership is the most common reason claims stall, it is worth asking the office to confirm your registration is still shown as active on their records, separately from asking about the maternity claim itself. A claim can sit unprocessed for months simply because the registration check flagged an arrear that nobody told the applicant about.

Because there is no SMS alert or online tracker for this benefit, the applicant carries the burden of following up. Following up every few weeks with the same acknowledgement number, rather than waiting for the office to reach out, is the realistic way to move a paper file forward.

Frequently asked questions

How much money does the APB&OCWWB maternity benefit pay?

The scheme as originally notified pays Rs 1,000 as cash assistance during the maternity period. Chief Minister Pema Khandu announced on 18 September 2023 that the maternity benefit for construction worker families would be raised from Rs 1,000 to Rs 6,000 under the Mukhya Mantri Shramik Kalyan Yojana. Confirm the amount currently being disbursed with your district Labour office.

Who is eligible for the Maternity Benefit Scheme in Arunachal Pradesh?

A woman engaged in building or other construction work, registered with the Arunachal Pradesh Building and Other Construction Workers Welfare Board, whose membership is active at the time of the claim, and who is a permanent resident of Arunachal Pradesh.

How many times can the benefit be claimed?

The benefit is limited to two claims. The scheme description records it as payable for up to two adult daughters of registered workers, and the two-child ceiling is the standard limit across construction worker welfare board maternity benefits in India.

Can I apply online for the maternity benefit?

No. The claim is made offline at the district or sub-divisional office of the APB&OCWWB. You collect the prescribed form there, attach the medical certificate and your registration card, and submit against a receipt.

What if I am not registered with the Welfare Board?

You are not eligible until you register. Registration as a building and other construction worker with the APB&OCWWB is the gateway to every Board benefit, and it must be done and kept active before the claim, not after.

Does the benefit cover the wife of a male registered worker?

The Arunachal Pradesh scheme, as recorded on the national myScheme entry, is framed around the registered woman worker and adult daughters of registered workers. Ask your district Labour office how a male member's wife is treated, because the wording differs from state to state and should not be assumed.

How long does the payment take?

There is no published service-level timeline. In practice, the file goes through verification by the Registering Officer before payment is released to the worker's bank account, so follow up at the same office where you submitted the claim and keep the submission receipt.

Is there any fee to apply?

No. The application form and the claim process are free. A registration or subscription contribution applies to Board membership itself, not to claiming this benefit, and no agent can charge you for filing.
