What are the grants for cancer patients in Assam?

Grants for cancer patients in Assam are one-time cash assistance and cashless treatment schemes run by the Health & Family Welfare Department, Government of Assam, and its allied directorates. Assam does not operate a single scheme called "cancer grant". Instead, a patient in Assam who cannot pay for cancer treatment usually draws on one of three distinct routes, and the right one depends on income, community and whether the money is needed before or after treatment.

The main route is Assam Arogya Nidhi (AAN), listed on the National Health Mission Assam portal. According to that portal, Assam Arogya Nidhi provides financial assistance of up to Rs 3,00,000 for treatment expenses of poor and needy families, covering hospitalisation in government hospitals and in empanelled private hospitals. Cancer is one of the illnesses the scheme is used for, alongside heart disease and surgery, kidney and urinary disease, orthopaedic treatment, thalassaemia, bone marrow transplant, HIV/AIDS and chronic mental illness.

The second route is Atal Amrit Abhiyan (AAA), the Assam health assurance scheme, which gives inpatient treatment at empanelled hospitals up to a maximum of Rs 2,00,000 per individual member per annum, covering 438 procedures in six disease groups: cardiovascular disease, cancer, kidney disease, neonatal disease, neurological conditions and burns. Atal Amrit Abhiyan covers BPL families free and APL families with an annual income of up to Rs 5,00,000 on payment of a Rs 100 enrolment fee.

The third route is a community-specific grant for the tea garden and ex-tea garden population. The Directorate for Welfare of Tea & Ex-Tea Garden Tribes runs "Grants to Patients Suffering from Cancer and Malignant Disease", a one-time grant that its scheme page places in the range of Rs 10,000 to Rs 30,000, rising to Rs 1,00,000 in exceptional cases decided by the Chairman of the State Level Advisory Committee.

Who is eligible for a cancer grant in Assam?

You can apply for Assam Arogya Nidhi if:

  • You are a permanent resident of Assam.
  • Your annual family income is below Rs 5,00,000, certified by the Revenue Circle Officer.
  • You have already exhausted the financial limit available to you under Ayushman Bharat PMJAY or the Mukhya Mantri Jan Arogya Yojana.
  • You are receiving treatment in a government hospital or an empanelled private hospital.

There is no age restriction under Assam Arogya Nidhi. A child, a working adult and an elderly patient are all covered on the same terms.

You cannot apply, or are not eligible, if:

  • You are a serving government employee or a government pensioner. The National Health Mission Assam listing excludes both categories outright.
  • Your family income is Rs 5,00,000 a year or more.
  • You have not used up your PMJAY or MMJAY entitlement first. Assam Arogya Nidhi is designed as a last-resort top-up, not a first claim.
  • You are not a permanent resident of Assam.

For the Tea Tribes grant the eligibility test is different: the applicant must be an Indian citizen, must belong to the Tea Tribes community and hold a TGL caste certificate, must produce a medical certificate from a registered doctor countersigned by the local government hospital authority, and must be the only beneficiary selected from that family. Preference in selection is given to widows, elderly persons, unmarried persons, physically handicapped persons and Below Poverty Line families.

How to apply for a cancer grant in Assam

  1. Confirm which scheme fits your case. If you are already enrolled under Atal Amrit Abhiyan, use that first for cashless inpatient treatment up to Rs 2,00,000. Assam Arogya Nidhi is claimed after PMJAY or MMJAY limits are exhausted.
  2. Download the Assam Arogya Nidhi application form from nhm.assam.gov.in, or collect a printed copy from the district health authority or the hospital's social welfare desk.
  3. Get the patient's photograph attested by the treating doctor and obtain an income certificate from your Revenue Circle Officer showing annual family income below Rs 5,00,000.
  4. Assemble the medical file, original bills and receipts, prescriptions, discharge summary, and the photocopy of your PMJAY certificate.
  5. Attach a photocopy of the bank passbook of the account where you want the grant credited. The name on the passbook should match the applicant's name.
  6. Submit the completed application to the Office of the Mission Director, National Health Mission, Assam, Saikia Commercial Complex, Christian Basti, Guwahati 781005. Keep a receipt or acknowledgement.
  7. Wait for the expert committee review. A committee of specialist doctors from Gauhati Medical College examines the file and recommends the sanction amount, after which funds are released to the applicant's bank account.

How to apply for the Tea Tribes cancer grant

  1. Watch for the advertisement. The Directorate for Welfare of Tea & Ex-Tea Garden Tribes announces the call for applications through advertisements in local dailies, so there is no rolling window.
  2. Collect and fill the application form, attaching the TGL caste certificate and the medical certificate from a registered doctor countersigned by the local government hospital authority.
  3. Submit the application to the Sub-Divisional Welfare Officer (SDWO) of your sub-division.
  4. Selection happens in two stages — the Sub-Divisional Beneficiary Selection Committee screens applications, and the State Level Advisory Committee approves the final list and the rate of grant.
  5. Receive the grant by bank transfer. Funds are credited directly to the beneficiary's bank account, and the directorate completes processing by 31 March of the financial year.

