Ration Card in Arunachal Pradesh
Arunachal Pradesh state government scheme
A ration card in Arunachal Pradesh is issued by the Department of Food and Civil Supplies through the District Food and Civil Supplies Officer of your district, using the ration card application form published on arunfcs.gov.in. Arunachal Pradesh covers 66.31 per cent of its rural and 51.55 per cent of its urban population under the National Food Security Act, 2013, which entitles each member to 5 kg of foodgrain a month.
What is a ration card in Arunachal Pradesh?
A ration card in Arunachal Pradesh is the household document that entitles a family to subsidised foodgrain from a Fair Price Shop under the Targeted Public Distribution System and the National Food Security Act, 2013. The Department of Food and Civil Supplies, Government of Arunachal Pradesh issues it, and its official portal is arunfcs.gov.in.
The card is not a benefit scheme with an application deadline. It is a standing entitlement document. It lists the head of the family and every member of the household, records the category the family falls in, and is attached to one named Fair Price Shop. In practice it is also one of the most widely accepted household address and family-composition proofs in the state.
Arunachal Pradesh's geography shapes how the system works. The department's own account notes that the state covers 83,743 sq km with limited surface communication, and that foodgrain was once air-dropped to Civil Post Office centres by the Indian Air Force from Jorhat, Mohanbari and Tezpur, later through Forward Focal Points at Ziro, Along and Pasighat. That legacy is why the ration card in Arunachal Pradesh is administered district by district rather than through a single state counter.
Which department issues it and who is the working authority?
The Directorate of Food and Civil Supplies at Itanagar receives allocations of rice, wheat, levy sugar and kerosene from the Government of India and sub-allocates them to the districts, mainly on the basis of population and the number of ration cards.
Your working authority is the District Food and Civil Supplies Officer (DF&CSO) of your district. The department publishes the full DF&CSO list with names and telephone numbers on its Contact Us page, including Tawang (03794-222308), West Kameng at Bomdila (03782-222054), East Kameng (03787-222413) and Papumpare (0360-2284919). The Assistant Director (F&CS), Computerisation Branch at the Directorate handles the ePDS side and is listed on the same page with mobile number 9383107600.
Who is eligible for a ration card in Arunachal Pradesh?
You can apply if:
- Your family is ordinarily resident in the district where you are applying.
- Your family does not already hold a ration card anywhere in India.
- You can produce Aadhaar for every member you want listed, because Arunachal Pradesh runs ePDS with e-PoS authentication at Fair Price Shops.
- You are applying in the name of a head of the family. Under NFSA the eldest woman of the household aged 18 years or above is treated as the head of the family for issuing the card.
You cannot apply if:
- Your family already holds a valid ration card in Arunachal Pradesh or in any other state. India permits one card per household, and de-duplication runs against the national database.
- You are not resident in the district. A DF&CSO issues only for the district under his jurisdiction, so a family that has moved must get a deletion or surrender certificate from the old district first.
- You are an individual member already listed on a parent's or relative's card and the family has not been formally split.
Placement in the AAY, Priority Household or General (Tide Over) category is decided by the identifying authority, not by the applicant. The department's NFSA page records that Arunachal Pradesh's targeted NFSA coverage is 66.31 per cent of the rural population and 51.55 per cent of the urban population, with the population left outside that ceiling covered as General households through Tide Over allocation. A family that meets every residence and documentation condition can therefore still be issued a General category card rather than a Priority one, simply because the NFSA ceiling for the district is full.
Is BPL a separate certificate in Arunachal Pradesh?
No. BPL in Arunachal Pradesh is a category printed on the ration card, not a standalone certificate issued from a separate counter. The department's PDS page still describes the older TPDS colour scheme, pink for APL, dark green for BPL, yellow for AAY and light green for Annapurna — and records that as of January 2009 the state had issued 2,19,273 APL cards, 60,771 BPL cards and 38,000 AAY cards.
