What is Ayushman Asom, Mukhya Mantri Lok Sevak Arogya Yojana?

Mukhya Mantri Lok Sevak Arogya Yojana, abbreviated MMLSAY, is the Government of Assam's health scheme for its own employees and pensioners. MMLSAY is run under the state's Ayushman Asom health branding, and its official portal is mmlsay.assam.gov.in, which carries the scheme title "MUKHYA MANTRI LOK SEVAK AROGYA YOJANA (MMLSAY)" and the note "Applicable for Assam State Government".

The name is worth reading carefully. Lok Sevak means public servant. MMLSAY is not the general-public health scheme, the portal states that "Employees of selected Government organisations/agencies are covered under this scheme." A family that is not connected to Assam government service should look instead at Atal Amrit Abhiyan or at Ayushman Bharat coverage.

MMLSAY offers two distinct things to a beneficiary:

  • Cashless treatment at hospitals empanelled under the scheme. The portal publishes a "Cashless hospitals" list and a cashless notification section.
  • Medical reimbursement, settled at CGHS rates.

How is MMLSAY reimbursement calculated?

MMLSAY reimbursement follows Central Government Health Scheme (CGHS) rates. The portal carries two separate notices on this point, and the one that applies to you depends on your date of admission (DOA):

  • Medical reimbursement under MMLSAY is done under CGHS rates applicable for DOA before 13 October 2025.
  • Medical reimbursement under MMLSAY is done under CGHS rates applicable for DOA from 13 October 2025.

In practice this means a claim is priced against the CGHS schedule in force on the date the patient was admitted, not the date the claim is filed. Beneficiaries with a long or repeated admission spanning that cut-off should confirm which schedule the third-party administrator has applied before accepting a settlement.

The scheme's third-party administration is handled by MD India, whose logo appears as the TPA partner on the MMLSAY portal.

Who is eligible for MMLSAY, and who is not eligible?

Who can register

The MMLSAY registration screen asks a beneficiary to pick an employment type, and the three options published on the portal are:

  • Employee. A regular Assam State Government employee.
  • Employee (Contractual), a contractual employee of a covered organisation.
  • Pensioner, a retired employee drawing a pension.

The portal's department selector includes, among the covered employers, FINASSAM (Finance Department, Government of Assam), the National Health Mission (NHM) and Samagra Shiksha Axom (Integrated School Education Programme), which confirms that the scheme reaches beyond the core secretariat cadre into mission- mode and programme staff.

Registered dependants of a beneficiary are also covered. The portal has dedicated functions to add a dependant through Aadhaar KYC, view dependant details, and add, update or delete a nominee, along with a spouse-death-date field and a death-report flow that keep the family record current.

Who cannot register

  • Members of the general public who are not Assam government employees, contractual staff of a covered organisation, or pensioners. MMLSAY is not open to citizens at large.
  • Employees of organisations not on the MMLSAY department list. If your employer does not appear in the department selector, you cannot complete validation.
  • Anyone who cannot produce one of the accepted identifiers; GPF number, PAN, PPAN or PPO; since validation is the first hard gate in registration.
  • Central government employees, who are covered by CGHS rather than by a state scheme.

Serving and retired government employees are, separately and explicitly, not eligible for Atal Amrit Abhiyan, Assam's health scheme for BPL and APL families. The two schemes are designed to be mutually exclusive.

What documents and numbers do you need for MMLSAY?

The MMLSAY portal validates a beneficiary against a document number rather than an uploaded certificate. The accepted identifiers, as labelled on the portal, are:

Identifier Full form Typically used by
GPF General Provident Fund number Regular serving employees
PAN Permanent Account Number Employees, including contractual staff
PPAN Permanent Pension Account Number Pensioners
PPO Pension Payment Order Pensioners

Alongside the identifier you need Aadhaar for yourself and for each dependant you add, a working mobile number for OTP, and bank account details, which the portal lets you update through its update-bank function.

How to register for MMLSAY on the portal

  1. Open mmlsay.assam.gov.in and choose Beneficiary Login / Registration from the login panel. The same page also carries a separate entry for MMLSAY officials, which is not the route for a beneficiary.
  2. Select your employment type — Employee, Employee (Contractual) or Pensioner, and select your department from the list of covered organisations.
  3. Validate your account with a document number. The portal asks you to "provide the document number to validate your information", accepting your GPF number, PAN, PPAN or PPO depending on your status.
  4. Complete Aadhaar KYC, then enter your mobile number and the OTP sent to it, along with the captcha shown on screen. Use the refresh-captcha control if the image is unclear.
  5. Set your password and confirm it to finish creating the beneficiary account.
  6. Add your dependants through the add-dependant Aadhaar KYC flow, and record a nominee. Keeping dependant and nominee records accurate is what allows a family member to be treated cashlessly later.
  7. Watch the official walkthrough videos. The portal hosts a registration video and a claim-registration video, which are the department's own step-by-step guides for the two processes.