How to check the status of your application

Assam Arogya Nidhi does not publish an online status tracker. Applicants should keep the acknowledgement received at the National Health Mission office and follow up with the Assam Arogya Nidhi cell at the Mission Director's office in Christian Basti, Guwahati. For the Tea Tribes grant, the Sub-Divisional Welfare Officer who received your application is the point of contact, since the sub-divisional committee holds the file until the state committee approves it.

For Atal Amrit Abhiyan, status is checked differently, the empanelled hospital raises the claim, so the hospital's Arogya Mitra or patient help desk can tell you whether a procedure has been pre-authorised under the Rs 2,00,000 annual limit.

Why cancer grant applications in Assam get rejected

  • PMJAY or MMJAY limit not exhausted. This is the condition applicants most often miss. Assam Arogya Nidhi expects the national or state assurance cover to be used first.
  • Income certificate above the limit or missing. The certificate must come from the Revenue Circle Officer and must show income below Rs 5,00,000.
  • Photocopied bills instead of originals. Original bills and receipts are specifically listed.
  • Applicant is a government employee or pensioner. These are excluded categories, and the exclusion is applied at scrutiny stage.
  • Incomplete medical file. A file without the discharge summary or prescriptions cannot be assessed by the expert committee.
  • For the Tea Tribes grant, no TGL certificate, or a second application from a family that already has a beneficiary.

Key dates and windows

Assam Arogya Nidhi has no published closing date and accepts applications through the year. The Tea Tribes grant is different: applications open only when the directorate advertises in local newspapers, and the directorate completes disbursement by 31 March of each financial year, which effectively makes it an annual cycle. Atal Amrit Abhiyan enrolment for APL families is done at district level on payment of the Rs 100 fee.

Grievance and help

  • Assam Arogya Nidhi cell: Office of the Mission Director, National Health Mission, Assam, Saikia Commercial Complex, Christian Basti, Guwahati 781005.
  • Tea Tribes grant: the Sub-Divisional Welfare Officer of your sub-division, under the Directorate for Welfare of Tea & Ex-Tea Garden Tribes.
  • Atal Amrit Abhiyan: the district enrolment office, or the Arogya Mitra desk at the empanelled hospital.

No fee is charged for applying to Assam Arogya Nidhi or the Tea Tribes grant. Any agent asking for money to "get your grant sanctioned" is not acting for the Government of Assam, and the sanction is decided by a committee of doctors and officials, not by an intermediary.

Frequently asked questions

How much money does an Assam cancer patient get under Assam Arogya Nidhi?

Assam Arogya Nidhi pays up to Rs 3,00,000 towards treatment expenses. The National Health Mission Assam page describes it as assistance for poor and needy families for treatment in government and empanelled private hospitals. The exact amount sanctioned in each case is decided by an expert committee, not fixed at Rs 3,00,000 for everyone.

Who cannot apply for the Assam cancer treatment grant?

Government employees and pensioners are excluded from Assam Arogya Nidhi. Families with an annual income of Rs 5,00,000 or more are also outside the scheme, and so is anyone who has not first used up their entitlement under PMJAY or Mukhya Mantri Jan Arogya Yojana.

Can I apply online for a cancer grant in Assam?

No. Assam Arogya Nidhi is an offline application. You download or collect the form, attach the documents, and submit it to the Office of the Mission Director, National Health Mission, Assam, Saikia Commercial Complex, Christian Basti, Guwahati 781005.

Is there a separate cancer grant for tea garden community patients?

Yes. The Directorate for Welfare of Tea & Ex-Tea Garden Tribes runs a separate one-time grant for cancer and other malignant diseases, generally Rs 10,000 to Rs 30,000 and up to Rs 1,00,000 in exceptional cases, for members of the Tea Tribes community holding a TGL caste certificate.

Does Atal Amrit Abhiyan cover cancer in Assam?

Yes. Atal Amrit Abhiyan provides inpatient treatment at empanelled hospitals up to Rs 2,00,000 per member per year, covering 438 procedures across six disease groups including cancer. It is a cashless treatment cover rather than a cash grant.

How long does the Assam Arogya Nidhi grant take?

There is no published turnaround time. Applications are examined by an expert committee of specialists from Gauhati Medical College before the grant is approved and credited to the applicant's bank account, so applicants should expect the process to run over several weeks.

Can one family apply more than once?

The Tea Tribes grant explicitly limits selection to one beneficiary per family in a year. For Assam Arogya Nidhi the published conditions do not state a family limit, but the requirement to first exhaust PMJAY or MMJAY limits applies to every application.
