State Programme for Rehabilitation of Persons with Disabilities (SPRPD)
Arunachal Pradesh state government scheme
State Programme for Rehabilitation of Persons with Disabilities is an Arunachal Pradesh state-sector scheme that distributes free aids and appliances: tricycles, wheelchairs, crutches, walking sticks, blind sticks, rollators and hearing aids: to persons with disabilities, and runs a free physiotherapy unit set up in 2013-14. Apply on plain paper with a disability certificate.
What is the State Programme for Rehabilitation of Persons with Disabilities?
The State Programme for Rehabilitation of Persons with Disabilities, abbreviated SPRPD, is a state-sector ongoing scheme of the Department of Social Justice, Empowerment and Tribal Affairs, Government of Arunachal Pradesh. According to the Arunachal Scheme Handbook published by the state government, SPRPD provides welfare and rehabilitation services to persons with disabilities in the state under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995.
SPRPD has a specific institutional history that explains why it is a state scheme today. The programme began in Arunachal Pradesh in 2001-02 as the National Programme for Rehabilitation of Persons with Disabilities (NPRPD), sponsored by the Ministry of Social Justice and Empowerment, Government of India. During 2005-06 the scheme was transferred to the state government and has since been implemented as a state-sector ongoing scheme, funded from the state budget rather than by the centre. That transfer is the reason the scheme is now named SPRPD rather than NPRPD, and it is why applications go to the state directorate rather than to a central portal.
The stated objective in the handbook is direct: to provide welfare and rehabilitation services to the disabled persons of the state, which is mandatory under the PWD Act, 1995.
What does SPRPD actually provide?
SPRPD works through three delivery channels rather than a single benefit payment.
Aids and appliances. The Department of Social Justice, Empowerment and Tribal Affairs provides assistive devices free of cost. The handbook lists them specifically:
- Tricycles, for persons with lower-limb disability who need independent mobility over distance
- Wheelchairs
- Crutches
- Walking sticks
- Blind sticks, for persons with visual impairment
- Rollators, wheeled walking frames for people who cannot bear full weight
- Hearing aids, for persons with hearing impairment
Diagnostic camps. The department organises diagnostic camps combined with free distribution of aids and appliances at district level from time to time. This matters practically: for most applicants in Arunachal Pradesh, the camp is the realistic route to a device, because assessment, measurement and handover happen in a single sitting rather than requiring separate trips to Itanagar.
Physiotherapy. The department established a physiotherapy unit in 2013-14 at the State Disability Rehabilitation Centre (SDRC), where needy patients are given treatment and therapy free of cost. This is an ongoing service and not a one-time distribution, so a person who needs continuing therapy after a stroke, spinal injury or cerebral palsy diagnosis can use it repeatedly.
Community-based outreach. For prevention, early detection and intervention of disabilities, the department has trained 539 Community Based Rehabilitation Workers (CBRWs) and engaged them at grassroots level to conduct door-to-door surveys of persons with disabilities and to create awareness about prevention. A CBRW in your circle is normally the fastest way to be recorded and called to the next camp.
Who is eligible for SPRPD?
You can be considered if:
- You are a person with disability resident in Arunachal Pradesh.
- You hold a disability certificate issued by a competent medical authority.
- You have a doctor's prescription or slip identifying the assistive device or therapy you need. SPRPD is a needs-based supply scheme, so the device is matched to a medical assessment rather than chosen by the applicant.
- The handbook records the eligible beneficiary group as people with 100 per cent degree of disability. Applicants with a lower certified percentage should still approach the SDRC or a district camp, since the diagnostic camps assess need on the spot, but the published eligibility line sets the 100 per cent benchmark for the core programme.
You cannot apply, or are not eligible — if:
- You have no disability certificate. There is no route into SPRPD without certified disability, because both the device allocation and the therapy referral are keyed to it.
- You are seeking a cash allowance. SPRPD is not a pension. No monthly payment or lump-sum grant is published under this scheme, and a request for cash will be redirected to the state's disability pension arrangements.
- You are not a resident of Arunachal Pradesh. SPRPD is funded from the state budget for the state's own residents.
- You are applying on behalf of an institution rather than an individual. SPRPD supplies devices to persons, not to organisations.
What documents are required for SPRPD?
| Document | Mandatory | Notes |
|---|---|---|
| Disability certificate | Yes | From the competent medical authority; a UDID card serves the same purpose |
| Doctor's prescription or slip | Yes | Must indicate the device or therapy needed |
| Application on plain paper | Yes | No printed form is prescribed |
| Photographs | Yes | Two full-size copies |
| Mobile number | Yes | Used to call you to a camp or fitting |
The plain-paper requirement is worth reading carefully. SPRPD does not issue a standard application form, so applicants sometimes wait for a form that does not exist. A short written request stating your name, village, circle, district, nature of disability and the device you need, signed and attached to the certificate and prescription, is the correct application.