How do you use MMLSAY at a hospital, and how do you claim?

  1. Check the cashless hospitals list on the portal before admission. Cashless treatment only works at a hospital empanelled under the scheme.
  2. Read the cashless notification section on the portal, which is where the scheme publishes current notices; when there is nothing live, the portal simply shows "No active Notifications".
  3. For reimbursement, follow the claim-registration process shown in the portal's own claim video, and confirm which CGHS rate schedule applies to your date of admission, before or from 13 October 2025.
  4. Keep your bank details current through the update-bank option, since reimbursement is settled into the beneficiary's account.

Common MMLSAY portal problems and what they mean

  • "Login failed. OTP did not match", the OTP was mistyped or has expired. Request a fresh OTP rather than retrying the old one.
  • Captcha rejected: use the refresh-captcha control and re-enter the text; the portal regenerates the image on demand.
  • "MMLSAY is temporarily unavailable. Please try again later.", a portal-side outage rather than a problem with your record. Retry later or call the helpline.
  • "Error loading data. Please try again later." or a network error: usually a transient connection failure during Aadhaar KYC or validation.
  • Validation fails at the document-number step. The GPF, PAN, PPAN or PPO number does not match the employer record. This is resolved through your DDO, who holds the officer and profile-update functions on the portal, rather than by retrying online.

Where do you get help with MMLSAY?

  • Toll-free helpline: 1800-309-3945, published on the MMLSAY portal's beneficiary login page.
  • Your DDO (Drawing and Disbursing Officer) handles employee record and profile corrections; the portal has a dedicated DDO section for officer details and profile updates.
  • MD India, the third-party administrator shown on the portal, handles cashless authorisation and claim processing at the hospital end.
  • The Health & Family Welfare Department, Government of Assam (hfw.assam.gov.in) is the state health department for wider queries.

A note on verification. The MMLSAY portal is a login-gated application. The public pages carry the scheme name, the employment categories, the covered departments, the CGHS reimbursement notices, the toll-free number and the registration walkthroughs, but the Government of Assam does not publish a detailed public scheme booklet, an annual cover ceiling or a premium structure on the open portal. Everything above is taken from what the official portal itself displays; for the sum-insured ceiling, the empanelled hospital list and the package rates that apply to your case, ask your DDO or call 1800-309-3945 rather than relying on figures circulated on private websites.

Frequently asked questions

Who is covered by MMLSAY?

MMLSAY covers employees of selected Government organisations and agencies in Assam, along with pensioners. The registration screen lets a beneficiary identify as Employee, Employee (Contractual) or Pensioner, and the employer list on the portal includes the Finance Department, the National Health Mission and Samagra Shiksha Axom.

What is the MMLSAY toll-free number?

The MMLSAY toll-free number published on the scheme portal is 1800-309-3945. The portal presents it under a "Call Us On MMLSAY toll-free Number" prompt on the beneficiary login page.

At what rates is MMLSAY reimbursement settled?

Medical reimbursement under MMLSAY is done at CGHS rates. The portal carries two separate rate notices — one applicable to dates of admission before 13 October 2025 and one applicable to dates of admission from 13 October 2025 — so the rate schedule depends on your date of admission.

Can I add my family members to MMLSAY?

Yes. The MMLSAY portal has dedicated flows for adding a dependant through Aadhaar KYC, viewing dependant details, and adding, viewing or deleting a nominee. Each dependant is registered against the beneficiary's own record.

Is MMLSAY the same as Atal Amrit Abhiyan?

No, and they do not overlap. Atal Amrit Abhiyan is for BPL and APL families in Assam and expressly excludes serving and retired central and state government employees. MMLSAY is the scheme for Assam government employees, contractual staff and pensioners.

How do I register for MMLSAY?

Go to mmlsay.assam.gov.in, choose Beneficiary Login / Registration, select your employment type, and validate yourself using a document number — GPF, PAN, PPAN or PPO. The portal then runs Aadhaar KYC and confirms your mobile number by OTP. The site also hosts a step-by-step registration video.

What do I do if the MMLSAY portal will not let me log in?

Check that the OTP was entered correctly, since the portal returns "Login failed. OTP did not match" for a wrong code, and refresh the captcha image before retrying. If the site shows "MMLSAY is temporarily unavailable", wait and try again, or call the toll-free number 1800-309-3945.