Since the National Food Security Act was launched in the state at Itanagar on 20 August 2013, the live classification is AAY, Priority Household and General. If an office or employer asks you for a "BPL certificate", what they almost always need is a copy of your ration card showing the category, or an income certificate from the Deputy Commissioner's office, which is a different document altogether.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Ration card application form | Yes | From the Forms page of arunfcs.gov.in |
| Aadhaar of every member | Yes | Seeded for e-PoS authentication |
| Residence proof in the district | Yes | The DF&CSO issues only for his district |
| Declaration of no other card | Yes | One card per household in India |
| Photograph of head of family | Yes | Card is issued in the head's name |
| Surrender or deletion certificate | If moving | From the previous district or state |
| Birth certificate | For additions | When adding a newborn |
The Forms page of arunfcs.gov.in additionally publishes the ePDS Fresh Application Form (Sample), the ePDS Member Modification Form (Sample) and the ePDS Other Modification Form (Sample), so member addition and correction have their own dedicated forms rather than sharing the new-card form.
How to apply for a ration card in Arunachal Pradesh
- Open arunfcs.gov.in and go to the Forms page. Download the ration card application form. If you are adding or correcting a member on an existing card, download the ePDS Member Modification Form or the ePDS Other Modification Form instead, because the new-card form will be returned.
- Fill the form completely, listing the head of the family first and then every member with age and relationship. Under NFSA the eldest woman aged 18 or above is normally recorded as head of the family.
- Attach the documents: Aadhaar of each member, residence proof for the district, a photograph of the head of the family, and a surrender or deletion certificate if the family previously held a card elsewhere.
- Submit the file at the office of the District Food and Civil Supplies Officer of your district. The DF&CSO contact numbers for every district are published on the Contact Us page of arunfcs.gov.in.
- Collect the acknowledgement. The Revised Model Citizens' Charter adopted by the department states that receipt of an application will be duly acknowledged and that the acknowledgement will indicate the date on which the ration card can be collected, provided all required information has been correctly given. Do not leave the counter without it.
- Collect the card on the stated date, verify every name, age and the category printed on it, and confirm which Fair Price Shop your card has been attached to.
How do I check the status of my application?
Arunachal Pradesh does not publish a public online status tracker for a pending ration card application. Status is checked in three ways:
- At the DF&CSO office, quoting the acknowledgement issued at submission.
- By phone to the DF&CSO of your district, using the numbers listed on the Contact Us page of arunfcs.gov.in.
- Against the published lists once the card is issued. The department publishes the National Food Security Act, 2013 Beneficiaries List and the districtwise Fair Price Shop master data on arunfcs.gov.in, so you can confirm that your household appears and which shop serves you.
What does the card actually give you?
Under the National Food Security Act every identified beneficiary in Arunachal Pradesh is entitled to 5 kg of foodgrain per month, priced at Rs 3 per kg for rice, Rs 2 per kg for wheat and Rs 1 per kg for coarse grain as recorded on the department's NFSA page. AAY households, being the poorest of the poor, are treated at the household level and on more favourable terms than Priority households.
The Citizen's Charter also commits the state to publicising the eligibility criteria and procedure for issuing ration cards and making them available to all citizens on demand, and to finalising BPL and AAY beneficiary lists through Gram Sabhas and authorised local bodies.
Why applications get rejected or delayed
- A duplicate card is found for the same household in the national de-duplication check. This is the single most frequent reason.
- Aadhaar is missing or mismatched for one or more members, so the member cannot be seeded for e-PoS authentication.
- Residence in the district is not established, or the applicant approaches the wrong DF&CSO.
- No surrender or deletion certificate from the district or state the family moved from, leaving the old card live.
- The NFSA ceiling is full for the district, so the family is issued a General category card rather than the Priority card applied for.
- Name spelling differs between Aadhaar, the form and the supporting documents.
Grievance and helpline route

- National route: the Department of Food and Public Distribution's NFSA portal at nfsa.gov.in, which links state ration card portals and the apply-for-ration-card page.
Applying for a ration card is a government process handled at the DF&CSO counter on a published form. The department does not publish a fee for a new card on arunfcs.gov.in, so pay only what the counter notifies and only against a receipt. No agent, tout or Fair Price Shop dealer is authorised to charge you for getting a card issued, and no officer will ask for an OTP on your phone to release one.