How to apply for the State Programme for Rehabilitation of Persons with Disabilities
- Obtain a disability certificate from the competent medical authority at your district hospital, if you do not already hold one or a UDID card. Nothing moves without it.
- Get a doctor's prescription that names the assistive device you need, for example a tricycle, a rollator or a hearing aid, or that refers you for physiotherapy.
- Write the application on plain paper, giving your name, address, contact mobile number, the nature and percentage of your disability, and the device or therapy requested.
- Attach two full-size photographs, the disability certificate and the doctor's prescription.
- Submit the set to the State Disability Rehabilitation Centre (SDRC), Directorate of Social Justice and Empowerment and Tribal Affairs, Government of Arunachal Pradesh.
- Alternatively, attend a district diagnostic camp when one is announced. Carry the same documents; assessment and distribution of aids happen at the camp itself.
- Register with your local Community Based Rehabilitation Worker so that your name is on the door-to-door survey record and you are called when the next camp is held in your district.
How do I follow up on an SPRPD application?
SPRPD has no online status tracker. Follow up through the same channels that process the application:
- Contact the State Disability Rehabilitation Centre under the Directorate of Social Justice and Empowerment and Tribal Affairs, quoting the date on which you submitted your plain-paper application.
- Ask your Community Based Rehabilitation Worker whether your name has been included in the list for the next district camp.
- For physiotherapy, contact the physiotherapy unit at SDRC directly rather than waiting for a call, since therapy is provided on attendance rather than by sanction.
Why do SPRPD requests get delayed or refused?
- No disability certificate attached, the most common single reason.
- Prescription does not name a device, so the department cannot match a specific appliance to the request.
- Certified percentage below the published benchmark, where the handbook's eligible group is recorded as persons with 100 per cent disability.
- Device out of stock in the current supply cycle; aids are procured in batches and distributed at camps, so a request can be genuinely valid but carried to the next camp.
- Applicant unreachable, because the mobile number given was inactive when the camp was announced.
Practical fixes: renew or upgrade the disability certificate to a UDID card, return to the prescribing doctor for a slip that names the device explicitly, and give a mobile number that is actually in use at your village.
Where do I complain about SPRPD?
- State Disability Rehabilitation Centre (SDRC), Directorate of Social Justice and Empowerment and Tribal Affairs, Government of Arunachal Pradesh. The contact point named in the state's own scheme handbook.
- District Social Welfare Officer of your district, for camp scheduling and inclusion in the survey list.
- Community Based Rehabilitation Worker in your circle, for help preparing the plain-paper application.
Aids and appliances under SPRPD are supplied free of cost, and physiotherapy at the SDRC is free. No payment should be made to any person for a device, a place at a diagnostic camp, or a therapy appointment.

Frequently asked questions
What does the State Programme for Rehabilitation of Persons with Disabilities give?
SPRPD gives assistive aids and appliances free of cost — tricycles, wheelchairs, crutches, walking sticks, blind sticks, rollators and hearing aids. The Department of Social Justice, Empowerment and Tribal Affairs also runs a physiotherapy unit at the State Disability Rehabilitation Centre where treatment and therapy are given free.
Who is eligible for SPRPD in Arunachal Pradesh?
The Arunachal Scheme Handbook records the eligible group as people with a 100 per cent degree of disability. Applicants must hold a disability certificate and a doctor's prescription indicating the device or therapy required.
Is there a cash benefit under SPRPD?
No cash benefit is published under SPRPD. The scheme delivers help in kind — assistive devices and free physiotherapy — rather than a monthly allowance. Cash support for persons with disabilities in Arunachal Pradesh comes through separate pension schemes, not through SPRPD.
How do I apply for a wheelchair or hearing aid under SPRPD?
Submit a plain-paper application with your disability certificate, the doctor's prescription naming the device, two full-size photographs and your mobile number to the State Disability Rehabilitation Centre under the Directorate of Social Justice and Empowerment and Tribal Affairs. Devices are also distributed at district diagnostic camps.
When was SPRPD started?
SPRPD was launched in Arunachal Pradesh in 2001-02 as the National Programme for Rehabilitation of Persons with Disabilities, sponsored by the Ministry of Social Justice and Empowerment. In 2005-06 the scheme was transferred to the state government and has run since then as a state-sector ongoing scheme.
What is a Community Based Rehabilitation Worker?
A Community Based Rehabilitation Worker (CBRW) is a grassroots worker trained by the department to conduct door-to-door surveys of persons with disabilities and to raise awareness about prevention and early detection. Arunachal Pradesh has trained 539 CBRWs, and they are usually the first point of contact in a village.
Do I need a UDID card to apply?
The published document list names a disability certificate rather than a UDID card, but a UDID card carries the certified disability percentage and is accepted as the certificate. Applicants who already hold a UDID card should carry it; those who do not should obtain a disability certificate from the competent medical authority first.
